Abstract: By way of analyzing the obstacles of public health information screening and their causes, this paper points out the significance of public health education in improving public health information screening capabilities during public health emergencies, and the advantages of medical libraries in promoting public health education. According to the 4R crisis management theory, it divides the public health education conducted by medical libraries during public health emergencies into four phases: reduction, readiness, response, and recovery periods. Taking the Institute of Medical Information/Library of Chinese Academy of Medical Sciences as an example, this paper introduces its initiatives and user satisfaction survey during the period of prevention and control to COVID-19. The public was found to be highly satisfied with the authenticity of health information, the usefulness of health information, the security of health information systems, and the professionalism of services provided by IMI & Library. Timeliness of health information, system response speed, personalized services, and public awareness of the services are in need of improvement.
