A Review of Context Information and Application of Mendeley#br#

Mendeley altmetrics is so far the most robust altmetrics indicator. The context information and application research constitute the two main directions of in-depth study of this indicator. This paper aims to clarify the characteristics of the indicator by reviewing the relevant literature so as to provide reference for further research and application. In summary, source data of Mendeley altmetrics have provided abundant context information, helping better understand the communication process and impact audience of scholarly papers. Mendeley altmetrics could take lesson from the mature experience of normalization of citation indicators, to get rid of the influence of country, discipline and time etc.. Meanwhile, Mendeley altmetrics
is unique in that normalization could be conducted aiming at specific target group. Mendeley altmetrics has been well used in scientific evaluation under various circumstances, intelligent recommendation of related literature and scholars, as well as tracking and mining of knowledge f low and structure. However, the indicator also has limitation in that users are disproportionately distributed and data is not open enough.
In practices both the advantages and limitations should be taken into consideration.

A Grounded Theory Approach to Influence Factors of Value Co-creation of Government’s Open Data

Under the background of government open data development and utilization, the promotion of
value co-creation of government open data is bound to be influenced by many factors. Only by systematic
identification and analysis of these factors we can guarantee that strategies be designed from different levels
to ensure the smooth development of value co-creation of government’s open data. The author obtained
the original data through in-depth interviews, applied the grounded theory to open coding, spindled coding
and selective coding, formed concepts and categories, and built the model of influencing factors for value
co-creation of government’s open data. Cognitive factors, demand factors, motivation factors, technical
factors, resource factors and political and economic factors are the influencing factors for the co-creation
of government’s open data value. Among them, cognitive factors, demand factors and motivation factors
are internal factors for value co-creation of government open data, which affect the willingness of different
stakeholders to participate in value co-creation. Technical factors, resource factors and political and economic
factors are external factors for the value co-creation of government’s open data, which affect the actual actions
of the value co-creation of government open data. The willingness of value co-creation influences the actual
action and ultimately the government’s implementation of open data value co-creation.

Research on Open Data Policy from the Perspective of Policy Instruments in China

Open data policy can provide support for data openness and sharing, and content analysis of
the policy will help provide suggestions for the formulation and improvement of open data policy in the
future. Based on the theory of policy instruments, 114 Chinese national open data policy documents were
investigated in this paper. We found that Chinese open data policy emphasized the use of environmental and
supply-oriented policy tools, with particular attention to information support, regulations and standards.
However, the use of demand policy tools was insufficient, the combination of policy tools remained to be
optimized, and the policy enforcement was not prevalent. It is suggested to optimize the combination of
policy instruments, balance the internal structure of policy instruments, and strengthen the coordination of
open data policy and policy instruments.

The Construction of Actor-Network Model for Theme Library:A Case Study of Hangzhou Theme Library

The development of theme library involves extensive actors. How to effectively enhance
the enthusiasm of each party and promote their integrated development is the primary issue to address
for the sustainable development of theme library. Based on the actor-network theory, this paper takes 29
branches of theme libraries of Hangzhou Library as the research objects, discovering the obstacles and
goals in the construction of theme libraries with the mode of cooperation of various actors, exploring how
to recruit and attract various actors to cooperate and build, and finally forming the actor-network model of
the construction of theme libraries. Through the analysis of the relationship between the main actors, this
paper optimizes the new pattern of cooperative governance, which is led by public libraries, promoted by
the government, and joined by users and social forces. It is of great significance to promote the sustainable
development of theme libraries in China.

Alma is the most widely used library service platform in China. Its application provides
opportunities for systematic management of electronic resources in the whole life cycle, and brings about
changes in electronic resources management. This paper analyzes the opportunities and challenges faced by
electronic resource management after the application of Alma, and on this basis, discusses and summarizes
the reform of electronic resource management from three aspects: process, mode and content. It introduces
the relevant practice of library of Beijing Normal University, and finally puts forward relevant suggestions
and strategies.

The Innovative Research on RDA of Audio-Visual and Electronic Resources of the Library

In the era of new media, the cataloguing of audio-visual and electronic resources of national
library has not been in line with international standards, and there is no joint cataloguing and cataloguing
system. It lacks internationalization, standardization and intensification. The introduction of RDA is
conducive to solving the above problems, and it can meet the new requirements of reader retrieval in
the digital environment. This paper analyses the application of RDA standard and the Chinese literature
cataloguing rules formulation of audio and video electronic resources. It also analyses the similarities and
differences of using content type, medium type, vehicle type general data identifier (GMD), the feasibility
of the proposed RDA standard. It proposes the adjustments that CNMARC data format need to make; it also
lists the data sample of audio-visual and electronic resources according to different rules. It visualizes the
future of audio-visual and electronic resource cataloging work, for library to better assume the role as the
important channel and battlefield of spreading culture and serving the readers better.

“Red” Documents Collection and Service Innovation in Grassroots Public Library: Taking East-river Column Documents in Dalingshan Library as An Example

Based on a brief review of the collection and services of communist documents (also known
as “red” documents) in grassroots public libraries, this paper introduced the history and achievements
of East-river Column documents collection in Dalingshan library and discussed its practices from three
aspects, namely, digitization and knowledge graph development, exhibition center, and document mining
and service innovation. The paper proposed that the grassroots public libraries should emphasize local
characteristics, prioritize services, innovate both online and offline services, and encourage readers to tell
revolutionary stories, so as to better play the vanguard role in promoting the red culture.

Digital humanities projects are one of the most important ways to implement digital
humanities services. Digital humanities projects have become a crucial part of humanities research. With
the development of the information environment, the research data, tools and platforms of early digital
humanities projects are degrading or even disappearing. How to maintain the openness and availability of
digital humanities research data and tool platforms is very important. It is necessary to seriously consider
the sustainable development of digital humanities projects to provide researchers with a reliable and
sustainable foundation for digital humanities facility. Starting from the concept and connotation of the
sustainability of digital humanities projects, this paper analyzes the status quo of sustainability research
on digital humanities projects, and discusses the usefulness of digital humanities projects in terms of
funding and personnel, user availability, tools and platforms, data access and citation, etc. Continuous
impact analysis is carried out, a sustainable social construction approach for digital humanities projects is
proposed, and sustainable digital humanities projects are constructed through social data crowdsourcing,
software open source, data opening and other forms.

Research on Library Data Service Mode Based on the Concept#br#

As an important institution for content storage, acquisition and dissemination, university library
breaks through the traditional knowledge service system and comprehensively supports the needs of the
new liberal arts for cross-linguistic and interdisciplinary communication. Library is bound to be required
to strengthen discipline cooperation and integration with the help of information technology, to expand the
connotation of discipline service, and to build a data service model dominated by scientific research data
management, development and service. The library service mode is inseparable from the support of five
elements: resources, space, librarians, service, and platform. This paper closely connects the changes of five
elements under the background of new liberal arts, introduces the concept of data center into the construction
of library service system, reconstructs the “five in one” data service mode of university library in the future,
and demonstrates it through specific construction and service practice cases. Focusing on the concepts of
“resources +”, “space +”, and “librarian +”, the library of Shanghai International Studies University constructs
a data middle platform with resources, digital tools and algorithms as the main body, and is committed to
creating a digital academic environment that integrates multilingual Digital Resource Center, Digital
Humanities and academic laboratory, digital content creation and creativity space, and wisdom sharing and
discussion space. While improving the interdisciplinary support and service ability of the library, it promotes
the formation of data thinking of teachers and students, so as to comprehensively help the interdisciplinary
integration and collaborative innovation of the school under the background of the new liberal arts.

In order to meet the new requirements of colleges and universities for data literacy and services
under the background of developing new liberal arts disciplines, the library has made new exploration with
academic training camp as the main mode. The academic training camps organized by the libraries of Fudan
University, Shanghai International Studies University, Shanghai University of Finance and Economics
and other universities centered on data literacy and data services, which have their own advantages and
characteristics in terms of goals, contents, and forms. They have accumulated successful experience.
Based on comparative analysis, this paper summarized and put forward optimization suggestions such as
strengthening interlibrary cooperation and collaboration, creating cross-disciplinary realistic application
scenarios, promoting the integration of production, education, and research, and creating a complete
curriculum system.

In recent years, the development and application of information technology has entered a new
era. “Digital Transformation” has been given a new connotation. Many industries expect to establish a new
business model and value system through digital transformation. In the field of university library, great
achievements have been made in the construction of “Digital Library” and “Smart Library”, but there are few
studies on the digital transformation in the new era, and the understanding of its connotation and importance
is insufficient. Under the background of the construction of new liberal arts and the beginning of the 14th
five-year plan, university libraries should change the old cognitive concept of “digital transformation” in

Training Camp for Information Literacy Education

The current information literacy education has changed with open content and diverse needs,
which brings challenges and opportunities to information literacy education. The library of Shanghai
International Studies University reflects on current information literacy education based on constructivist
learning theory, and, by taking into account of training camp models and characteristics, attempts to
transform it to better suit information literacy education. It center son learners, organizes a composite
education team, and designs a variety of formats including workshops, salons, high-end academic lectures,
and competitions. Practices have proved that this innovative model of learning in different contexts, learning
through problem solving, collaborative learning and interactive teaching are suitable for information literacy
education. Based on practice and feedback, it is recommended to provide more practicing opportunities and
publishing opportunities for learners in the future.

The “Four Rules of Textual Criticism”, Dui Jiao, Ben Jiao, Ta Jiao, and Li Jiao have been
used for emendating ancient works of either printed books or manuscripts. Dui Jiao is to identify the
authoritative edition and copy for collating the variants; Ben Jiao is to emendate within the book and
manuscript itself, or related subjects in other books and manuscripts, known as Ta Jiao; Li Jiao is to exercise
scholarship of critical and logical analysis when the other three methods are not applicable. However, an
authoritative edition often does not exist even for the works of the Ming and Qing Dynasties. Furthermore,
during the transmission of texts, variants in intermediate copies were inevitably mixed together, such that
the Stemmatics method cannot rebuild the family tree. As a result, corrupted texts cannot be restored by the
“Four Rules of Textual Criticism”. To address such problem, this paper proposes a new method based on
statistical analysis with application to Tou Bi Ji as a case study. The new method is referred as Statistical
Textual Criticism by the authors.

A Comprehensive Study on the Beiguo Ji, the Master Copy of the Si Ku Quan Shu Collected in Zhejiang University Library

Beiguo Ji is a collection of poems by Xu Ben, a poet in the late Yuan to early Ming Dynasties.
Beiguo Ji, a block-printed edition of the Ming Dynasty, Wanli Period, collected in Zhejiang University Library,
is the master copy of the Si Ku Quan Shu. Many proofreading notes inscribed by the editor and the proofreader
of the Si Ku Quan Shu are kept in the book. Its contents can be divided into three categories: marking
format, collating text and correcting nonstandard words. The inscriptions were written by editor Min Sicheng,
proofreader Lu Sui, the transcriber in charge of the three royal libraries in the south of China and so on. There
are many problems in Beiguo Ji of Si Ku, related to the selection of the master copy, the undutiful editor, the
personality of the proofreader, the excessive workload of the proofreader, the substitute scribe and so on. By
studying the master copy, we can observe the details in the process of Si Ku Quan Shu and have a glimpse of
the common limitations to reveal the important value of the master copy for the research of Si Ku Quan Shu.
