    70 Years of the Rule of Law in Chinese Libraries

    In the past 70 years, important achievements have been made in building the rule of law
    in libraries, and a legal system with Chinese characteristics has been gradually established, which has
    provided a solid legal guarantee for the development of libraries in China. Reviewing this historical process
    is helpful to observe the influence of the rule of law construction on the development of libraries and to
    think deeply about the future of the construction of the rule of law in libraries. This paper, based on the
    reform and opening up (1978), the breakthrough in local legislation (1997), the birth of public cultural
    service system policy (2005), and the promulgation of public library law (2017), systematically reviews and
    summarizes the 70 years of rule of law construction of libraries in five stages.

    Research on the Usage and Development of Information Literacy Theory in the Recent Ten Years

    Based on the content analysis method, this paper encodes and analyzes the Chinese and English
    literature data of information literacy theory in the past ten years from the perspective of theoretical subject
    and theoretical use method, focusing on the academic disciplines from which the theories are borrowed, and
    how these theories are generated and applied. The paper reveals the theoretical application and development
    trends of “information literacy”: 1) there is limited amount of research on information literacy theory, and
    of theories per se; 2) the development of information literacy theory mainly relies on the development of
    library and information science, supplemented by psychology and pedagogy; 3) theoretical research objects
    are limited, and the disciplines where theories derive remain the same few, lacking innovation, whereas the
    research focus is mostly on the education and teaching of teachers and libraries; 4) the application of theory
    and the use of theoretical generation have two different kinds of dynamics: inheritance and one-to-many.

    The study of library science scholars is of great significance to the study of library science
    history. The research on library science scholars in the Republic of China period is still insufficient. This
    paper expounds the basic theoretical problems that need to be clarified. The paper also puts forward the
    basis of categorizing historical periods and makes a brief analysis.

    The research data plays an increasingly important role in the data sharing and management
    services of universities in the new era. The growth of data brings in the value of quality control and data
    governance challenges. This paper analyzes and summarizes the main problems in the development of
    scientific research results data. Combined with the practical exploration of data processing and quality
    control of published results in the process of institutional repository construction in Shandong University,
    this paper proposes a five-level process framework for data processing and introduces Shandong University’s
    exploration and practice in data collection, data cleansing, and outcome assignment. It is proposed that,
    under the unified planning and guidance of the school, a sound data collection and quality control framework
    system should be formulated to strengthen the thinking for the development and governance of scientific
    research data.

    Libraries are a kind of cultural institution with a function of collecting and organizing information
    and doing research on those information. Fundamentally, it serves the social and cultural construction by
    providing reading materials, and then based on Internet technologies, it continuously restructures itself by
    integrating outside developments, gradually transforming from traditional libraries to intelligence libraries,
    and now to smart libraries, thus giving a vigorous boost to cultural fertilization covering all people. Nationwide
    reading is a significant cultural program for the improvement of the comprehensive quality of the
    nation and the enhancement of civilization construction as well. Such a program relies its development on
    efficient reading mechanism of high quality, including necessary reading resources, reading environment
    and reading management, etc. In the long run, the service pattern of smart reading at the backdrop of the
    internet plus model will be bound to become the major force for supporting nation-wide reading, therefore,
    it is of great significance to actively furthering the definition of smart libraries.

    Book inventory is a common area where RFID technology applies in library industry, yet
    it usually involves a lot of labor and time costs, leading to an urgent need for an automated inventory
    method with higher accuracy and efficiency. This paper introduces the implementation of RFID automatic
    inventory robot in Wuhan University Library, and verifies the accuracy and efficiency of the inventory. The
    development direction of the future automated inventory robot is also proposed.

    This paper analyzes the current research situation of citation index in China based on the
    research literature related to citation index in CNKI and Wanfang database. On the basis of elaborating on
    the development status of the platform from the aspects of content and function, this paper analyzes the
    current research status and progress of citation index in China in the past 20 years by using visualization
    software from the dimensions of theme, author, and institution. It further puts forward the development
    trend of Chinese citation index research, in order to provide some references for the related research of
    citation index in China.

    A Comparative Analysis of the Citation Features of Zero-cited and Highly Cited Master’s Thesis on Library Science

    The research on zero-cited and high-cited master’s thesis is helpful to understand and improve
    the quality of graduate education. Citation plays an important role in the completion of the master’s
    thesis, so it is meaningful to study the master’s thesis from the perspective of citation. By comparing
    and analyzing the citation features of the zero-cited and highly-cited master’s thesis in 2012-2014, the
    study identified their significant differences, particularly in terms of number, language, and the type of
    citations. Based on the findings above, the article puts forward some suggestions on the writing of the
    master’s thesis on library science from the perspective of citations. It is believed that the graduate students
    should correctly understand the citations, use them in a scientific way, and quote them in a standardized
    manner.

    Analysis of Master and Doctor’s Degree Thesis on Domestic Think Tanks

    Over the world, the emergence and development of think tanks have extremely important
    strategic significance. In China, more and more departments at all levels attach great importance to the
    construction of new think tanks with characteristics. In order to understand the research progress and trend
    in the field of think tanks, 286 doctoral dissertations on think tanks were obtained through WANFANG
    DATA and CNKI, which were used as data sources. Statistical analysis was carried out from the aspects
    of search terms, time distribution, subject and specialty distribution, granting units, keywords, research
    topics and citation frequency. The results show that in recent years, the research of think tanks in China
    has been on the rise in general, with the characteristics of “rapid increase in number”, “concentration of
    disciplines”, “divergence of topics”, “themes with breadth and depth”, “prominent high-yielding years”
    and “lack of continuity”. New types of think tanks such as incorrupt government think tanks, education
    think tanks, science and technology think tanks, big data think tanks and media think tanks have emerged
    and gradually entered the research field. The study thus indicated that the research of doctoral dissertations
    in the field of think tanks has entered or will enter a new stage. At the same time, in order to promote the
    dual construction of think tanks and disciplines, this paper puts forward the idea of setting up first-level
    disciplines or specialties of think tanks.

    The Analysis on the Digital Transformation of the Alliance of Science Organizations in Germany

    The Alliance of Science Organizations in Germany launched a new phase of The Priority
    Initiative Digital Information, which aims at enabling research potentials of German by satisfying
    researchers’ need for information infrastructure and allocating resources. By way of foresight policy
    research methods, this study first compared the former two phases’ initiatives, and then explored the 3rd
    phase of “Digital Information” Priority Initiative. It is recommended that we can learn the cooperation
    mode of the Alliance of Science Organizations in Germany. Libraries play a significant role in intelligence
    service and knowledge exploration. During the policy-making process, libraries can focus and collaborate
    on legal, technical, economic and political aspects. Thus, they should know the usage boundry of current
    digital resources and clarify the data ethic issues within them. Meanwhile, libraries are suggested to pay
    attention to the policy implementation effects and feedback.

    This article examines recently published illustrated Chinese ancient book catalogs and
    literatures on approaches of recognizing collection seal, discuss issues related to both theory and practice,
    makes corrections and annotations to some seals recorded in those publications, and provides some
    suggestions, in the hope of promoting the abilities of recognizing collection seal as well as the qualities of
    illustrated Chinese ancient book catalogs.

    The Collection of Books Block-printed in the Ming Dynasty in Gakushuin University

    Gakushuin University (Japan) owns a considerable scale of books block-printed in the Ming
    Dynasty, with its number over 80. Because the bibliography of Chinese rare books has not been published,
    we know little about it. Based on the investigation in Gakushuin, This paper describes the origin of Chinese
    block-printed books in Gakushuin University, the quantity and sort of books block-printed in the Ming
    Dynasty, and several rare editions in this collection.
