Library’s Social Roles: Promoting Information Services to Fight against Poverty: On Library’s Role in Poverty Alleviation

2020 will be the last year of China’s battle against poverty, and the year when the goal is achieved
to build China into a well-off society. From the fight against poverty in the past few years to the prevention
and control of the COVID-19 epidemic this year, libraries in China have been taking an active participation
in all, assuming their expected social role of alleviating digital poverty and providing precision services.
Rao Quan points out that China had made great contributions to the global cause of poverty alleviation, and
libraries at all levels and of all types have always played an active role in culture and information poverty
alleviation. This year will witness the completion of the fight against poverty. The library community must
improve the level of targeted poverty eradication, build an integrated poverty alleviation network, and
stimulate the endogenous motivation of the impoverished group. Entering the “post-poverty era”, libraries
should take an active role in improving the information literacy and scientific and cultural quality of the
people lifted out of poverty, so that they could truly have the capability to create their own beautiful life.
Gerald Leitner believes the United Nations 2030 Agenda-and the Sustainable Development Goals (SDGs) it
contains-represents a roadmap towards stronger, fairer, greener economies and societies around the world.
He points out, as IFLA has been underlining for the past years, there is also a connection between the work
of the United Nations and that of libraries. Through achieving their missions, libraries are contributing to
the achievement of the United Nations’ mission. He concludes with his conviction that China’s libraries, of
all types, at all levels of government, have a major contribution to make, nationally, regionally and globally,
which will help build a more powerful voice for libraries globally. Sun Tan maintains that libraries will enter
a new stage to assist in the implementation of the rural revitalization strategy. More attention must be paid
to providing high-quality public information and information services for the majority of rural residents. A
roadmap for libraries to help poverty alleviation in this regard is also proposed. Chen Chao regards poverty
eradication as part of public libraries’ responsibilities. It is proposed that libraries should set up an alley-oop
as an assist in this protracted battle against poverty. Wu Jianzhong points out that libraries have taken actions
ever since 2016 when General Secretary Xi Jinping proposed “targeted poverty alleviation and eradication”,
making contributions to accurate identification, targeted assistance, and targeted management, while
providing targeted digital services to millions of households and providing vigorous information supports
for comprehensive poverty alleviation strategy. He also recommends making efforts on three forefronts in
the short future: promoting the transformation and upgrading of public digital cultural services, developing
interconnected cloud platforms, and innovating the models and methods of digital cultural services. Ren
Jing describes how Chongqing Library, as a chief member in the Chinese Library Association’s Poverty
Alleviation Work Committee, organized, mobilized and guided public libraries over the nation, as well
as forces from all walks of life, to explore advantageous resources and potentials of regional alliance.
Aiming at the goals of assisting local government to fight the poverty battle, lifting regions out of poverty,
and promoting cultural development, the library has made gradual achievements in universal equality of
access to public culture services, improved balance of cultural resources between urban and rural areas, and
the protected basic cultural rights and interests of the people. Ma Yanxia advocates that cultural poverty
reduction, as an important part of the nation’s poverty alleviation efforts, plays a unique role. Henan’s
public cultural system has taken a series of measures on cultural poverty alleviation, such as sending books
to the countryside, helping “left-behind children” with education, and adding basic cultural infrastructures,
and all have achieved positive results. She proposes strengthening the government’s role as the leader
in poverty alleviation in future, while innovating a variety of supplying models, and promoting crosssector
collaboration to continuously contribute cultural strengths to China’s Central Plain’s fight against
poverty.

The Analysis of the Realization of Government-led Socialization of Public Culture: Taking Shanghai, Ningbo and Zhuzhou asExamples

In the process of rapid socialization of public culture, how to better adhere to and realize
the government-led implementation is a universal problem in various cities of China. The Shanghai
municipal government adopted such measures as issuing policies and regulations, issuing procurement
catalogs, selecting professional social subjects, implementing contract signing services, and performing
post-evaluation to establish a comprehensive leading mode of public culture socialization. Focusing on the
construction of the city’s cultural strength, the Ningbo municipal government set up a major cultural project
to “popularize art among the whole people” to benefit the people. Ningbo took the city cultural center as
the core to comprehensively promote the participation of urban social professional art training institutions.
The Zhuzhou municipal government complied with the public cultural service characteristics of digital
networking, especially cloud computing, big data, wide interconnection, media and mass subjects in the
era of mobile internet to break through the traditional bottleneck of culture, tourism and sports industry,
and established an open, compatible, interactive and stable platform of public culture socialization. Those
ingenious methods adopted by these three cities will greatly inspire the next step of development.

Study on Planning Strategy of City Public Library from the Perspective of Space of Flows: A Case Study of Public Libraries in Shanghai

In recent years, with the rise of library space re-engineering and the improvement of space
of flows theory, city public libraries have gradually developed into the space of flows where knowledge
information and humanistic values are integrated. Based on the basic theory of space of flows, this paper
establishes a research framework on the space of flows of library, measures the intensity, path and efficiency
of element flow in public library flow space, and adopts factor analysis, social network analysis, GIS spatial
analysis and other methods to make an empirical research on the public libraries in Shanghai, in the hope of
providing certain suggestions and inspirations for the overall layout planning of urban public libraries.

Research on the Integration of Museum-based Research, Cultural Information and Digital Resources within the Subject of Library, Information and Archive Science in China

The dissemination of cultural information by museum plays an important role in meeting
the diversified cultural needs of the public and enhancing the competitiveness of Chinese culture. From
the perspective of the subject of library, information and archive science in China, museums are regarded
as one of the organizations responsible for the integration of cultural digital information resources. The
purpose of this paper is to identify the core authors in library, information and archives science in China
that have published in this area; to explore their most significant research contributions; and to analyze
the hotspots of research as they merged from the literature. The study is based on a literature review
of CNKI database’s publications from 1996 to 2019 and focuses on CSSCI papers only. The study used
the CiteSpace analysis software to investigate and visualize main authors, main institutions, co-citation
authors and keywords that constitute the core researchers in this topic; and to identify and explore the main
research hotpots in this area. The analysis revealed that the core strength of museum-related research in
the subject of library, information and archives science in China is associated with areas such as museum
archive management, digital resources integration, museum book conservation, and library archives. This
research also identified two peak periods of publishing, namely:1996-2008 that focused on the development,
utilization, and integration of museum literature resources, as well as protection and management of ancient
books in museums; and 2009-2019 that focused on issues such as digital cultural resources integration and
cooperation mechanisms. Finally, the paper discussed these peaks and provided an in-depth discussion
of the most significant research hotspots, namely the integration of digital resources, which aimed to
discover an effective way to build cooperation mechanisms and principles among libraries, archives, and
museums, and to build information sharing platforms to meet the increasingly diversified cultural needs of
the citizens.

A Methodological Research of Students’ Information Literacy Assessment

Researchers have used different research approaches and assessment instrument to uncover
students’ level of information literacy, which is defined as abstract competence. This research analyzes the
current situation of students’ information literacy evaluation research. It collected relevant papers from
comprehensive databases and one LIS database, filtrated three times, and studied the resulting 302 full
texts. An analysis framework had been constructed on the first 77 articles, using content analysis method,
which includes measure object, measure approach, source and basis of tools, and measure content. Based
on the analysis framework, it studied 64 articles, which were randomly chosen from the 302 full texts.
In conclusion, university students are the majority as measured objects; questionnaire the most widely
used measure approach; assessment approach in the field of education are drawn upon; there are several
widely used assessments developed by some institutions, and the standard of ACRL is the important basis;
the content of assessment tools is also dependent on students’ background and majors. The value of this
research is to offer reference for the information literacy teachers.

Analysis of Influencing Factors on Citation Frequency of Academic Papers Based on Altermetrics Perspective and Prediction

This paper innovatively constructs the prediction model of influencing factors on citation of
academic papers. Taking SCI&SSCI scientific research papers of our university as an example, it verifies
the validity and accuracy of machine learning model in predicting citation frequency of academic papers.
The conclusions of this paper can provide reference for university libraries to carry out decision support
services. This paper combs the related literature of influencing factors and prediction methods of cited
frequency of academic papers, constructs the characteristic space of influencing factors of academic papers
by combining traditional literature measurement and Altmetrics index, and compares the effectiveness and
accuracy of three kinds of machine learning models of linear regression, neural network and support vector
machine in predicting cited frequency of academic papers through experiments. The conclusion of this
paper proves that the prediction accuracy of feature space constructed from the perspective of altmetrics is
greatly improved, and that the support vector machine model shows excellent performance in the empirical
research of the impact prediction of academic papers.

Open Data Construction of Precious Materials in Library: A Case Study of the Digitization Project of the Sightseeing Guide in the Kyoto Prefectural Library

In recent years, more and more libraries in Japan have begun to digitize the precious literature
resources and provide public access on the Internet. However, from the perspective of digital humanities,
there are many problems such as “unclear scope of use and specification” “inconsistent open data format”
“imperfect search means of digital resources”, which hinders effective services to readers. The project of
Kyoto Prefectural Library Rare Book Collection is to digitize the precious documents collected by Kyoto
Prefectural Library and to provide public access on the Internet. The first phase was launched in March
2019. The content of the project is city sightseeing guide for foreign tourists from the Meiji period to the
postwar period (during the occupation of Japan by United Nations forces after the Second World War),
focusing on Kyoto. The project adopts CC0 license, DOI system and IIIF, all of which are world standards,
creating a pioneer in the field of Japanese libraries and will be extended to the whole country in the future.
In this report, we will introduce the process of system development and details of system construction. We
also asked the citizens and experts about their practical experience, the effect of the system and suggestions
for improvement, all of which will also be included here.

Analysis of Library Innovative Service for Undergraduates in University of Toronto and Its Enlightenment to Chinese Universities

University libraries serve as information resources and service centers of learning, teaching
and research, which play an important role in assisting students to succeed. It is an important task for the
libraries to provide services for undergraduates in both research-oriented and teaching-oriented universities
abroad. Adopting literature review, Internet information research and field investigation as the research
methods, and taking the library of University of Toronto as an example, this paper analyzes classroom
teaching support services for undergraduates, such as allocation navigation of curriculum resources,
guidance to follow-up curriculum, course academic development; it also explores the systematic and
comprehensive scientific research support services focusing on basic skills training, professional research
navigation and academic writing guidance, which are carried out by the library in cooperation with other
departments of the school. At last, the paper discusses the enlightenment to our libraries on how to serve the
undergraduates from the aspects of strategic planning, implementation of service concept, establishment
of management system, integration of information resources, and development of intelligent service
system.

Study on the Print Runs of Local Gazettes

Information about print runs was easily found in modern local gazettes. According to these print
runs’ information, we can conclude that the print runs of wood block local gazettes in the late Qing Dynasty
were about 300, and the local gazettes with new technology printing in the Republic of China were about 500.
The reprinted local gazettes may be less. In general, in modern times, normally each kind of new local gazettes
is printed in hundreds of copies. It is unusual to get several copies, dozens of copies or thousands of copies.
The reasons for this phenomenon may be the special nature of local gazettes, the small reader group of local
gazettes, shortage of funds, the high price of local gazettes, limited printing technology and so on.
