    Strategies and Practices of National Digital Preservation Program for Scientific Literature

    In order to meet the challenges presented by the increasing demands for digital literature resources as well as the threats the usage involves, the National Science and Technology Library of China has developed the National Digital Preservation Program for Scientific Literature (NDPP). NDPP aims to preserve the domestic and foreign digital literature resources of great values to China's research, innovation, and development in the long run. It has devised a balanced preservation rights management mechanism, formed a state-led preservation network of joint participation and reliable management that is based on public service, established a trustworthy and efficient preservation tech workflow and system platform, put forward public preservation audit and certification processes, and already preserved a large number of important scientific digital literature resources, all of which laya solid foundation for the long-term preservation of digital knowledge content resources in China.

    An Interdisciplinary Analysis for LIS Articles in CSSCI

    With the interdisciplinary approach, this paper analyzes the interdisciplinary characteristics of the library and information science(LIS) using the papers included in the CSSCI database and published from 2011 to 2015. The results show that the discipline of LIS in China is highly extensive, and it is crosscited by the other twenty-two disciplines. LIS, however, is still its own biggest reference source. The reference usually involves two disciplines, and interdisciplinarity increases year by year. But the journals of domestic library and information science exhibit small difference in terms of interdisciplinary performance, and the change in the annual average diversity remains random without a rule to trace.

This article qualitatively concludes the progression in the development of the subject in Shanghai during the period and illustrates from the following perspectives: reading promotion, metropolitan public library, university library, linked data, digital humanities, bibliometric and network analysis.

    The 7th national seminar on fundamental theories of library science was held in Xiangtan University on October 20 to 23, 2017. The meeting agenda included “Opening Ceremony”, “Symposium”, “Closing Ceremony” and “Academic Salon”. The representatives made keynote speeches and held discussions around the theme “the review and exploration of the theoretical issues of modern and contemporary library science”. In the fierce academic debates, idea exchanges and collision, strong contention arose regarding major issues such as “saving time for readers”, “the integration of library and introduction of social forces”, “the civilizing function of library”, “the research content of library science”, and “the relationship between library science theory and practice”.

    On the basis of reviewing and rethinking the research achievements of the theory and practice of information literacy education, and absorbing the essence of domestic and foreign theory, practice, frameworks and standards, the authors present for the first time the theoretical framework of general education in information literacy that involveslife, learning and work. They also discuss the practices of MOOC, and advocate the change of teaching philosophy, the change of teaching content, the revitalization of teaching methods and the expansion of education recipients.

    The libraries, as the traditional leading actor in the field of information literacy, are given two ways in face of the challenge of content update and external competition: one is to keep up with the new literacy tendency and the other is to return to the foundation of metaliteracy, the core of which is “critical information literacy”. This paper analyzes the connotation of critical information literacy, studies seven information literacy standards of four professional library organizations, and summaries three major practice models for critical information literary education.

    New Needs, New Context and New Strategies in Information Literacy Education for Special Groups: Based on the Research of Important Social Issues and Interviews on Hemophilia

    Based on the current situation of information literacy education and focusing on the similarities of different special groups, the paper tries to establish a framework of information literacy education for special groups. New needs, new context and new strategies are presented in this article based on empirical studies. By collecting important social issues from 2006 to 2016 on the Internet and making in-depth interviews on hemophilia, the authors not only speak about the general information needs of various special groups but also find a way to connect the general situation with specific needs. Eleven information needs are identified in this research, and divided into five categories that would have a huge influence on information literary education for special groups. The key factor behind these newly found needs is the mobile technology. In the last part of the article, three new strategies for educators are also discussed.

The self-training platform for library users designed and developed by our project team has six characteristics, namely, universal, powerful, interactive, content-rich, various forms, scene-specificand interactive. It could meet demands of users’ self-study, save library resources, and has important practical significance and application values.

    At present, the information literacy courses for college students mainly adopt the traditional teacher-centered model. What is being taught is different from what students really need in daily life. This article thus puts forward a learner-centered model that integrates pragmatic content and vibran teaching methodology, whereas building a team devoted to information literacy.

    Research on Corporate Governance Structure of Public Cultural Service Alliance: Take LYRASIS Council as an Example

    Currently, domestic attempts to construct cultural public service alliance have been made in some regions, whereas the operations of the alliance at present remain on the level of specific work collaboration, without breaking the original boundary in system and mechanism. Based on the analysis of American LYRASIS alliance board function and composition, procedure, assessment and feedback system, this paper attempts to analyze the governance mode of public cultural services alliance and provide reference for building corporate governance structure of China’s public cultural service alliance. It recommends that China’s public cultural service alliance should set up the governance body of entity, publicness and independence; that priority should be given to the public interest; that consideration should be taken of proportion of internal and external members in terms of council directors’ composition; and that member selection system should be formulated with regular evaluation and feedbacks, in order to provide the basis for the council’s decision-making.     Research on Community Library Policy in Public Cultural Service System

    With the rapid development of society and the increase of floating population, the development of community library in our country will be increasingly important. As a result, policy is needed to protect, normalize and regulate community libraries. There is a series of policies associated with community library in China, particularly Community Library Service Specifications and Public Cultural Service Guarantee Law of the People’s Republic of China. These regulations and policies are useful of grassroots public library service, and can provide reference for the development of community libraries. This paper summarizes the requirements of library policies and regulations on community library construction, and clarifies that the policy promotes and protects the practice and development of community libraries. On this basis, the author puts forward three specific recommendations, including reflecting on the characteristics of the community, paying attention to the special groups, and strengthening the utilization of space.

    The IFLA’s Statement on the “Right to be Forgotten”: The New Trends of Patron Privacy Protection

    In 2016, IFLA’s Governing Board approved a statement on the “right to be forgotten” that aims at privacy protection in the Internet era, taking into account of global application of the right to be forgotten by various nations. IFLA urges library professionals to participate in policy discussions about the right to be forgotten. This paper expounds the IFLA’s position on this statement: the IFLA advocates the “right to be forgotten” and regards it as not conflicting with the freedom of access to information or the freedom of speech. The paper also explains, in view of the existing legislations and practices in countries and regions, the historical development of such position. It introduces the IFLA’s proposals of application and discusses how the right to be forgotten should be implemented at home.

    Research on the Personal Information Privacy Policy of the Academic Libraries

    The paper investigates into the personal information privacy policy of the academic libraries in the Mainland China, Hong Kong, Macao and Taiwan. As the result reveals, the academic libraries in the Mainland China lack the privacy policy and do not know how to protect the users’ privacy while Hong Kong and Taiwan do better. It then continues to explore the reasons for the low level of attention to users' personal information protection in the academic libraries in the mainland.

    This paper, by studying a college of Shenzhen University Town with the new generation of InCites, makes a comprehensive evaluation on scientific research performance and compares them with the global benchmark data. It also refers to the top 1% subject threshold of ESI and SCADC subject categories to identify advantaged and potential subjects. Through the statistical analysis of regional agency cooperation, it discovers and points out high quality partners.

Zheng Qiao failed to convey the idea because of pursuing the antithesis. This influenced the reader’s understanding about the source of historical materials. This article aims to study on the source of historical materials based on the before researches and Tong Zhi Yi Wen Lue.

    A Review on Literature of Chinese Taboo Studies through the Ages

    Studies of taboo in China have a long history, yielding fruitful results and there are a large number of research literature. From Pre-Qin period to the Ming dynasty, scholars have collected a lot of taboo materials but not to create. Studies of taboo in the Qing dynasty have enlightening influence on modern studies of taboo. Through Examples to Study the Chinese Taboo by Mr. Chen Yuan marks the formation of the modern taboo and has constructed the modern taboo studies system for the first time. In modern times, the taboo studies have made great achievements and we should strengthen the research of application of taboo.
