Exploring Emerging Trends in Libraries: Insights and Reflections from the 88th IFLA Congress

This article
presents key insights gathered by the author during their participation in
selectsessions of the 88th World Library and Information Congress (WLIC2023)
held in Rotterdam, Netherlandsin 2023. The 88th WLIC showcased the evolving
role of libraries as centers of innovation and knowledge. Under the theme “Let’s
work together, let’s library,” the congress attracted over 3,000 delegates frommore
than 100 countries, reigniting the perception of libraries as vibrant hubs of
knowledge. This articleexplores ten thematic sub-conferences of the congress,
including responsible AI usage, addressing toxicleadership, controlled digital
lending, ensuring library accessibility, and the transformative potential of AIin
academic libraries. Participants emphasized the potential of AI while also
highlighting concerns relatedto privacy, bias, and information literacy
education. The research methods employed encompassed datacollection,
observations, and interviews with scholars and professionals. The discussion
and reflectionsection underscored the potential of AI in libraries, emphasizing
the significance of privacy, transparency,and AI literacy. Furthermore, this
article delves into topics such as toxic leadership, library publishing,cybersecurity,
and inclusive practices. It underscores the need for leadership to recognize
the harmsof toxic leadership and promote inclusivity, advocacy for
collaboration with the disability community,employee training, and designing
for all. In conclusion, this article offers valuable insights into librarytrends,
providing guidance on AI integration, workplace challenges, digital lending
practices, and ensuringinclusivity.

On August 17—19,
2023, a satellite conference organized by the IFLA Art Libraries Sectionand the
Rijksmuseum Library was held in Amsterdam, the Netherlands. More than 90
participants fromover 60 related institutions in Europe and the United States
discussed about the development of art historyliterature resources,
digitization projects, the opportunities and challenges facing art literature
and visualinformation in the field of digital collection, cultural heritage
protection, and academic research, as wellas their future development. The
conference centered around 4 topics: collections as data, data and ethicalperspectives,
ongoing projects and local perspectives. This article introduces the content of
the seminar,professional views and the future trends in Europe and America, in
order to provide some clues for thedevelopment of art libraries in China.

Meanwhile, there are more and more problems in archival data, such as thedistortion,
invalidation, loss of read, disorder, and divulge secret. Therefore, it is
urgent to strengthen thecontrol of archival data quality. With the method of
literature research, this paper analyzes the connotationand characteristic of
archival data quality assurance. In virtue of the technology of traceability,immutability,
ontology, sidechains, semantic blockchain, this paper discloses the
characteristic of archivaldata quality assurance based on blockchain. This
article proposes the strategies for archival data qualityassurance based on
blockchain technology, from the aspects of rule of law construction, platform
building,infrastructure construction, and talent cultivation, so as to promote
the high quality development ofarchival data quality management and control.

Strategic Directions of Digital Scholarship

This paper aims to
identify major strategic directions of digital scholarship services ofacademic
libraries in the strategic planning of world-class university libraries.
Firstly, this paper obtained27 libraries’ strategic plans by accessing and
reviewing the library websites of the top 50 universitieslisted in the QS World
University Rankings. Then, the content analysis method was adopted to encoderelated
terminologies for further refining the concept of digital scholarship services.
Finally, it concluded24 digital scholarship terminologies related to digital
scholarship activities and summarized 5 strategicdirections of digital
scholarship services in academic libraries, that is, building digital
infrastructures,advancing open scholarships, embedding in the academic life
cycles, supporting digital empowermentsand expanding academic influences.
Meanwhile, this study made proposals concerning the developmentof digital
scholarship services in Chinese academic libraries, including building digital
infrastructure tostrengthen academic competitiveness, enhancing digital
literacy education to inspire digital competence,and implementing open
scholarship services to expand academic influences.

With the
development of digital scholarship and the construction of digital humanitiesprojects,
more and more digital academic achievements are produced in diversified forms.
As an importantpart of digital scholarship services, it has become an important
task for university libraries to explore andpractice to provide support in
publishing ways, construction methods and development strategies for theoutput
of digital academic projects. Aiming at the three most typical types of digital
humanities projectachievements, namely, digital academic works, digital
application platforms, and digital research tools,and taking into account their
achievements’ characteristics and library practical ability, a set of
universitylibrary support system for digital academic diversified achievements
is constructed, and targetedlibrary support strategies and practical promotion
feasibility suggestions are put forward with a view togiving full play to the
advantages of the library to support the publication, construction,
development,dissemination and exchange of various digital academic
achievements.

This article takes
the main body of knowledge birth dissemination and utilization in theknowledge
life cycle theory as the research path, explores the innovative value and
innovative modeof reading promotion in metaverse library, and puts forward
realistic challenges and implementationstrategies on this basis. The reading
promotion of the metaverse library will increase the chances ofproducers to
interpret the knowledge results, help the library to promote the innovation of
multi-moderesources, and break through the barriers of readers’ reading
participation. The innovative service modelsinclude: the knowledge producer
model of creator integration; the knowledge disseminator model ofmulti-experience
virtual reading and virtual librarian accompanying reading and multi-scenario
embeddedreading; and the knowledge consumer model of user promotion. At
present, metaverse library still facesthe challenges of space construction and
security management, multi-modal resources development,and organization and
innovation promotion. By creating a scene-driven library space, we can developand
mine multi-modal resources, collaborate with cultural institution and explore
new ways of readingpromotion.

national reading, grassroots public reading space is becoming animportant grip

Bai ReadingYard” is an innovative initiative of Changzhou to improve the
effectiveness of public cultural services.Through literature, network and field
research, this study selects typical venues with differentcharacteristics of “Qiu
Bai Reading Yard” for case analysis, summarizes the general characteristics ofgrassroots
public reading spaces, and draws corresponding inspiration from the development
practice.Through the analysis of “Qiu Bai Reading Yard”, this study aims to
provide reference and considerationfor the construction of public cultural
spaces around the country, and promote the construction of a booklovingsociety.

Recently, with the
increasing number of cultural heritage crowdsourcing (CHC) projects,the issue
of project sustainability has gradually emerged and attracted the attention of
academia.First, we collected domestic and foreign CHC projects and related
literature, and identified thefactors influencing the sustainability of CHC
projects through literature review and case study. Wethen adopted Delphi method
to evaluate and determine the influencing factors. Finally, we proposeda
framework including 7 primary influencing factors and 15 secondary influencing
factors for thesustainability of CHC projects. The study aims to shed light on
the practice of cultural heritagecrowdsourcing in cultural memory institutions
and to provide a theoretical basis for future empiricalexploration of the
project sustainability.

Automatic Recognition of Place Names in Ancient PoetryBased on DA-BERT-CRF Models: Taking the AncientPoetries of Nanjing as an Example

The entity
recognition of the place in ancient poetry not only helps to deeply explore therelationship
between ancient poems, but also helps to draw the distribution of Chinese
poetry and promotethe study of Chinese classical literature in spatial
dimension. The paper collected the data about theancient poetry of Nanjing and
marked the place names with BIOES. Aiming at the lack of training data inthe
field of ancient poetry, the paper proposed a place name recognition model in
ancient poetry, whichused a data augmentation method and combined the
pre-training model and CRF model, called DABERT-CRF model. In this paper, the
training data was enhanced by the entity cross-exchange method.The context
semantic information of the place names in ancient poetry was obtained by BERT
model.Then, the CRF model was used to realize the constraint of the place name
label and to generate the globaloptimal place name sequence. The average
accuracy, average recall and average F value of the DA-BERTCRFmodel presented
in this paper were 86.49%, 90.44% and 88.35% respectively.

multiple, systematic, flexible information literacy curriculum conducive to thediscovery
of research hotspots and fronts in scientific research is not only the vital
support for scientificinnovation but also an important development direction
for research university libraries. This articlestudies the ability of knowledge
creation and scientific innovation literacy on the part of researchers,investigates
the domestic and foreign top research university libraries, and, on the basis
of the ACRLFramework
for Information Literacy for Higher Education, constructs information literacy
instructionalcontents and support system that helps discovery of research
hotspots and fronts. It also introducespractices of Peking University Library
in this regard to provide preference for research universitylibraries.

This paper aims to
analyze the factors impacting users’ behavioral intentions of accessingthe
National Document Information Resource Guarantee Platforms (NDIRGPs). For this
specificpurpose, the Technology Acceptance Model (TAM) and the Technology
Readiness Index (TRI) wereadopted to build a conceptual relationship model to
verify the relationships among perceptions, personalattributes, and intentions.
The following hypotheses were also proposed: users’ perceived usefulnesspositively
influences their intentions of use; users’ optimism and perceived ease of use
positivelyimpact their perceived usefulness; and users’ optimism and
innovativeness of using platforms positivelyimpact perceived ease of use.
Through designing a questionnaire survey to collect data and analyze therelationships
among perceptions, personal attributes, and intentions, and building a
structural equationmodel to test the hypotheses, we found that the users’
perceived usefulness was positively correlatedto their intentions of use. Users’
optimism and perceived ease of use were positively correlated totheir perceived
usefulness, and users’ optimism and innovativeness of using platforms were
positivelycorrelated to their perceived ease of use. Finally, we made some
recommendations for further developingand improving the NDIRGPs.

20-volume Complete
Works of Xiao Jun which was published by HuaxiaPublishing House covers almost
all his manuscripts. this works provides the valuable documents andhistorical
materials for Xiao Jun studies and the modern and contemporary Chinese
literature studies.However, Xiao Jun created abundantly and published numerous
articles in his lifetime. Editors failed toreview all documents and materials
and resulted in a few omissions in the Complete
Works of Xiao Jun.Recently, another five works written by Xiao Jun, which have not been
collected in Complete Works ofXiao Jun, were discovered when I collected red
documents in Yan’an period. This
paper aims to annotateand interpret these five works and make a contribution to
the study for Xiao Jun.

The
woodblock-printed Shi Ji (Records of the Grand Historian) of Yuan Dynasty
annotatedby Yang Shaohe in his Ying Shu Yu Lu was once lost after Fu Zengxiang looked
over it, until the authorfound it recently in the Yuan’s complimentary books
collected in the library of Zhejiang University.Through the physical research,
it can be concluded that this edition is indeed a woodblock-printed whichreprinted
by You Ming as Fu said. The reasons for people’s misjudgment are as follows: ① As a re-carvededition,
its characteristics are similar to that of the Zhongtong edition, and Jianyang
engraving editionin the early Ming Dynasty inherited the font style of the Yuan
Dynasty; ② As a post printed edition, thewooden records of “Fengcheng
You Ming Da Sheng Corrected” have been gouged out; ③ Five articles inthis
book, including Shi Ji Zheng Yi Xu, which with a wooden record of “Fengcheng
You Ming Da ShengCorrected and Added” have been taken away, so there is no any
trace of You Ming; ④ The last seven
linesof Dong Pu's Preface was cut off, and the words ‘Huang Yuan’ in
supplementary copy on the basis ofShen Du Zhai’s edition which copied in Ming
dynasty misled some people.
