A Study of the Improvement of Digital Literacy from the Perspective of DigComp 2.2: The Digital Competence Framework for Citizens

As a pioneer of digital literacy education, The Digital Competence Framework for Citizens (DigComp) issued by the EU has been developed and revised for more than ten years, becoming an international framework with authority and influence. DigComp 2.2 was released in March 2022 with a comprehensive update of knowledge, skills and attitudes related to digital literacy. This paper summarizes and analyzes the content of 21 competence in the five competence areas of “information and data literacy”, “communication and collaboration”, “digital content creation”, “safety” and “problem solving” of DigComp 2.2 on the basis of systematically reviewing the development of EU digital literacy framework, by which some enlightenment are drawn, such as an urgent need to develop a digital literacy framework for all, a watchful eye on promotion of the digital literacy of special groups, a close attention to environmental protection education in digital life, a great importance attached on digital ethics to prevent digital injuries, and a high value on cultivating high-end talents with digital innovation ability.

Building an AI literacy education and training system for artificial intelligence (AI)for research is crucial in cultivating more scientific researchers equipped with technical knowledge,innovative thinking, and ethical awareness. Based on a comparative analysis of AI-related literacyeducation policies, courses, and training programs in major countries, the proposed system is believed tonot only emphasize the understanding of AI concepts, but also foster practical skills, ethical and socialresponsibility, interdisciplinary thinking, and emotional connection. AI literacy strategies are crucial forboth educators and students, they can be implemented by a range of social actors such as governments,educational institutions, enterprises, and public welfare organizations like libraries and communities. Theyjointly form a multi-level and complementary educational and training framework by assuming specificroles and responsibilities. They not only promote the application of AI technology in the scientific field,but are also responsible for cultivating a new generation of scientific researchers, enabling them to havethe ability to use AI technology for interdisciplinary research.

As one of the fields that first paid attention to the metaverse and followed its latestdevelopment, the library communities in higher education have conducted rich and brilliant theoreticalresearch studies and practical explorations. This paper comprehensively reviews the progress of theories andpractical applications from the following perspectives: The cognition of the metaverse library; The possiblefields of metaverse technology integration into the library; The application and exploration of the metaverselibrary; The theoretical principles, building path, and technology infrastructure for establishing the metaverselibrary; And the practical cases of the library’s metaverse applications implemented in the Shanghai Libraryand Fudan University Library. Finally, this paper summarizes the existing problems and difficulties, and thenoutlooks the future development trend and vision. Hopefully, this paper can provide helpful information forthe future development of the metaverse library.

The studies on the open data ecosystem have theoretical and practical implications for thedata market and digital economy. This study is to review the status quo in the research on open dataecosystems and identify the directions of future studies by finding the weak sides of existing literature.The research methods are systematic literature reviews. The investigated literature databases includeSemantic Scholar, ACM Digital Library, IOS Press Content Library, Sage Journals, Wiley Online Library,Taylor & Francis Online, ScienceDirect, Oxford Academic, Emerald, ProQuest, and CNKI. After asystematic review, this study extracts a topical framework for the research on the open data ecosystem andthen discusses the status quo of each topic. The research domain of open data ecosystems is a tributaryof the research on the open data, which is still in the middle of development and needs the attention ofresearchers, especially regarding models, elements, and effectiveness assessment of open data ecosystems.Furthermore, the governance structure, operational mechanism, the nurturing and evolution of the opendata ecosystem could become the topics of future studies.

Research on the Copyright Limitation of Digital Public Libraries from the Perspective of the Principle of Proportionality

The digital public library is supposed to provide a path for citizens to exercise their rights to education and cultural development as entrusted by the constitution, but the revision of relevant laws did not make them free from frequent infringement lawsuits, and the ultimate interest flow of its operating mechanism mostly points to the database provider. Existing theoretical bailouts and practical solutions all have a strong functionalist stance, and lack effective methodology as an argument support. Currently, libraries are still facing “infringement accusations + digital transformation + one-way public welfare + social tasks” – a quadruple limitation. The principle of proportionality has dual meanings of ontology and methodology, and can be used for copyright law and copyright restrictions at the same time. Therefore, the principle of proportionality can be used as the overarching principle, with fair use as the core principle, supplemented by technical measures, setting of blank window periods, punitive damages, and other institutional construction, so that a three-stage restriction layout with two-way public welfare as the requirement can be built for the digital public library to strike a balance between private rights restriction, rights protection and social education.

As an important information institution, college libraries are given new connotation andbasic functions for its digital service during the new liberal arts construction. A clear positioning is thusrequired. This study analyzes and explains the connotation of digital services of university libraries indigital environment, discusses the basic functions of digital services and the positioning of digital servicesof libraries in the background of new liberal arts. University libraries should become the service centerof digital resources, center of knowledge and data, center of interdisciplinary digital consultation, centerof education and training for digital literacy and digital ability, and center of interdisciplinary digitalacademic services. It also proposes new initiatives for library digital services in terms of content andmodels of providing digital services.

Research on Weight Failure of Linear Academic Evaluation and Its Impact

This paper puts forward the problem of weight failure implied in academic evaluation, namely, when some evaluation indexes “increase and decrease at the same time”, no matter how the weight combination of these indexes changes, the ranking of evaluation results is almost unchanged, making the weight almost of no impact. This paper makes a further analysis on the formation mechanism, characteristics, measurement methods, influencing factors and consequences of weight failure, and takes JCR2019 economics journal as an example to carry out simulation experiments. The results show that weight failure is a common phenomenon in academic evaluation, which should be paid enough attention to. Weight failure is a double-edged sword—it can reduce the impact of weight fault and weight error, but also affects the quality of evaluation. The influencing factors of weight failure include index correlation, total weight and evaluation scale. This research enriches the evaluation theory in Information Science.

Artificial Intelligence (AI) technology is evolving into a driving force behind innovationin contemporary library services. Based on the report Evolving AI Strategies in Libraries: Insights fromTwo Polls of ARL Member Representatives over Nine Months published by the Association of ResearchLibraries (ARL), as well as other relevant studies, the paper explores the multidimensional impact of AIon academic libraries. The focus is on the reshaping of academic libraries’ role and strategic planningin the context of AI advancements. This paper proposes that integrating advanced foreign experiencewith local conditions can help academic libraries construct and implement a customized AI developmentstrategy. By popularizing AI application capabilities, enhancing AI literacy among librarians and users, aswell as strengthening data ethics and privacy protection, we can be better positioned to adapt to future AIdevelopments.

Metaverse: Making Libraries More Intelligent

In the past two years, there has been an upsurge in the research and application of themetaverse in libraries. The reason why libraries embrace the metaverse is not only related to theunique information and data management skills of this profession, but also to the core value of placingcommunication in an important position. Nowadays, many libraries and relevant R&D institutions haveactively worked in the application field of the library’s metaverse and are looking forward to opening anew world for the innovation-driven and transformation development of libraries. From the perspectiveof the front-line librarians, the author explores the relationship between the metaverse and libraries,and its impact on the development of libraries. The author addresses three issues: Why do we need themetaverse? What benefits will the metaverse technology bring to libraries? And what new topics are wefacing? The author points out that, in the new round of development, efforts should be made in three aspects. Chen Ying emphasizes that during the “15th Five-Year Plan” period, the nationwide library community should align with the requirements of the new era to better fulfill their responsibilities of creating positive energy and promoting mainstream values. Libraries must enhance the preservation and utilization of Chinese classics, invigorating traditional Chinese culture with renewed vitality. The implementation of the “National Smart Library System” project, leveraging digital and intelligent technologies to improve service quality, is essential. Furthermore, libraries should act as the primary venue for promoting nationwide reading, contributing to the creation of a reading-friendly society and a culturally strong nation. Chen Chao positions public libraries as “the people’s university” and “the people’s palace”, functioning as both knowledge and social infrastructure. During this transformative period marked by global restructuring, public libraries must go beyond addressing literacy and the digital divide through reading services to help tackle broader social issues, fostering social equity, inclusion, and harmony. Mao Yajun, from five perspectives—urban-rural integration and community-oriented services; socialized education and societal re-education; deep integration and multifunctionality; precise intelligence and data visualization; new think tank development and distinctive branding—outlines a vision for the “15th Five-Year Plan”. She suggests that public libraries should be guided by high-level positioning, adopt integrated development as a pathway, and employ global perspectives and strategic thinking to construct a modernized library system with Chinese characteristics. Zhang Bingmei identifies two major challenges for libraries during the “15th Five-Year Plan” period: artificial intelligence and the involvement of social forces. Libraries must adhere to their core mission of document collection and preservation, adapt to new tools like AI, effectively utilize them, and refocus their efforts on their societal education responsibilities. Fang Jiazhong begins with a situational analysis, summarizing new goals, tasks, and requirements for public libraries during the “15th Five-Year Plan”. Using the “elements theory” from library science, he identifies new elements and values in library development. Applying systems theory frameworks involving elements, structure, and functions, he proposes that libraries should expand new momentum and functions by focusing on structural innovation, thereby enhancing their role and influence. Peng Yin suggests that provincial public libraries should explore “cross-boundary integration”, “unlimited possibilities”, and “organic growth”. They should prioritize local document resource system construction, strengthen collection resource updates, extend outreach to create innovative reading experiences, and foster a new path for cultivating interdisciplinary talent by reinforcing the development of key library personnel.Chu Shuqing argues that public libraries should proactively respond to the challenges and opportunities of the “15th Five-Year Plan” by exploring professionalized and socialized operational models, constructing public cultural communities, deepening library industry consortiums, empowering smart development with technology, and fully fulfilling their societal education mission. Zhang Yan highlights that urban public libraries, when planning for the future, should align with national and local cultural strategies. They should adopt a goal-oriented, problem-solving, and demand-driven approach to planning visions, principles, missions, and action plans at both institutional and citywide service system levels. Furthermore, She proposes specific ideas from two angles: how new situations require new mechanisms, and how new mechanisms can spark new vitality. Wang Hai recommends that public libraries focus on three priorities during the “15th Five-Year Plan”: ensuring equitable access by promoting the balanced development of public library services, restructuring and enriching the content of public cultural services, and enhancing sustainability through improved library operation models.

There are many new characteristics of the existence and changes of COVID-19 information. Understanding the research in this field will help researchers and governors to carry out follow-up work more scientifically and accurately. This paper takes the COVID-19 information research in the WoS core collection as the object, sorts out the research overview, reveals the research hotspots with the combination of literature analysis visualization tools and literature content, and summarizes the enlightenment for Chinese researchers. The research on COVID-19 information has experienced two stages of rapid growth and slight decline, and has been widely followed by researchers from all over the world, with a high degree of disciplinary concentration and obvious interdisciplinary characteristics. The current research hotspots are the formation and response of misleading COVID-19 information in social media, the impact of COVID-19 information cognition on epidemic prevention and control behavior, the psychological impact and response of COVID-19 information, as well as the COVID-19 analysis based on user data and information ethics. Chinese researchers can focus on promoting follow-up research from four aspects: pay more attention to international cooperation, grasp emerging and stable hotspots, strengthen research in the field of library and information, and highlight China’s contribution.

University libraries play an important role in improving AI literacy among academic communities in the AIGC era. This study conducts a survey of 60 university libraries, focusing on the 47 libraries that have developed AI literacy education as research objects. It explores the practice models of AI literacy education in university libraries from four dimensions: education subjects, target audiences, education approaches, and contents. Based on the survey results, recommendations are proposed to enhance AI literacy education in Chinese university libraries, including strengthening collaboration with external entities, adapting programs to different audiences, implementing stage-based education tailored to different formats, and establishing a comprehensive curriculum framework.

From the perspective of safety and security intelligence (SI), safety and security intelligencefailure (SIF) is the main cause of safety and security management failure. Therefore, the study of SIFavoidance strategy is of great theoretical and practical importance. Firstly, based on the intelligencefailure theory and safety and security science, this paper puts forward the SIF under the big safety andsecurity concept, and discusses the types of SIF with examples. Secondly, by analyzing the causesand countermeasures of SIF with the Wuli-Shili-Renli System Approach (WSR), the paper proposes aSIF avoidance strategy system based on WSR. Finally, this paper takes the prevention and control ofCOVID-19 epidemic as an example to analyze the application of the established SIF avoidance strategysystem. The research shows that the SIF avoidance strategy system based on WSR emphasizes onsolving the SIF problem from the overall perspective of “Wu” “Shi and Ren, including adapting to SIattributes, improving SI environment, and understanding SI personnel.

GPT-type AI technologies, especially large-scale language models such as GPT-4, are profoundly changing the field of artistic creation. Through a large amount of data training, this technology can adapt to a variety of task scenarios, realize cross-modal information understanding and task transfer, and is expected to play an inestimable role in artistic innovation fields such as literature, music, painting and drama. Application scenarios for GPT-type technologies include generating and stimulating creativity, interaction and collaboration, and cross-modal implementation. Three Challenges to the High-Quality Development of China’s Librarianship

In the past 40 years of reform and opening-up, especially since the beginning of the 21stcentury, China’s librarianship has got into a stage of rapid development. Many hardware indicators havereached or approached the international advanced level, but the new development environment marked byhigh-quality and the new technology environment led by digitization put forward new requirements for thenew round of development of the librarianship. Based on the relationship between library and technology,combined with three important discussions in the field of library in the past 50 years, namely, fromtechnology adapting to library to library adapting to technology, from serving readers in library toresponding to the needs of social development, and from focusing on local development to expandingglobal vision, this paper proposes three synchronization topics of high-quality development of Chinaslibrarianship: synchronization with technological development, synchronization with social development,and synchronization with global professional development. Finally, three issues that need to be tackledare put forward. Firstly, we should improve the visibility of local collections and thematic resources,making these resources accessible and shareable, and becoming part of the library-interconnected globalshared repository. Secondly, librarianship development should be integrated into the general developmentenvironment of information and communication technology, adapting to the information usage habits ofreaders and users, and making the global shared repository based on numerous libraries be part of thesocial information resource system. Thirdly, while learning from foreign counterparts with an open mind,we should make full use of our advantages and work hard to improve our voice in the development ofglobal librarianship.

This article primarily discusses the data governance requirements and development patternsof large language models in the field of library and information science. Large language models rely onmassive amounts of text data for unsupervised pre-training and supervised fine-tuning. Domain-specificlarge models, on the other hand, are models that have been fine-tuned on domain-specific data to possessdomain knowledge and solve domain-specific problems to meet the needs of domain applications.The article aims to explore how to better apply generative artificial intelligence to libraries and relatedindustries to promote the development of smart libraries and provide the driving force for high-qualityservices. The article first reviews the breakthrough progress of generative artificial intelligence, and thenintroduces the basic principles and current applications of large models, as well as analyzes the datafactors and data requirements behind the various task capabilities of large models. Finally, the articlediscusses the application potential and development patterns of domain-specific large models. The maincontribution of this article is to analyze the application patterns and data governance of large models inthe field of library and information services, providing a theoretical basis and practical guidance for theapplication of generative artificial intelligence technology in the library industry. At the same time, it alsodiscusses the issues and limitations that need to be considered when applying and evaluating industryspecificlarge models.

Through field experience, interviews with people, information access and research of booksand periodicals, the paper launchs the following proposition based on the observation and thinking of thecase of the Shanghai Library East: it is a new exploration of innovation and high-quality development ofpublic libraries with Chinese characteristics. The paper discusses the proposed proposition from multipledimensions. First, the smart library moves from a breakthrough to a new example of improved systemcapability. Second, it constitutes a new interpretation of reading promotion of contemporary libraries.Third, it becomes the new sample of Chinese path to modernization libraries. And fourth, it stands for theoriental growth amid world public library development.

Since 2018, with the implementation of the Public Library Law of People’s Republic of China, the release of the 14th Five-Year Plan and the successful convening of the 20th CPC National Congress, both the development of public libraries and the seventh public library evaluation are facing new opportunities and challenges. The seventh public library evaluation takes the initiative to cope with the new environment, showing new features such as law-based assessment, target assessment, guided assessment and intelligent assessment. In order to give full play to the role of promoting development, management and efficiency through assessment, a series of new evaluation contents and standards, methods and means have been adopted, which is of great significance in promoting the legalization, high-quality development, innovation-driven and intelligent transformation of public library.

This paper uses Huiwen document information system to collect borrow and returnrecords at Dongbei University of Finance and Economics Library from 2011 to 2020, which includesuser information, borrowing information and book information. Through data matching and encryptionprocessing, a total of 1,464,729 records were obtained. The UUID of user information is re-encoded toensure user privacy. The dataset is helpful for university libraries to accurately grasp the utilization ofliterature resources in recent years, to explore the changing trend of user groups’ borrowing behavior, andto tap users interest in reading. At the same time, it is helpful for decision-making regarding collectionlayout adjustment, effective promotion of resources and services, and accurate service of literatureresources.

With the rapid development of public culture cloud and the endless emergence of the smartmodels of public culture, building a vocabulary about this field is necessary for carrying out real timemonitoring and in-depth analysis and mining, as using a vocabulary can increase the accuracy of analysisand mining as well as the readability of data analysis results. Therefore, how to generate an up-to-dateand complete vocabulary in the field of public culture based on policies, laws and regulations, activityreports and other text data is an important content of public culture big data development. We collectedgovernment policy documents, legal documents, government announcements, cultural activity data,newspaper and periodicals in the field of public culture, obtained terms from these texts through automaticextraction and artificial tagging, and classified the terms by rules, K-means, KNN and other methods. Thedictionary now contains 19 categories and about 28,000 entries related to public culture, which can beexpanded in the future.

The seminar provides new technologies, new perspectives, and new ideas for libraries, especially for university libraries, to explore the optimization and upgrading of personalized recommendation services. This paper summarizes the main points and findings of the seminar to provide useful references.

Generative AI-driven Indexing Method and Its Application in Academic Norms and Evaluation

In order to improve the efficiency and quality of indexing, an experimental method using generative artificial intelligence is applied to address the shortcomings of traditional rule-based and probabilistic indexing software. A scheme for indexing using the retrieval-augmented generation of generative AI is proposed. Specifically, the journal volume is used as a unit, and the full text is subject-indexed based on indexing words derived from the abstracts of the papers by utilizing a large language model. The paper presents the design of an article abstract indexing database system, which can realize textual concept extraction and subject indexing based on the large model of massive knowledge emergence and reasoning capabilities, as well as key information and emerging knowledge extracted from abstracts. Additionally, this paper explores practical ways to associate index and abstract with academic norms and evaluation, demonstrating the potential value of generative AI in the field of indexing. It provides insights into promoting the application of generative AI technology in library and information science.

This paper expounds the global metaverse industry and its current status, as well as the three“reality” concepts of the metaverse, and believes that the key to the realization of the smart library is toenable the construction of the smart library with the metaverse technology, and to build the metaverseknowledge learning center to promote knowledge sharing and wisdom inheritance. On this basis, fourfunctions of the metaverse intelligent library are proposed: building intelligent databases with thehelp of intelligent interaction technology; extending the physical space of the library and building themetaverse space with various functions;establishing the academic center of metaverse knowledge toprovide intelligent knowledge services; and creating a “metaverse digital intelligence librarian” to solvethe shortage and loss of professional and complex talents. It emphasizes that the metaverse can bringrevolutionary and subversive changes to the library, and calls for people to understand the metaverse andthe metaverse intelligent library more rationally and patiently.

Affected by the novel coronavirus pneumonia epidemic, all colleges and universitiespostponed the start of the 2020 spring semester. The demand for off-campus access to the library’selectronic resources increased sharply. While expanding off-campus access methods and the bandwidthof off-campus access system, university libraries needed to effectively guide patrons to access in themost optimal way. We sorted out the off-campus access methods of electronic resources, and ranked themaccording to the strength of recommendation as the data basis for guiding users. The WeLibrary WeChatmini program was developed to provide users with one-stop access to electronic resources off-campus,and to guide users to access electronic resources in the best way. Through the drainage of multiple accessways, the peak number of visitors to the off-campus access system decreased from 400 to about 300, andthe access to electronic resources through shibboleth mode increased significantlyfor example, CNKIincreased from 35% to 66%which ensured the off-campus access of faculty and students to libraryelectronic resources.

In the post-poverty-alleviation era, the lack of health information among middle-aged and senior citizens in minority villages have become an urgent social issue. It has become a common phenomenon for youths to search online health information for their parents due to their higher level of media literacy in these villages. This study viewed the university students from minority villages in southwest China as research objects to clarify the underlying mechanism of active online search of health information of youths and their intensions in ethnic minority villages. The results showed that the youths’ anxiety about their parents’ health affected their perceived need of health information, while first-hand experience affected the perceived usefulness of such information. Also, both perceived need and perceived usefulness drive the behaviors of online search. The elderly’s trust only moderated the relationship between first-hand experience and information usefulness. Promoting media literacy of university students, therefore, is important to encourage them to actively search online health information for their parents, and hence address the health information issue of middle-aged and older people in minority villages.

Drawing on cultural scene theory, we explore reading promotion in college libraries fromthree dimensions of authenticity, drama and legitimacy, as well as their sub-dimensions. Taking the scenebasedreading promotion activity of Xiangtan University Library, the play “Original Intention, as anexample, we conduct scene interpretation and scene measurement to elaborate the practice of readingpromotion. The overall performance is good, but we also notice slight deficiency in four sub-dimensionsof rationality, self-expression, good will, and fashion. We thus propose to discover quality promotioncontents from the dimension of authenticity, to construct inclusive cultural scenes from the dimensionof legality, and to guide immersive experiences from the dimension of drama, so as to enrich thescenario-based reading promotion practices by college libraries.

Chen Chao pointed out that by the midterm of the 14th Five-Year Plan, Shanghai Libraryhad basically built a world-class urban public library system, and had accelerated the transition intosmart hybrid library in the new era of reading. In the future, Shanghai Library will be committed to:innovation-driven transformation; strategy guidance and practice implementation; high-quality andsustainable development based on advantage; and building a new development paradigm. Wang Huijunpointed out that the professional development of public libraries was facing challenges from variousaspects such as new technologies, diverse demands, culture supply, and social transformation. Weshould reshape professional spirit, build a professional team, provide professional services, and realizeprofessional value. Chen Jun and Li Hao pointed out four aspects of professional work in NanjingLibrary: supporting the sustainable development of library through librarian specialization; promotingthe social reputation of library through program specialization; ensuring the professional developmentthrough system standardization; and supporting the equalization of public cultural services throughsystematization of international communication. Wang Jiantao pointed out that the influencing factorsof library specialization are multifaceted. To achieve high-quality development, libraries must enhancetheir professional abilities in five aspects: clarifying the functions of library specialization; clarifyingthe boundary of library outsourcing; strengthening the professional construction of library profession;promoting the professional capability of librarian; and connecting the researches and practices of library.Song Liping pointed out that the Hong Kong Public Libraries is committed to providing high-qualityreading activities, creating a good reading environment, providing diversified collections, and enhancingthe capabilities of librarians through continuing professional development, so as to unleash theirprofessional knowledge and potential, enhance their performance and achieve sustainable development oflibrary services.

Public Value Management: Solutions to “Wicked Problem” in Library

With the deepening of globalization and the rapid development of social economy duringthe past forty years, the treatment of “wicked problems has become the new normal in management.It makes libraries face great challenges in terms of what should be done at the value level and howto do it at the path level. In this complex situation, it will be more and more difficult to try to find therelationship and law between event factors and establish a model within the traditional managementframework. The paradigm of public value management is based on the methodology of pragmatism,activism and evolutionism. It emphasizes the development of organizational strategies and the selection ofappropriate management models according to specific situations, which is naturally applicable to librarymanagement. The solution is to try to construct the framework of library public value strategic trianglefrom three dimensions of public value, authorizing environment and operational capacity. This frameworktakes the realization and creation of public value as the organizational strategic goal; builds an authorizingenvironment through political authorization and system guarantee to obtain support from external publicresources; internally integrates administrative resources, and implements public value creation behaviorsor activities by building operational capacity. In this process, library managers should always pay attention to and constantly seek the maximum matching and balance between the three dimensions.
