A Study of the Improvement of Digital Literacy from the Perspective of DigComp 2.2: The Digital Competence Framework for Citizens

Abstract: As a pioneer of digital literacy education, The Digital Competence Framework for Citizens (DigComp) issued by the EU has been developed and revised for more than ten years, becoming an international framework with authority and influence. DigComp 2.2 was released in March 2022 with a comprehensive update of knowledge, skills and attitudes related to digital literacy. This paper summarizes and analyzes the content of 21 competence in the five competence areas of “information and data literacy”, “communication and collaboration”, “digital content creation”, “safety” and “problem solving” of DigComp 2.2 on the basis of systematically reviewing the development of EU digital literacy framework, by which some enlightenment are drawn, such as an urgent need to develop a digital literacy framework for all, a watchful eye on promotion of the digital literacy of special groups, a close attention to environmental protection education in digital life, a great importance attached on digital ethics to prevent digital injuries, and a high value on cultivating high-end talents with digital innovation ability.
