On the Communist Party of China Using Wood Moving-typePrinting to Carry out Press and Publication
Sun Yunxiao (Advanced Institute for Confucian Studies, Shandong University)
Libraly Journal. 2024, 43 (399): 12-19.
During the New Democratic Revolution,
the Communist Party’s bases were mainly
ruralareas with backward transportation, weak economy and technology, and often
under enemy blockade. There was a severe shortage of mechanized printing
equipment and consumables in these areas, whichposed serious challenges to
propaganda and education. Fortunately, wooden movable-type printing wasactive
and widely applied, due to the traditional practices of genealogy compling in
the South. Becauseof its low cost, simple operation mode, and convenient
transfer, the Communist government and troopsused it to print revolutionary
reading materials and leaflets. This phenomenon mainly appeared in Jiangxi,Hunan,
Hubei and Anhui provinces during the Agrarian Revolution, and the publications
were mostlyliteracy books. In addition, the Communist Party of China also
carved wooden types to supplementthe broken lead types. Wooden movable-type
printing, which has been around for thousands of years, promoted local literacy
and mobilization efforts, spreading the sparks of revolution to remote areas.

Rethinking Library Copyright Exceptions under the Eraof Digital Resources: From the Perspective of EnsuringPublic’s Free Access to Information
Zhu Ruohan( The Higher People’s Court of Hubei Province, Law School, Huazhong Universityof Science and Technology)
Libraly Journal. 2024, 43 (399): 20-27.
With the policy of promoting
digitization of cultural works in China, the innovation of howknowledge should
be supplied generates new requirements for library to fulfill its social
function of culturalsecurity. When facing the massive demand for the
transformation of copyrighted works offline, copyrightowners chose to apply
technical measures to electronic copyrighted works to regulate the controlled
lendingof online resources and prevent copyright infringement in advance.
However, the general applicationof technical measures also causes certain
obstacles to the application of the traditional library copyrightexceptions.
The public cannot claim the infringement exemption any more on the grounds of
fair use. Theexceptions of technical measures, as a continuation of the local
system of library exception rules in thedigital environment, can restore free
access to information for the public by adjusting the exclusive controlof
information resources. As to the specific institutional arrangement,
legislators could add a new exceptionof technical measures for “non-profit library”, coordinating it with the existing types of fair use, and makingsure
it would not be excluded from the private autonomy in contract.
