70 Years of the Rule of Law in Chinese Libraries

Abstract: In the past 70 years, important achievements have been made in building the rule of law
in libraries, and a legal system with Chinese characteristics has been gradually established, which has
provided a solid legal guarantee for the development of libraries in China. Reviewing this historical process
is helpful to observe the influence of the rule of law construction on the development of libraries and to
think deeply about the future of the construction of the rule of law in libraries. This paper, based on the
reform and opening up (1978), the breakthrough in local legislation (1997), the birth of public cultural
service system policy (2005), and the promulgation of public library law (2017), systematically reviews and
summarizes the 70 years of rule of law construction of libraries in five stages.
