Abstract: Based on the current situation of information literacy education and focusing on the similarities of different special groups, the paper tries to establish a framework of information literacy education for special groups. New needs, new context and new strategies are presented in this article based on empirical studies. By collecting important social issues from 2006 to 2016 on the Internet and making in-depth interviews on hemophilia, the authors not only speak about the general information needs of various special groups but also find a way to connect the general situation with specific needs. Eleven information needs are identified in this research, and divided into five categories that would have a huge influence on information literary education for special groups.
