Opportunities and Challenges: Context and Significance of the Seventh Public Library Evaluation

Abstract: Since 2018, with the implementation of the Public Library Law of People’s Republic of China, the release of the 14th Five-Year Plan and the successful convening of the 20th CPC National Congress, both the development of public libraries and the seventh public library evaluation are facing new opportunities and challenges. The seventh public library evaluation takes the initiative to cope with the new environment, showing new features such as law-based assessment, target assessment, guided assessment and intelligent assessment. In order to give full play to the role of promoting development, management and efficiency through assessment, a series of new evaluation contents and standards, methods and means have been adopted, which is of great significance in promoting the legalization, high-quality development, innovation-driven and intelligent transformation of public library.
