Research on the Young Children’s Reading Promotion Service in United Kingdom

Abstract: The article selects four representative and influential national reading promotion projects for
young children: Bookstart, Sure Start, Summer Reading Challenge, and Chatasterbooks (Reading Clubs)
as examples to analyze the development of reading promotion services for young children in the UK. It
summarizes the characteristics of such promotions: family as the basic unit; public library as the main
organizer; objective surveys as the basis for the activities; eliminating poverty elimination and protection of
children’s basic rights and interests as the goal; and preparing young children for school as the main purpose.
“Reading changes everything; it’s never too early to start”, “reading for pleasure”, and “early reading
is the most important investment” are the important concepts in British reading promotion. Government
departments, societies/associations, charitable organizations, libraries, and health care centers play different
roles as initiators, organizers, funders, and promoters, which thus forms the reading promotion system to
jointly promote the reading for young children.
