Interpretation and Thoughts on IFLA Toolkit for Developing National Literacy and Reading Strategies

Abstract: This paper interprets the main ideas and content of the five chapters on IFLA Toolkit for
Developing National Literacy and Reading Strategies issued by the IFLA Literacy and Reading Section.
It further expounds the ideas from three dimensions: the concept of literacy, the relationship between
literacy and reading, and the significance of literacy to the library. Combined with the current situation
of reading strategy and library reading promotion in China, this paper puts forward three suggestions:
to add “Literacy for All” strategy to the “Reading for All” strategy, to bring basic literacy and advanced
literacy into the library reading promotion system, and to use theory and data to drive research and
practices.
