Discussion on Library Emergency Services during Major Public Safety Emergencies

How should public libraries respond to major public safety emergencies? How to establish a
scientific and reasonable library emergency service system and mechanism? Wei Dawei and Liao Yongxia
introduced a series of countermeasures adopted by the National Library of China in the face of coronavirus
outbreak in 2019, and shared thoughts on the construction and improvement of the library emergency service
guarantee. Ke Ping pointed out that library emergency service mechanism includes emergency safeguard
mechanism, linkage mechanism and information sharing mechanism, and finally he put forward ten suggestions
on the library emergency services mechanism. Zhang Zhixiong shared his thoughts on organization of urgent
information service in professional libraries under the major public safety emergencies, based upon the role
that Wuhan Library of the Chinese Academy of Sciences had played in monitoring the progress of COVID-19
research, to support the related scientific research in China. He emphasized the social value of the professional
information service under the major public safety emergencies. Wang Youqiang proposed, in view the relevant
practices of the international library community, that libraries should make full use of their unique advantage
of literature and information resources, and to actively provide documentary information resource services
for decision-making, research, and publicity in the management of emergency events of public security. Teng
Wuxiao pointed out that libraries, as an important part of the national public service system, should develop a
reader-oriented and capacity-driven emergency service by way of systematic thinking. Zhou Lu investigated
the emergency services provided by public libraries in China since the outbreak of novel coronavirus and
then pointed out that it is essential for public libraries, as public service institutions, to establish a reasonable
scientific and systematic emergency service system.

How Do American Libraries React to the Outbreak of Novel Coronavirus Pneumonia?

Public health anxiety caused by media reports of the 2019 novel coronavirus is now widespread
in the USA, and misinformation can lead to discrimination against Chinese and Chinese Americans.
Therefore, access to authoritative and trusted information about the virus and general infectious diseases is
more important than ever. Using keywords of “Novel coronavirus” and “Library” and conducting search
in Google, the author analyzed the content of the websites of U.S. national libraries, state and regional
public libraries, and academic and university libraries appeared on the first few pages of the Google results
page regarding the themes of the 2019 novel coronavirus. The author sorted out and summarized the
content and suggested resources of the web pages created on the theme of the 2019 novel coronavirus
and tried to answer the following questions: What should public libraries and librarians know about the
2019 novel coronavirus? Faced with the 2019 novel coronavirus, what are the US national special libraries
doing? What resources and services do state and regional public libraries provide? How do academic
libraries and university libraries face the challenge of the 2019 novel coronavirus? The analysis results
show that libraries at all levels play different roles. The libraries not only play the role of disseminating
authoritative and reliable trusted knowledge and information, but also play the role of an educator, educate
the public to learn common knowledge and even professional knowledge of public health, and provides
corresponding consulting services and emergency services to educate the public and relieve unnecessary
panic.

Research Progress of Reading Media in China

The present paper sorts out the existing academic research on reading media in China,
recognizes the deficiencies of current researches, and proposes some directions for future research. Current
research can be divided into two parts: the media-centered research and the reader-centered research. The
media-centered study recognized the differences of two reading behavior patterns under different media
environment-one is based on digital and information technology, and the other based on traditional printing
technology. The media-centered study also investigated the way in which reading behavior patterns of the
whole society is influenced by the media technology. The reader-centered research investigated the behavior
and attitudes of readers toward reading media in the multi-media environment, including the behavior
and attitudes toward all kinds of reading media, the differences of reading behaviors and attitudes toward
different kinds of reading media, and the influential factors of those behaviors and attitudes. There are some
deficiencies in the existing study, such as the ignorance of readers’ subjective initiative, the ambiguous
classification of reading media, the lack of research on multi-media and cross-media reading, and the lack
of thorough investigation on readers’ behaviors and attitudes.

Comparison of Reading Original Classics and Their Simplified Editions: Taking Notre Dame de Paris as an Example

Primary and secondary schools are the key period for students to form good reading habit.
Reading classics is especially important. Focusing on the status of shallow reading among teenagers
in China, and taking Notre Dame de Paris as an example, the paper makes a comparative study of the
same chapter of the unabridged translation edition and simplified translation edition by means of word
segmentation, emotion analysis and social network analysis and from lexical, syntactic and semantic aspects.
The result reveals a significant difference in vocabulary, rhetorics, syntax, characters and plot between the
two editions. To a certain extent, the simplified edition destroys the originality and self-consistency of the
classics. It thus questions the necessity of having two editions in the teenagers’ education, and recommends
instead guiding reading classics in accordance with teenager readers’ respective reading ability. It also
points out that teenager readers should retain the right to choose classics to their interest to ensure the
readability of reading.

Research on the Young Children’s Reading Promotion Service in United Kingdom

The article selects four representative and influential national reading promotion projects for
young children: Bookstart, Sure Start, Summer Reading Challenge, and Chatasterbooks (Reading Clubs)
as examples to analyze the development of reading promotion services for young children in the UK. It
summarizes the characteristics of such promotions: family as the basic unit; public library as the main
organizer; objective surveys as the basis for the activities; eliminating poverty elimination and protection of
children’s basic rights and interests as the goal; and preparing young children for school as the main purpose.
“Reading changes everything; it’s never too early to start”, “reading for pleasure”, and “early reading
is the most important investment” are the important concepts in British reading promotion. Government
departments, societies/associations, charitable organizations, libraries, and health care centers play different
roles as initiators, organizers, funders, and promoters, which thus forms the reading promotion system to
jointly promote the reading for young children.

The Protection System Construction for Ancient Books in Yunnan Province: From the Perspective of Chinese Ancient Books Protection Plan

Since the implementation of the “Chinese Ancient Books Protection Plan” in 2007, Yunnan
province has established an ancient books protection system with ethnic characteristics; namely, the
corresponding institutions for ancient books protection were set up in province, prefectures(cities) and
counties. Relying on its own staff and volunteers, the province carried out a general investigation and
registration of ancient books. The conservation of ancient books written in minority languages of Yi, Zang,
Dongba and Dai has been conducted, leading to a breakthrough in the conservation skills for ancient books
by the ethnic minority groups. At the same time, a number of staff have been trained for the cuase. What’s
more, the digitization, collation and publication of ancient books have been carried out actively, and a
precious database of ancient books and rubbings is opened to the public. Focusing on the temples, the
general investigation, registration, the preservation and conservation of ancient books by ethnic minority
groups, this paper presents the view that the preservation of ancient books involves multidisciplinary
knowledge; therefore, the academic discipline for ancient books preservation should be developed as soon
as possible.

Application Research Based on Word2vec Diversity in Library Recommender System

The library’s personalized recommendation system emphasizes recommendation accuracy,
which cannot meet readers’ need for diversity. In this paper, we introduce the deep learning algorithm
into the library recommendation system, and discuss the problem of the recommendation diversity. First,
according to the historical checkout data, we form the reader’s borrowing behavior co-occurrence matrix
combined with time series; then, the co-occurrence matrix is regarded as context, and we identify the
reader’s potential interest by using the potential semantic analysis of Word2vec; finally, we identify the
reader’s interest and provide varied recommendation results. In this paper, we use more than 5 410 000 data
from the Pudong Library in Shanghai to experiment. Comparing to association rule algorithm, we find that
our method has a good impact on the recommendation diversity.

Digitalization and Open Access to Local Materials by Public Libraries in Japan: The Present Situation and Challenges

This is a report concerning the collection, preservation, and display of local materials such
as old photographs and old documents and the digitalization of local materials at public libraries in Japan.
The primary materials in Japanese public libraries are printed books. Digitalization of library’s collection
has not been much done in the majority of Japanese public libraries, neither have they purchased electronic
books. However, the collection, preservation, and display of local materials is specified in the Library Law
and is one of the important duties of public libraries. The most appropriate method for the preservation and
display of local materials, including old photographs, old documents, and rare materials, is digitalization.
Public libraries must consider the digitalization of local materials and display of them via the internet.
Digitalization requires recordation of data, but public libraries at present have no uniform standard for
recording data from old photographs. Based on the current situation, this report examines the digitalization
of local materials at public libraries in Japan currently and its future.

Periodization and Characteristics of Non-book and Nonperiodical Documents in the Period of the Republic of China

The historical value and academic value of non-book and non-periodical documents from
the Republic of China period are very high, and they are important materials for the study of modern
Chinese history. There are 275 kinds of such documents, accounting for about 1/4 of the total 1021 kinds
of publications of the period sorted out after the founding of the People’s Republic of China. These include
archives, bulletins, conference materials, government documents, data compilation, investigation reports,
statistical data, celebrity chronicles, genealogy, diary, manuscripts and letters. In the order of time, this
paper divides the collation and publication of non-book and non-periodical documents into three periods,
and expounds on the status and characteristics of such collation and publication in the three periods
respectively. It also points out the existing problems: extremely unbalanced literature types; concentrated
among a few publishing houses; limited number of topics; and the missing of index. The paper concludes
with proposals for improvement.
