A Review of the Research on General Theories Works of Philology Science in the Republic of China Period (-)
Libraly Journal. 2020, 39 (7): 18-25.
During the period of the Republic of China, Western learning methodology was introduced,
and Philology in the modern sense came into being. The general works of philology during this period
played an important role in the construction of the discipline system, and also practically guided today’s
discipline development. Upon sorting out the evolution of the academic context of documentary science
in the Republic of China period, the paper analyses the existing researches in the hope of promoting the
research of general theoretical works of philology science of the Republic of China period. In view of
problems such as uneven distribution of research results, narrow research fields and lack of variety in

Research on the Differences of the Public
Culture Services Capacity of Local
Governments in China
Li Shaohui, Han Hui
Libraly Journal. 2020, 39 (7): 37-47.
The enhancement of public cultural service capacity is directly related to the construction of
modern public cultural service system and is the key factor to promoting the modernization of national
governance system and governance capacity. Based on the panel data of 31 provinces from 2010 to 2016,
this paper constructs an evaluation index system of the public cultural services capacity from the aspects
of supporting force, pressure and regulatory force. On this basis, it conducts an empirical study whose
results show that: (1) there are great differences in the supporting force, pressure and regulating force of
public cultural services in 31 provinces, and whereas the internal structure, capacity level and the changing
trend of capacity are also different. (2) such capacity is influenced by economic development, population
size and residents’ education level, but it still depends to a large extent on the support and control level of
public cultural services, the supply and output status of public cultural services, capital input and policy
support; (3) on the whole, the capacity of public cultural services in the eastern region is better than that in
the western region, whereas the latter is better than that in the central region.

Survival Analysis of Author Keywords:
An Empirical Study on Library and
Information Science in China
Liu Zhifeng, Li Xin
Libraly Journal. 2020, 39 (7): 48-57.
Author keyword, representing core content of the paper, is one of the most important elements
of scientific papers. This study used Kaplan-Meier curve to investigate the survival of author keywords
in library and information science in China, which can provide more insights to the evolution of a topic
or discipline. Firstly, we obtained all the papers published by thirteen journals on library and information
science from 1998 to 2018, which are indexed in the CSSCI database. Then the Kaplan-Meier curve was
used to analyze the survival of author keywords whereas the Log Rank and Breslow test were used to verify
the differences of survival of author keywords between different disciplines and between different types of
journals. The results showed that the author keywords survival curve in the field of library and information
science declined rapidly in the first year, followed by a slow downward trend, and that the average survival
time of author keywords was 2.245 years. Moreover, we found that the average survival time of author
keywords in information science is longer than that in library science, and there is a significant difference
at the level of 0.001. In addition, the average survival time of author keywords in authoritative journals
is longer than that of core journals, and there is a significant difference at 0.001 level. In this study, the
Kaplan-Meier curve was applied to the study of the survival of author keywords, revealing the patterns of
survival of author keywords in the field of library and information science in China, which can provide a
new research perspective for topic evolution analysis.

Investigation of Health Information
Literacy Among Patients Tested Positve with
COVID-19 Infection and with Treatment
Wu Dan, Zhang Chenyang
Libraly Journal. 2020, 39 (7): 70-82.
The worldwide coronavirus (COVID-19) pandemic not only burdens health care systems but
also challenges people’s health information literacy. To study the effects of the health information literacy of
patients with mild symptoms, which account for 80% of all confirmed infected cases, on their recovery, and
to advise the public on improving public health information literacy for better responding to public health
emergencies, this study investigated patients tested positive with new coronavirus pneumonia through
a questionnaire survey. We analyzed the sample patients’ health information needs, access, assessment
and decision-making behavior during different phases of infection. We found that the need for health
information at different periods is significantly different. More authoritative sources have been accessed
when the patients received more treatments. More willingness to use reliable health information was found
among the younger patients who got recovered after treatments. However, the elder patients still showed
a lack of awareness of health information. Therefore, this paper suggested that all people should focus on
building a knowledge system of health information before any symptoms show, identify health information
sources and improve information assessment abilities when symptoms show, and pay more attention to
psychological health against second victimization when they recover after treatment. The elderly patients
should be aware of the effectiveness of health information, expand their health knowledge, and improve
healthy information retrieving skills.

Practice and Thoughts on Medical Library
Promoting Public Health Literacy during
Public Health Emergency
Liu Liangliang, Ren Huiling
Libraly Journal. 2020, 39 (7): 104-113.
By way of analyzing the obstacles of public health information screening and their causes, this
paper points out the significance of public health education in improving public health information screening
capabilities during public health emergencies, and the advantages of medical libraries in promoting public
health education. According to the 4R crisis management theory, it divides the public health education
conducted by medical libraries during public health emergencies into four phases: reduction, readiness,
response, and recovery periods. Taking the Institute of Medical Information/Library of Chinese Academy
of Medical Sciences as an example, this paper introduces its initiatives and user satisfaction survey
during the period of prevention and control to COVID-19. The public was found to be highly satisfied
with the authenticity of health information, the usefulness of health information, the security of health
information systems, and the professionalism of services provided by IMI & Library. Timeliness of health
information, system response speed, personalized services, and public awareness of the services are in need
of improvement.

Virtual Reference Service System based
on the WeChat: Taking the Library of
Zhejiang University of Technology as an
Example
She Jingtao, Lu Zhenbo
Libraly Journal. 2020, 39 (7): 114-123.
At present, the library’s virtual reference service system has problems such as inefficient service,
poor user experience and insufficient multimedia support, which leads to the low utilization rate of the system.
We designed and implemented an intelligent virtual reference service system based on the WeChat by using
the interface of WeChat public platform and Baidu AI open platform. The system introduces the new version
of “WeChat Customer Service Function” and “Baidu UNIT” (Understanding and Interaction Technology),
and benefits both users and reference librarians/system administrators. For users, this system can provide
intelligent response, knowledge base retrieval, online consultation, multi-media form consultation, and push
and query consultation results. For reference librarians/system administrators, this system can provide customer
service personnel management, push and reply consultation information, knowledge base management, and
sharing and consultation record management. The result showed that the system improved the mode of virtual
reference service and provides library users with more convenient and fast reference service.
