Zheng Lili: A Pioneer of Education for Children’s Librarianship
in New China

Based on four oral historical interviews and related literature, this paper introduces and
summarizes the academic resume of Professor Zheng Lili, who is an outstanding library scholar in China,
from three aspects: the decision of studying children’s librarianship, the creation of a special course for
children’s library, and the adherence to the research of children’s librarianship. Firstly, this paper analyzes
the reasons why Professor Zheng Lili took children’s librarianship as her lifelong career. Secondly, her
initiatives and contributions to children’s librarianship education is summarized: (1) she was the first person
to start a special course for children’s library in China’s university; (2) she was one of the first scholars to
put forward the concept of education for children’s librarianship; and (3) she was the main author of the
textbooks for educating children’s librarians. In the end, this paper summarizes the academic achievements
of Professor Zheng Lili. In a word, Professor Zheng Lili’s study experience and academic activities are
combed and discussed in this paper. From a very micro perspective, the author hopes that the exploration
and contributions made by early library scholars in the realm of children’s library can enrich the research
content of children’s Librarianship in China, and provide reference for tracing back to the tradition of
children’s librarianship education.

Sieu-mai Cheng: The Evergreen Tree in
Children’s Library Science Circle in Taiwan,

Sieu-mai Cheng was an important librarian in Taiwan, China, who devoted herself to the
development of children’s libraries for many years. Using oral history interviews, documentary and
historical methods, this paper outlines the life and career trajectories of Sieu-mai Cheng and summarizes
her contributions to nurturing excellence, integrating the development of children’s libraries and children’s
literature, and shaping advanced children’s librarians.

Fu Xiongxiang’s Exploration and Breakthrough
of Book Classification in the Republic of China

Due to the contestation and integration between the new and old scholarship in the Republic
of China period, the book classification method transformed from the Chinese traditional four- part
classification, to the antagonistic Sino-Western book classifications, and to their integration finally. Fu
Xiongxiang proposed in his Book Classification of Hunan Provincial Zhongshan Library in 1929 that the
classics should be categorized separately and constructed with multiple outlines, since it was practical
and conducive to integrating the traditional and modern scholarship, as well as integrating Chinese and
the Western ones. The proposal not only respected the tradition, but also was an significant transitional
step towards the modern discipline system and knowledge system. Fu Xiongxiang’s porposal, with its
objectivity and systematicness, became the “reformative school” influenced by Dewey’s “decimal method”,
providing a reasonable path for the western librarianship to be localized in China.

Research on the Optimization Strategies of Chinese E-books
Acquisition and Distribution Mode for Library

The development of library e-books distribution in China has rationally emphasized quality
and copyright instead of emphasizing quantity only in the early stage. However, there are also many
problems such as less variety of new books, low synchronization rate of paper and electronic books, nonuniform
formats and standards, difficulties of integration, absence of pricing mechanism, and imbalance
between supply and demand. Through analysis it was found that e-books acquisition and distribution have
been facing four bottlenecks: copyright protection, market chains, new books purchasing and trading, and
business application standardization. To optimize the application path of Chinese e-books acquisition and
distribution, it proposes strategies in five ways, namely, building the National Copyright Certification
Platform of e-books, carrying out flexible and diverse e-books sales mode, promoting the standardization of
e-books marketing platforms, building a pricing mechanism, and implementing PDA procurement mode.

An Empirical Study on the Interactive
Characteristics of Microblog Users of Provincial
Public Libraries

Based on the microblog data from 22 provincial public libraries, this paper divides these
microblogs into three categories: information provision, relationship building and behavior guidance.
Combining qualitative and quantitative methods, the authors study the interactive effect, topic, frequency
and user composition of different types of microblogs. The results show that 1) the microblogs on lucky
draw activity, life & entertainment, questions & answers have good interaction effect; 2) the focus of user
interaction is highly related to the content of library microblogs which involves a wide range of topics;
3) about 10% of users contribute about half of the interactive activities for the public library microblog
community, and 4) non-authenticated users are the main population of interaction. The paper aims to analyze
the interactive characteristics of microblog users of public libraries, and provides theoretical reference and
operation suggestions for practitioners and researchers in this area.

Exploration and Thoughts on the Modernization of Governance

The governance of public libraries is a part of the national governance system, and the key
to the governance of public libraries lies in the construction of the system. The construction of public
library governance system in China has made important achievements, but there are still some problems,
such as insufficient coverage, fragmentation, lack of self-consistency, and weak implementation. Under
the theoretical guidance of “promoting the modernization of national governance system and governance
ability” put forward by the Third Plenary Session of the 18th CPC Central Committee, this paper probes into
the objectives and characteristics of the construction of the governance system of grass-root public libraries
in our country. This paper expounds the practice and thoughts of a grass-roots library in the concrete system
design, such as stimulating librarians’ vitality, scientific and democratic decision-making, and interaction
with society

The Centennial Practices and Enlightenment of the Annual
Reports of Smithsonian Institution

Smithsonian Institution’s annual reports have centuries of history, which is rigorous and
normative and can be used for reference by public cultural institutions in China. The paper takes the annual
reports of Smithsonian Institution from 1846, when it was established, to 2019 as research subject, adopts
content analysis, and carries out the research from four aspects, namely, compilation concept, constituent
elements, statistical information and design format, so as to revealing the changes and development path. It
is found that the annual reports gradually progress in three stages, with the compilation concept developing
from “disclosure” to “marketing”, whereas more attention being paid to the public. The paper also sums up
the experience of Smithsonian Institution and discusses the enlightenment brought to the related work of
China: 1) persisting with compilation in long-term, ensuring open access; 2) promoting dynamic adjustment,
exploring marketing function; and 3) saving core materials, constructing historical coordinate system.

Research on Japanese Library’s Multicultural Services

Selecting Current Awareness, an information and communication magazine issued by the
National Diet Library of Japan, as research subject, this article analyzes the themes and keywords of
research papers it publishes, and reveals the development trend and status quo of multicultural services
in Japanese libraries, namely, (1) the current multicultural services in Japanese libraries mainly focus on
English-speaking countries, with less coverage of Asian countries, including China; (2) these services are
mainly carried out by public libraries and university libraries; (3) the keywords of multicultural services
include “children”, “youth”, “community”, “digitization” and “digital archives”, which reflect the essential
characteristics of current library services. In the meantime, this article selects two latest practices for case
study, and summarizes the opportunities and challenges of multicultural services in Japanese libraries

Research on Compilation Process of Baoying Collection by
Liu Baonan: Focus on the Transcript of Mr. Liu Duanlin’s
Collection in Shanghai Library

The transcript kept in Shanghai Library is a newly discovered draft of Baoying Collection by
Liu Baonan. Based on the sources of the five lost articles in this transcript, and the formation reason of this
version, some clues can be found to reconstruct the compilation process of Baoying Collection. Liu Baonan
continued the idea of an extensive collection of Liu’s Qing Fen Collection and tried to collect Baoying’s
poems and essays to compile Search for Posthumous Works Collection. In this way, he changed the standard
that the local anthology of Xiang Qiuji originally did not include special collections and presented the
literary appearance of hometown. Liu Baonan also took the opportunity of compiling this book to perfect
the family works included in it, and the transcript kept in Shanghai Library is a representative result. In
the twenty-sixth year of Daoguang, Search for Posthumous Works Collection was roughly completed and
renamed as Baoying Collection. However, this book was not formally compiled and published. In the end,
the book was lost. Although the transcript kept in Shanghai Library is a periodical version, it is also the final
version with a special documentary value to fill the missing materials in the current research on Baoying
Collection. In addition, clarifying the compilation process of Baoying Collection also provides an important
case for studying the relationship between the family collections and regional compilations.

Verification of the Author of Diary on the Way to the North in
JiChou Collected in the Suzhou Museum

The Manuscripts of Late Qing Dynasty Celebrity Diaries Collected in Suzhou Museum
compiled and published by Suzhou Museum contains a book entitled Diary on the Way to the North in Ji
Chou. The original edition has no author, and the Suzhou Museum has designated the author as a clansman
of the Pan Family in Suzhou. Based on reading the whole book, the author uses the literature of genealogy,
chronicle, chorography and the imperial examination paper to verify meticulously the characters and events
in the diary. Thereby the work has verified that the author of this book is not a clansman of the Pan
Family, but named Peng Tongsun, who is a clansman of the Peng Family in Changzhou, Suzhou in the Qing
Dynasty. The work also analyzes the reason why the original author of Suzhou Museum is wrong. After
determining the author, this paper also discusses the historical documentary value of Diary on the Way
North in Ji Chou in famliy, imperial examination and society in the Late Qing Dynasty.
