Interpretation and Analysis of A National AdvocacyFramework for Open Educational Resources in Canada

Abstract:

A National Advocacy Framework for Open Educational Resources in Canada (Referred toas the Framework) was released in May 2023, which is Canada’s first open education policy on federallevel. The Framework is divided into six sections with five appendices, focusing on Francophone OER,Indigenous OER and Pan-Canadian OER. The core key issues of the Framework are the constructionentity, financial guarantee, infrastructure support and accessibility. Promoting the introduction ofnational OER policies and establishing an OER policy system, stimulating the main consciousness ofOER construction in academic libraries and leading the development of OER, focusing on the coreissues of OER policies and building distinctive OER resources—all of these are the enlightenment of theFramework for China.
