Discussion on Library Emergency Services during Major Public Safety Emergencies

Abstract: How should public libraries respond to major public safety emergencies? How to establish a
scientific and reasonable library emergency service system and mechanism? Wei Dawei and Liao Yongxia
introduced a series of countermeasures adopted by the National Library of China in the face of coronavirus
outbreak in 2019, and shared thoughts on the construction and improvement of the library emergency service
guarantee. Ke Ping pointed out that library emergency service mechanism includes emergency safeguard
mechanism, linkage mechanism and information sharing mechanism, and finally he put forward ten suggestions
on the library emergency services mechanism. Zhang Zhixiong shared his thoughts on organization of urgent
information service in professional libraries under the major public safety emergencies, based upon the role
that Wuhan Library of the Chinese Academy of Sciences had played in monitoring the progress of COVID-19
research, to support the related scientific research in China. He emphasized the social value of the professional
information service under the major public safety emergencies. Wang Youqiang proposed, in view the relevant
practices of the international library community, that libraries should make full use of their unique advantage
of literature and information resources, and to actively provide documentary information resource services
for decision-making, research, and publicity in the management of emergency events of public security. Teng
Wuxiao pointed out that libraries, as an important part of the national public service system, should develop a
reader-oriented and capacity-driven emergency service by way of systematic thinking. Zhou Lu investigated
the emergency services provided by public libraries in China since the outbreak of novel coronavirus and
then pointed out that it is essential for public libraries, as public service institutions, to establish a reasonable
scientific and systematic emergency service system.
