    Open Source Creates the Future of Library: A Summary of the World Open Library Foundation (WOLFcon) in 2020

    Libraries are always an important part in the open movements. In recent years, libraries have
    made remarkable progress in the application of open source code. This paper introduces the background of
    Open Library Foundation which is an important representative organization of the open source movement
    of library, and five open source projects of library in it. The paper summarizes the contents of WOLFcon
    2020, the work progress of every SIG, the new products and solutions which are released at the conference,
    discusses the trend of international FOLIO community and looks forward to the development of FOLIO
    in China.

    On the Copyright Protection of Data Paper

    Data paper is an illustrative document that introduces and describes scientific data. The emergence
    and development of this publication plays an important role in promoting the process of standardized
    management, citation and reuse of scientific data. However, the current academic community has not yet
    made a clear explanation on whether this emerging publication is protected by copyright. Clarifying this
    issue will help the data paper to be further promoted and used. By way of content analysis and comparative
    research, this study analyzes the concept and attributes of data paper and its differences from academic papers
    and technical documents, and explores whether it can constitute the object of copyright protection or whether
    it has the basic attributes to be protected based on the concept definition and constituent elements of copyrightprotected
    works. Data paper is a concrete expression of intellectual achievements in the field of scientific
    research. It has the basic characteristics of copyright protection, such as reproducibility and originality, and
    should be protected by copyright.

    A New Index Reflecting the Research Hotspot of AcademicJournal: Hot Index

    Research hotspot is an important embodiment of the frontier and key issues in academic
    research. It is of great significance to evaluate the research hotspot of academic journals. This paper proposes
    a new bibliometric index, the “hot index”, which is calculated by dividing the sum of the total citation
    number of the five most cited papers in the past two years by the natural logarithm of the article quantity
    of the journals in the past two years. The paper takes the library information science journals of Chinese
    Social Sciences Citation Index (CSSCI) as an example and conducts an empirical study based on the CNKI
    citation data. The study found that the hot index can be an important journal source index, featuring a high
    correlation with influence factor and h index. For the smaller research areas, it is recommended to use three
    highly cited paper to calculate the hot index, and for the large research areas, it can increase the number
    of highly cited paper to calculate the hot index. The hot index can be promoted on the basis of further
    research.

    The Library Career and Works of Mr. John Chih-Ber KweiBefore the 1940s

    Mr. John Chih-Ber Kwei was a world-famous librarian in the 20th century. His library thoughts
    formed and matured before the 1940s. Mr. Kwei published more than 40 articles related to librarianship in
    English in the 1920s and 1930s. Most of them are not known by Chinese library science researchers. Based
    on these literatures and those published in Chinese before the 1940s, this article introduces the library
    career and works of Mr. Kwei in his early years during the library science education in Boone Library
    School period (1920—1922), library work and library thoughts formation period (1922—1926), overseas
    library science education and research period (1926—1931), work for Chinese libraries and library thoughts
    maturing period (1931—1940). It reveals the great contribution Mr. Kwei made for the Chinese librarianship,
    Chinese library science, and Chinese book collections in North America. This article provides historical
    materials for further research about Mr. Kwei’s library thoughts.

    Research on Chen Xunci’s Library Practices and Thoughts

    Chen Xunci is a famous librarian, publisher, educator and historian in modern China. He used
    to be the director of the Zhejiang Provincial Library. He is committed to specifying library’s roles and
    improving library facilities to promote academic progress and to improve the quality of people. Taking into
    account the special times of the late Qing Dynasty and the early Republic of China period, this paper sorts
    out the life of Chen Xunci and reveals his contributions to the improvement of library and to the education
    of people from four aspects: library management, library resource development, library service, library
    science research and the development of associations.

    Brief Introduction to the New Generation of Academic Library Statistical Indicator System

    The library statistical indicator system is the basis for library statistical work, and should fully
    reflect the status of all aspects of the library. In the past 10 years, the internal and external environment of
    the university library, as well as the library’s business and service model have undergone great changes.
    The current version of the fact database of university library statistical indicator system can hardly fully
    cover and reflect the development and changes of university libraries. Based on this, the Library and
    Information Committee of Shanghai Universities and Colleges set up a statistical indicator research team
    in 2018 to study and formulate a new generation of statistical indicator system for university libraries.
    The new statistical indicator system reorganizes and categorizes the index content on the basis of the
    current indicator system framework, and adds indicators such as teaching support services, research
    support services, cultural heritage and publicity, and social services. The article introduces the formulation
    goals, formulation principles, framework structure and main contents of the index system, with a view to
    discussing with peer experts, and to obtaining extensive reference opinions and suggestions for the further
    improvement of the statistical indicator system of academic libraries.

    Positioning University Library in Academia in the New Era

    In the new era of information, network and electronic development, university libraries are
    facing severe challenges, and their academic function has not been fully discussed, which needs further study.
    Based on the practice of library reform and development in recent years, this paper discusses the academic
    function or academic value of university library, and holds that university library in the new era is a public
    academic service institution integrating academic literature collection and service, academic research and
    service, academic data integration and application, information literacy education and development, as
    well as culture inheritance and innovation. Centering on the academic orientation of these five functions,
    the university library, with new attitude, new ways and new contributions, could actively integrate into the
    academic teaching and scientific research of the university, and make great achievements.

    WeChat official accounts have been playing an important role for public libraries ever since the advent of “Internet +” era. A great amount of data produced during the operation of WeChat account could accurately reflect the needs and preferences of users. The paper attempts to build a behavioral data monitoring system for WeChat official accounts that can be applied to all public libraries. A trial was made on the WeChat account of “Digital Library Promotion Project”, where system investigated the existing problems and found solution to adjust the operation for better service. It has worked effectively by now and surely will provide reference significances for other public libraries.

    A Study on the Procurement Strategy of Literature Resources in Military College Library under the New Procurement Policy

    Scientific and reasonable procurement strategy of literature resources is conducive to improving
    the quality of literature construction and optimizing the collection structure, which is a key step to build a
    literature resource guarantee system to serve teaching and scientific research, and an important foundation for
    military college libraries to realize their own development. The new procurement policy and the reform of
    military colleges have promoted the transformation of procurement, and the restructuring of the system has
    begun. This paper discusses the impact of the new procurement policy on the current procurement work of
    military college libraries, analyzes the principles and status quo of literature resource procurement, studies the
    new normal of procurement, and actively explores a set of procurement strategies suitable for military college
    libraries after the reform.

    Taking “Family Reading Makes Scholarly Jiaxing”, a reading promotion of preschool children,
    as an example, this paper analyzes preschool children’s reading in Jiaxing based on questionnaire survey
    and interview designed. It points out current common problems in rural preschool children’s reading and
    discusses on innovative measures in reading promotion of preschool children taken by Jiaxing Library.
    What’s more, this paper also gives beneficial thoughts on how public libraries launch reading promotion of
    preschool children effectively.

    The paper takes the Tri-Agency Data Management Policy Draft released by Canada in 2018
    and the related documents published on Canada Portage Network official website as the research objects,
    and analyzes the purpose, characteristics, implementation plans of the policy and the deployment of
    corresponding infrastructure. By analyzing Canadian policies and specific implementations, this paper
    provides some references and suggestions for promoting the practice and implementation of China’s
    research data management policy.

    Through the website survey of 28 foreign academic libraries in the United States, Canada, Britain and
    Australia, and using Saint Olaf College Library, California Polytechnic State University Library, University
    of Nottingham Library and Gettysburg College Library as case study, this paper analyses the peer education
    service of foreign academic libraries to provide suggestions for domestic academic libraries.

    Review on Bodleian Libraries’ Public Engagement Strategy

    Under the guidance of Oxford University Strategic Plan and Bodleian Libraries Strategic Plan,
    the Bodleian Libraries have issued a special public engagement strategy. The most fundamental starting
    point of this strategy is to carry out public engagement activities relying on library collections and university
    research resources. Accoridngly, a series of rich and colorful public services have been launched. Bodleian
    Libraries’ public engagement strategy exhibits the following characteristics: embodies the modern concept of
    higher education governance, effectively implements the overall development strategy of the university and
    libraries, fully exerts its own advantages, and greatly broadens the scope of public services.

    Research on the Formation Mechanism and Conceptual Model of Users’ Health Information Sharing Behavior in WeChat Moments

    Exploring the formation mechanism and conceptual model of users’ health information
    sharing behavior on WeChat moments is helpful to enrich the existing research system, optimize the online
    health information services of relevant parties, improve the current situation of medical services in China,
    and indirectly contribute to the implementation of the “Healthy China 2030” strategy. Using semi-structure
    interview method to collect data, the influencing factors of users’ health information sharing behavior
    on WeChat moments are extracted, in accordance with the coding requirements of grounded theory, the
    formation mechanism is analyzed and its conceptual model constructed. The research shows that the health
    information publisher and platform operator are external and indirect influencing factors, which include four
    influencing paths: the quality of health information, the recognition of the publisher, the standardization of
    management and the service quality of the platform. Users are the internal and direct influencing factor that
    consists of three impact paths: personal preference, perceived income and perceived risk.

    This paper discusses the problems about the role, construction mode and function module of
    the crowdsourcing platform of the library for digital humanities through the normal operation framework,
    process and the crowdsourcing projects at home and abroad. And this papee construction of the crowdsourcing
    platform through a case study of the one for digital historical documents of Shanghai Library from various
    perspectives, including building purpose, construction mode, functional features and operational test. The
    paper sums up its experience and foresees problems in the future operation of the platform in order to
    provide reference for other libraries constructing the crowdsourcing platform for digital humanities.

    Dataset of Print Resources Borrow and Return Records at Xiamen University Library (2007—2017)

    This paper uses Huiwen library integration system to collect borrow and return records at Xiamen
    University from 2007 to 2017. The data was composed of readers, books, borrow and return information, and
    the privacy information in particular was desensitized, resulting in a total of 11 137 751 records. The dataset
    can be used to analyze the use of print resources in academic library, the changes of readers’ reading behaviors,
    and the list of classic books. It can also be used to support decisions for library resources development,
    lending rules adjustment and library space optimization, and to guide library reading promotion, personalized
    recommendation and other services. It has scientific research value and practice value.

    Database of Chinese Academic Papers Keyword Clustering Analysis

    After more than four years of development, China Engineering Expert Tank(CEET) has
    collected about 120 million pieces of academic resources. During the data analysis of these resources, the
    keywords of 78 292 409 Chinese papers are extracted and analyzed systematically. The published database
    consists of keywords extracted from 18 789 626 Chinese academic papers from 2014 to 2018. It can be
    used in academic hotspot analysis, co-word analysis and academic emerging trend detection.

    Xin’an Nü Xing Lu, the Only Existing Copy Collected in The Library of Congress

    Xin’an Nü Xing Lu has twenty volumes. It is the only version collected in the Library of
    Congress. Cheng Yun peng was a famous literary man during the Qing dynasty. He lived in She, a county in
    Anhui Province, and his birthplace was Jiangxia. He cared about current affairs and liked travelling. He spent
    30 years collecting materials. This book included more than one hundred and twenty articles. It recorded
    hundreds of women’s deeds of Huizhou during the Ming and Qing dynasties. The version published in the
    fifteen years of the Qianlong reign was the only edition of the book. Influenced by the literary inquisition,
    it had some modifications after being carved. So that some articles were lost. As a record of women from
    Xin’an and their lives, this book saved rich historical documents of folk customs and a large number of
    women’s social lives in Huizhou. It is an important book about the Huizhou women’s issues.

    Study on Editions and Circulation of Yili Jingzhuan Tongjie in Chosun Dynasty

    Yili Jingzhuan Tongjie is a book that Zhu Xi devoted most of his efforts in his life and finished
    about ten years before his death. It had a profound impact on the development of Zhuziology in East
    Asia. The book spread to the Korean Peninsula during Yuan and Ming Dynasties. It was published under
    the auspices of Qi Dasheng around 1570, but it did not cause many repercussions. Around 1654, Jin Ji,
    Song Junji and Song Shilie printed Yili Jingzhuan Tongjie and Yang Fu’s Ritual Figures for the second
    time in copper type in Chosun Dynasty. After the publication of this book, a climax of in-depth studies of
    Zhuziology was initiated there, and even appeared a book named Yili Jingzhuan Tongjie Bu to supplement
    this book. At the same time, Japan asked Chosun Dynasty for the book, and then printed copies according to
    the Chosun Dynasty’s edition during its occupation in Korea. The Japanese Edition was introduced to China
    during the period of the Republic of China and became an important reference edition of Yili Jingzhuan
    Tongjie.

    On Paper and Paper-making Before the Eastern Han Dynastyfrom Shuowen Jiezi

    The art of paper-making is a great invention in ancient China. Although the origin of the paper
    and papermaking has been discussed for more than half a century, it is still inconclusive. This paper carries
    on the analysis of the Chinese character of paper and a series of related characters from the perspective of
    text meaning based on Shuowen Jiezi. On this basis, the author thinks that before the Eastern Han Dynasty,
    China’s papermaking had gone through three stages of development. The Chinese character of paper in
    Shuowen Jiezi, was the product of the second stage. It is neither a pure silk fiber paper in the traditional
    view, nor a modern proposed pure plant fiber paper. The history of the creation of the character of paper
    in Shuowen Jiezi represents an important stage, which served as a connecting link in the development of
    papermaking in ancient China.
