The Comparative Study on Metadata of Open Data Between Chinese and American Governments

Abstract: By comparing the construction and application of metadata of open data between Chinese
and American governments, this paper analyzes the shortcomings in the application of metadata for open
data of Chinese local governments, and attempts to improve the metadata quality in order to promote the
construction and upgrading of the portals. The analysis is made from three aspects: metadata management
system, metadata standard, and metadata usage. Most of the U.S. government data open portals are based
on the general open data platform, with relatively complete national and local government open data
metadata standards, and a high level of open data. By paying attention to the metadata quality in the open
portals of local government data, China should as well issue local metadata standards and regulate their
use in portals.
