    Feasibility and Path Analysis of Local Legislation for the Protection of Ancient Books in China

    Ancient books are an important carrier of Chinese civilization, and their storage, utilization, grading, and digital protection can all be related to laws. In view of the feasibility and superiority of local legislation, as well as the imbalance of China’s geographical and economic development, this article analyzes the role of local regulations in promoting the protection of ancient books in China based on the relationship between the development of ancient books protection and the demand for legislation. Via the NVivo14 software, the article encodes the retrieved 155 local laws and regulations, and identifies the room for improvement in the fund guarantee mechanism of the local legislation for ancient books protection. It also notices that the management department(s) are unclear, protection methods are imperfect, incentive/penalty measures are vague, and legal responsibility is not corresponding to specific norms. It thus proposes to improve the mechanism for financial assurance, refine the responsibilities of the management body and the items under protection, and finally specify the rewards and punishments.

    In view of the national cultural digitalization strategy, this paper explores the willingness mechanism of Generation Z to use the public digital culture mobile service platform in a multi-device environment, aiming to promote the comprehensive development of China’s digital culture. Taking Generation Z, whose personal development is closely integrated with the digital age, as the research object, and the Palace Museum as the public digital cultural mobile service platform, this paper uses grounded theory analysis to construct an impact mechanism model from the perspective of users. As the core group of the digital era, Generation Z has excellent adaptability to multi-device and multi-type public digital cultural mobile service platforms. The research on this specific group will not only help promote the modernization process of China’s culture, but also provide targeted optimization strategies for public digital cultural mobile service platforms, as well as further strengthening the cultural identity of Generation Z.

    Evolution of Public Digital Cultural Service Policy in China and Quantitative Analysis of Text

    This paper analyzes the current public digital cultural service policies in China, systematically reviewing and summarizing the evolution process and characteristics of relevant policies, in order to provide reference for further optimizing the public cultural service policy system. Taking 113 public digital cultural service policy texts in China in the past two decades as the research object, and using bibliometrics and policy tools, the paper sorts out the evolution of public digital cultural service policies, and quantitatively analyzes policy texts via NVivo from the four-dimensional perspective of “policy tools-policy objectives-participants-external characteristics”. It also carries out combined evaluation from multiple dimensional perspectives. The results show that the evolution history of China’s public digital cultural service policy is mainly divided into four stages: germination, start-up, development and deepening, and there are problems such as imbalance in the structure of policy tools and uneven development of service regions in the process. It proposes to further optimize policy tool structure, focus on the equalization and expansion of services, form a “diversified and joint” participation model, and create a new pattern of “one core and multiple wings” synergy

    The construction of a reasonable academic evaluation system is the key to the development of academic research. Strengthening the international impact evaluation research on China’s humanities and social sciences academic outputs is not only beneficial to the development of China’s humanities and social sciences academic research, but also helps to carry forward Chinese culture, improve China’s cultural soft power and international discourse power. Research of On the International Impact of China’s Humanities and Social Sciences Outputs, a new book by Professor Yang Siluo of Wuhan University, has a systematic structure and detailed content. It systematically discusses the theme of the international impact evaluation of China’s humanities and social sciences outputs. It has new ideas in theoretical research, evaluation methods and academic viewpoints, and it is a new exploration in the macroscopic evaluation of academic impacts.

    The article discusses three major characteristics of the Bibliography authored by Professor Ke Ping. Firstly, the content system of the entire book reflects the unity of history-theory-law, and the unity of humanistic, theoretical and practical aspects. Secondly, this book integrates the academic systems of classical and modern bibliography, reflects a broad literature culture and grand literature view, helps to promote the exchange and development of the academic community of bibliography and the community of bibliography industry. Thirdly, this book integrates Chinese and foreign bibliography from an international comparative perspective, utilizes comparative methods to explore the meta issues of bibliography, and reveals the commonalities and differences between Chinese and foreign bibliography and literature culture from a comparative perspective.

    A New Model LRMoo in the Field of Resource Description

    LRMoo is a product of collaboration and coordination between the libraries’ community and the museums’ community, which provides a comprehensive description of the object-oriented definition of IFLA LRM. In the context of reviewing the development and changes of conceptual models in the field of resource description, this paper elaborates on the development process, versions change, and working methods of LRMoo. It focuses on analyzing the model structure and classes, attributes, and relationships. Meanwhile, combining the relevant content of the source model and the mapping of related ontology, it explains how the new model realizes compatibility and interoperation, and summarizes and analyzes the characteristics of the new model. It points out that the new model provides more possibilities for a wider range of collaboration, interaction and standardization from the bibliographic field to the intercultural heritage field.

    The article took the rail transit signal system industry as an example and constructed a review and reconstruction analysis model, to explore the ideas for university libraries to carry out patent-intensive industry cultivation services. In response to the current situation and existing problems of university libraries in cultivating patent intensive industries, the following suggestions were proposed: the integration development of production, education, research, and application, the promotion of project-based and retrospective management, the combination of service content universality and flexibility, and the improvement of practical skills of patent information service personnel.

    A Comparative Study on the Characteristics of Highly Downloaded Journals and Lowly Downloaded Journals in Foreign Language Databases of Chinese University Libraries

    The construction of digital resources has become a key attention in the library and information science community. Taking the Capital Normal University Library as an example, this study analyzes the basic characteristics of highly downloaded journals and lowly downloaded journals in different databases. This study suggests that the number of downloads can be used as a metric for optimizing library collections. It is necessary to further explore the specific reasons for lowly downloaded journals, compile virtual albums of journals with high and low downloads, strengthen the multidimensional analysis of journal usage reports, and pay attention to the influence of different users’ preferences on digital resource usage in different disciplines.

    Globalization creates an opportunity for libraries to develop minority foreign language resources and services. The article introduces the development of minority foreign language resources in public libraries and the related service both domestically and internationally by taking Russian, Japanese, German resources in Shanghai Library as an example. By analyzing the problems of resource shortage and lack of document revelation in frontline services of libraries, the author conducts an intensive research and explores a practical path through carrying out diversified cooperation, establishing librarian workstations in the field, and building library virtual communities in order to promote the development of minority foreign language collections and enhance the corresponding service capabilities.     As a public cultural venue, children’s library aims to provide a high-quality reading and service experience for children, parents and social workers, and to create a comfortable reading space and service place. This article introduces the architectural design concept of the new building of the Guiyang Children’s Library, details its architectural design style characteristics, and, based on the design features of high-quality children’s libraries at home and abroad, proposes that highlighting children’s nature is the design core, complying with children’s characteristics is the design purpose, guiding children to inherit and promote local culture is the design direction, and promoting children’s reading is the design mission, in order to provide reference for the construction of children’s libraries across the country.

    With the theme of “Research on Reading Development from the Perspective of the Integration of Theory and Practice”, the third seminar on reading development theory was held in Guilin in November 2023. The participating experts conducted discussions on the construction of the theoretical system of reading development, the research methodology of reading development theory, and the application of reading development theory research in practice, and reached a lot of consensus. This paper summarizes the key points of the expert speeches and the highlights of the participants’ discussions in order to provide a reference for the integration of the theory and practice of reading development.

    This article takes the “Reading with You” project of Jinshan Library as an example to study the practical innovation of social forces participating in the promotion of reading for people with disabilities in public libraries. Led by the library, the project provides a platform for disabled individuals to develop their talents and increase their income through comprehensive needs analysis, professional team training, innovative service models, in-depth exploration of social forces, and emphasis on event promotion. This article explores the innovative design, practice and effectiveness experience of the project, with a view to providing a reference for grassroots public libraries to carry out reading promotion services for people with disabilities.

    Exploring the Concept of “Convivencia” in Libraries and Sharing Innovations of Space Functionality: Summary of the Talent Development Program “MetLib Learning Circle” from the IFLA

    In November 2022, the IFLA MetLib Section embarked on a public recruitment initiative, enlisting 17 librarians from diverse cities spanning five continents, to establish a global “MetLib Learning Circle”. This marked the inception of a one-year (2022-2023) librarian training program, representing the inaugural multinational endeavor for talent development within the IFLA MetLib Section. The facilitation of the learning circle is entrusted to Tommi Laitio, a Bloomberg Public Innovation Fellow affiliated with the Bloomberg Center for Public Innovation at Johns Hopkins University. Distinguished representatives from the public library sectors in the United States, Finland, and other nations actively participate in this pioneering initiative. The primary objective is to delve into the nuanced concept of “convivencia” within public libraries, seeking to comprehend its connotations and explore strategies for its practical implementation. Participants share noteworthy aspects of their respective libraries, particularly focusing on the exploration of spatial functionalities. As a participant in this project, the author furnishes a comprehensive overview of the training program. This involves a thorough examination of the cutting-edge trends and insights within the global public library community, with a specific focus on major cities, as represented by IFLA. Furthermore, the author conducts an insightful analysis of the potential implications for Chinese public libraries.

    Practices of Developing Historical Figures Data Platform Enabled by Knowledge Graph: Taking Rosamond Soong Ch’ing-ling’s Document Data Center Platform as an Example

    The online data platform has become an important carrier for the research of historical figures’ literature and historical materials, which fully protects the literature and explores the intrinsic value of historical materials with the help of digitization and intellectualization, and can provide strong data support as well as convenient literature service for the majority of researchers and history enthusiasts. By combing the related researches on historical figures database and knowledge mapping under digital humanities, this study proposes and analyses the two key problems of historical figures data platform construction, namely, the structuring of heterogeneous literature data from multiple sources and the construction of knowledge mapping under multimodal information. It addresses these problems through data classification and statistics, metadata structuring design, Schema construction, knowledge extraction, and Entity fusion. It then realizes the functions of literature aggregation, retrieval and visualization. It conducts an empirical research with Rosamond Soong Ch’ing-ling as the research object, and designs a data platform construction process, which will provide a practical solution for research in the field of library intelligence.

    The Issue of Choosing the Edition of Ancient Poems and Articles in Chinese Textbooks for Primary and Secondary Schools: Starting from the Debate Between “斯人”and “是人” in Mencius

    After sorting out the origin of the versions of Mencius, it can be found that all the versions only recorded that “是人” in the sentence “When Heaven is about to confer a great responsibility on man”, and the usage of “是人” is closer to the grammar habits of the Warring States Period. The saying of “斯人” originated from other references to the text of Mencius. In order to fulfill the positive guidance and avoid the frequent Controversy over different texts in ancient poetry selections in recent years, the editing and publishing of Chinese textbooks for primary and secondary school urgently needs to be further improved. It is not only necessary to make full use of high-quality literature resources such as photocopies and collated copies, but also to sort out the source of versions and compare the similarities and differences. After selecting the most reliable texts from them, we should indicate the difference between the selected version and the typical text, so as to popularize the common sense of philology to primary and secondary school students, and convey the correct and rational concept of version.

    Research on the Version Filiation and Collation Value of Wang Yangming’s Poems Collected in Japan

    There are only two Wang Yangming’s Poems edited by Qian Dehong in existence, both of which are collected in Japan. One is the first edition which is collected in Cabinet Library, but only three volumes left. And the other one is the later edition, which is collected in Kyushu University and has been supplemented, there are four complete volumes in existence. This book was the first systematic collection of Wang Yangming’s poems, which inherited Juyi Collection, and influenced Wang Yangming’s Essay, and was eventually incorporated into Wang Yangming Quanshu. The content of Wang Yangming’s Poems has been changed many times in the subsequent process, such as the title of the poem has been changed, the preface and notes has been missed, and the words of the poem appeared errors. At present, all kinds of collated editions of Wang Yangming Quanji don’t regard Wang Yangming’s Poems as the proofreading copy, which leads to some errors persist and affects the collation quality and related research of Wang Yangming’s poems. Wang Yangming’ s Poems is very significant to proofread Wang Yangming’s Poems.
