Abstract: With the rapid development of society and the increase of floating population, the development of community library in our country will be increasingly important. As a result, policy is needed to protect, normalize and regulate community libraries. There is a series of policies associated with community library in China, particularly Community Library Service Specifications and Public Cultural Service Guarantee Law of the People’s Republic of China. These regulations and policies are useful of grassroots public library service, and can provide reference for the development of community libraries. This paper summarizes the requirements of library policies and regulations on community library construction, and clarifies that the policy promotes and protects the practice and development of community libraries. On this basis, the author puts forward three specific recommendations, including reflecting on the characteristics of the community, paying attention to the special groups, and strengthening the utilization of space.
