Opportunities and Challenges: Context and Significance of the Seventh Public Library Evaluation

Since 2018, with the implementation of the Public Library Law of People’s Republic of China, the release of the 14th Five-Year Plan and the successful convening of the 20th CPC National Congress, both the development of public libraries and the seventh public library evaluation are facing new opportunities and challenges. The seventh public library evaluation takes the initiative to cope with the new environment, showing new features such as law-based assessment, target assessment, guided assessment and intelligent assessment. In order to give full play to the role of promoting development, management and efficiency through assessment, a series of new evaluation contents and standards, methods and means have been adopted, which is of great significance in promoting the legalization, high-quality development, innovation-driven and intelligent transformation of public library.

Hotspots of COVID-19 Information Research and the Enlightenment to China

There are many new characteristics of the existence and changes of COVID-19 information. Understanding the research in this field will help researchers and governors to carry out follow-up work more scientifically and accurately. This paper takes the COVID-19 information research in the WoS core collection as the object, sorts out the research overview, reveals the research hotspots with the combination of literature analysis visualization tools and literature content, and summarizes the enlightenment for Chinese researchers. The research on COVID-19 information has experienced two stages of rapid growth and slight decline, and has been widely followed by researchers from all over the world, with a high degree of disciplinary concentration and obvious interdisciplinary characteristics. The current research hotspots are the formation and response of misleading COVID-19 information in social media, the impact of COVID-19 information cognition on epidemic prevention and control behavior, the psychological impact and response of COVID-19 information, as well as the COVID-19 analysis based on user data and information ethics. Chinese researchers can focus on promoting follow-up research from four aspects: pay more attention to international cooperation, grasp emerging and stable hotspots, strengthen research in the field of library and information, and highlight China’s contribution.

Safety and security intelligence awareness is an important support for safety and security management. In order to make up for the evidence-based deficiency of traditional safety and security intelligence awareness, it is of great significance to carry out a study on evidence-based safety and security intelligence awareness. Firstly, this paper analyzes the basic concepts of “evidence-based safety and security” and “safety and security intelligence awareness”. Secondly, from a theoretical perspective, it establishes a model for evidence-based safety and security intelligence awareness, and analyzes its connotation. Taking epidemic intelligence awareness as an example, it further analyzes the application of the model. The results show that safety and security intelligence awareness aims to carry out safety and security management through the conversion among safety and security information, intelligence and the best evidence. Evidence-based safety and security intelligence awareness is integration of the intelligence and the awareness, which can provide theoretical basis and methodology guidance for the fusion study and practice of “evidence-based safety and security” and “safety and security intelligence awareness”.

This paper analyzes the policy changes related to paper evaluation and their impact and challenges to subject analysis services, and studies the Wuhan University Library as an example to summarize its transformational practices on researching response and practical exploration. In the new era, university libraries should play a role in the macro-evaluation of school, assisting in the selection of representative works, strengthening frontier tracking, supporting the development of the school’s journals, and building a school-level paper center.

Research on Special Collections in China in Recent 40 Years: Content, Technology and Service

Special collections are gradually becoming the core of library resource development and one of the key indicators of library comprehensive competitiveness. Starting from the evolution and development of the concept of special collections, this paper points out that the connotation of special collections has evolved from “old special collections” to “new special collections”. Combined with the relevant special collections research results since 1982, it comprehensively reviews the domestic special collections research in the past 40 years from the perspective of content, technology and service, and focuses on answering the questions of what special collections are, how to develop special collection resources, how to apply digital humanistic technology to the development of special collections, and how to develop special collections services. It also summarizes the research implications with working practices, aiming to promote the progress of special collections research.

The Study of Children’s Reading Guidance in the Period of the Republic of China: Concepts and Methods

The study of the children’s reading guidance in the period of the Republic of Chinacan not only form a systematic and comprehensive understanding of the children’s reading guidance back at time, but also help navigate current children’s reading promotion work. Through the analysis of historical literature, this paper notices that people mainly guided children in reading from reading interest, reading methods, and reading environment. It summarizes the characteristics of the reading guidance: focusing on cultivating children’s comprehensive abilities, advocating extensive guidance subjects, and paying attention to the effect of the reading guidance. Considering the current state of China, it provides effective suggestions for children’s reading promotion, including emphasis on the principle of graded reading guidance, implementation of the equal reading opportunity, and improvement in the ability of adults’ reading guidance.

Picture Book Reading and Reader Service for Children in Public Libraries: Focusing on Wu Cuihong and Her Team’s Picture Book Reading Promotion Practices

Picture book reading promotion is currently one of the main reader services for children developed by libraries and related institutions. Using interviews and literature research, the article retrospectively sorts out Wu Cuihong and her team’s more than ten years of pioneering picture book reading promotion practices, and finds that Guangzhou Library and Guangzhou Children’s Library have stood out in the field of picture book reading promotion as a result of their efforts. They have also provided valuable practical experience for other libraries in multiple dimensions such as space construction, activity forms, personnel training, and venue construction. Wu Cuihong’s team adheres to the concept of “unity of knowing and doing”, converting years of research and practical results into three monographs which equally emphasize theory and practice. They are useful practical guide for picture book reading. From the four aspects of action guidelines, service concepts, working methods, and strategic planning, the article showed the important experience of Wu Cuihong and her team in the practice of pragmatic and refined picture book reading promotion.

Research on “Poverty Simulation” Game Service of American Public Libraries

The multiplayer role-playing game “Poverty Simulation” based on real places is widely available in American public libraries. Through internet search and literature research, this paper investigates its evolution and application status, deconstructs the game’s operation mode, design, implementation, and feedback path, and summarizes the five enlightenment of the game service for China’s public libraries: giving play to the place value of “Third Space” and promoting the “Poverty Simulation” game; enriching library’s game service and “grafting” game content according to local conditions; encouraging social forces to participate in game services and standardizing the process of game development and implementation; carrying out experiential librarian training activities to internalize the concept of poverty alleviation and externalizing it into practice; innovating the service strategies of public libraries and improving the social service efficiency of libraries.

Research on the Subject Structure, Research Boundary and Development Mode of Digital Humanities

The development of digital humanities is in the ascendant, but the basic problems such as its subject structure, research boundary and development mode need to be further sorted out. On the basis of theoretical analysis, this paper establishes a four-area research framework according to the digital level and humanistic level, and further analyzes the related problems. It is found that digital humanities is a secondary discipline group under several different primary disciplines, and methods and technologies are common to all digital humanities, with the research content dependent on the first-level discipline. digital humanities expands the research of traditional humanities. The development model of digital humanities includes traditional growth model and digital breakthrough model. The former is slower but has better research quality, while the latter is faster but has lower research quality. We should choose our own development model according to different situations.

A Study of the Improvement of Digital Literacy from the Perspective of DigComp 2.2: The Digital Competence Framework for Citizens

As a pioneer of digital literacy education, The Digital Competence Framework for Citizens (DigComp) issued by the EU has been developed and revised for more than ten years, becoming an international framework with authority and influence. DigComp 2.2 was released in March 2022 with a comprehensive update of knowledge, skills and attitudes related to digital literacy. This paper summarizes and analyzes the content of 21 competence in the five competence areas of “information and data literacy”, “communication and collaboration”, “digital content creation”, “safety” and “problem solving” of DigComp 2.2 on the basis of systematically reviewing the development of EU digital literacy framework, by which some enlightenment are drawn, such as an urgent need to develop a digital literacy framework for all, a watchful eye on promotion of the digital literacy of special groups, a close attention to environmental protection education in digital life, a great importance attached on digital ethics to prevent digital injuries, and a high value on cultivating high-end talents with digital innovation ability.
