Research on the Copyright Limitation of Digital Public
Libraries from the Perspective of the Principle of Proportionality

The digital public library is supposed to provide a path for citizens to exercise their rights to education and cultural development as entrusted by the constitution, but the revision of relevant laws did not make them free from frequent infringement lawsuits, and the ultimate interest flow of its operating mechanism mostly points to the database provider. Existing theoretical bailouts and practical solutions all have a strong functionalist stance, and lack effective methodology as an argument support. Currently, libraries are still facing “infringement accusations + digital transformation + one-way public welfare + social tasks” – a quadruple limitation. The principle of proportionality has dual meanings of ontology and methodology, and can be used for copyright law and copyright restrictions at the same time. Therefore, the principle of proportionality can be used as the overarching principle, with fair use as the core principle, supplemented by technical measures, setting of blank window periods, punitive damages, and other institutional construction, so that a three-stage restriction layout with two-way public welfare as the requirement can be built for the digital public library to strike a balance between private rights restriction, rights protection and social education.

Empirical Research on Active Online Search for Health
Information among Youth for Parents in Minority Villages

In the post-poverty-alleviation era, the lack of health information among middle-aged and senior citizens in minority villages have become an urgent social issue. It has become a common phenomenon for youths to search online health information for their parents due to their higher level of media literacy in these villages. This study viewed the university students from minority villages in southwest China as research objects to clarify the underlying mechanism of active online search of health information of youths and their intensions in ethnic minority villages. The results showed that the youths’ anxiety about their parents’ health affected their perceived need of health information, while first-hand experience affected the perceived usefulness of such information. Also, both perceived need and perceived usefulness drive the behaviors of online search. The elderly’s trust only moderated the relationship between first-hand experience and information usefulness. Promoting media literacy of university students, therefore, is important to encourage them to actively search online health information for their parents, and hence address the health information issue of middle-aged and older people in minority villages.

Research on Weight Failure of Linear Academic Evaluation and Its Impact

This paper puts forward the problem of weight failure implied in academic evaluation, namely, when some evaluation indexes “increase and decrease at the same time”, no matter how the weight combination of these indexes changes, the ranking of evaluation results is almost unchanged, making the weight almost of no impact. This paper makes a further analysis on the formation mechanism, characteristics, measurement methods, influencing factors and consequences of weight failure, and takes JCR2019 economics journal as an example to carry out simulation experiments. The results show that weight failure is a common phenomenon in academic evaluation, which should be paid enough attention to. Weight failure is a double-edged sword—it can reduce the impact of weight fault and weight error, but also affects the quality of evaluation. The influencing factors of weight failure include index correlation, total weight and evaluation scale. This research enriches the evaluation theory in Information Science.

Research on the TF-IDF Literature Recommendation Based on

The TF-IDF literature recommendation method based on the behavior data of electronic resources is proposed, aiming to improve the efficiency of using library point resources and realizing personalized and accurate literature recommendation services. Firstly, a corpus is formed by using the abstracts downloaded and browsed by users with the same professional background. Secondly, the abstracts in the corpus are divided into words and the TF-IDF values of the divided words are calculated. Then, the high-impact journal literature of the profession is selected as the literature to be recommended. Finally, the cosine similarity between the literature to be recommended and the TF-IDF values of each entry in the corpus is calculated, and the literature with high similarity is sent to the user. The empirical results show that, on one hand, the recommendation method is more accurate for users with similar academic research backgrounds, and, on the other hand, it provides new ideas for scholars to effectively recommend papers for research.

The urban reading service system is a comprehensive service system that includes radio and television stations, new media platforms, newspapers, magazines, publishing houses, bookstores, schools, and libraries (rooms) to promote reading for all. “Library City” is a library reading service system and digital service network that cover the whole city geographically and spatially. Through the scientific layout of library service outlets, it integrates the city’s literature information and characteristic resources, and realizes the co-construction of the city’s literature resources. The convenience and zero threshold of sharing and library literature information services are an important part of the construction of a city’s reading service system and an important symbol for the in-depth promotion of reading for all. In this paper, by explaining the construction background, concept, plan design, implementation process and effectiveness of the “Cangzhou Model” of the “library city”, this paper proposes an innovative construction path for the urban reading service system for discussion by colleagues in the library community.

Education for Law Librarianship in North America
iSchools: History, Models and Reflections

The article surveys 63 ALA accredited LIS master’s degree programs in North America, collects and sorts out the data on the MLIS rankings and “Law Librarianship” sub-rankings conducted by the U.S. News & World Report, as well as the status of the iSchool member institutions. It concludes that the North America model through long historical development shall offer valuable experience to Chinese counterparts The article also studies the current practice in China by analyzing the law related courses or contents offered in these reputable MLIS programs. The article suggests that Chinese LIS community should promote the institutionalized education for law librarianship or legal information specialists, and advocate for the long-term competency of Chinese law librarianship.

Accurate identification of the structure function modules from the ancient bibliographic synopses is important for searching ancient books, studying knowledge, identifying editions and examining the loss of ancient books. This paper proposes a fine-grained six-category synopses structure function classification strategy and construct a synopses structure function recognition model using the RoBERTa to meet the current practical needs of grasping the structure function connotation of ancient bibliographic synopses, from the perspective of intelligent synopses structure function recognition. The experiments on the synopses of ancient scientific and technical books in the Siku Quanshu Zongmu show that the proposed classification strategy and recognition model has certain domain adaptability and effectiveness. By combining pre-training models and automatic learning of semantic connotation features of ancient bibliographic synopses, we can effectively perform synopses structure function recognition. It effectively reduces the threshold of synopses utilization, improves the speed of synopses content presentation, and facilitates readers’ accurate search, rapid understanding and in-depth utilization of ancient books.

The education of Library Information and Archive Management in Chinese Mainland has developed rapidly. With the saturation of the traditional job market and changes in the industry, graduates’ career directions have gradually shifted from traditional library and archive institutions to information service institutions in a broad sense, medical institutions, state-owned enterprises, and civilian positions in military. Adopting a quantitative research method based on a manually constructed multidimensional corpus of " LIS Jobs", and coupled with Named Entity Recognition and Social Network Analysis, we conducted an empirical research on the labor market of public positions in LIS field. The study found that the number of institutions and employees in LIS field have been increasing, and public institutions and civil servants are the main sources of demand; that public institutions show a trend of shift from traditional LIS positions to new emerging positions; that MLIS education and LIS doctoral education have become the main sources of LIS migration to industry and building academic influence; that the geographical imbalance in LIS job distribution is still prominent; and that LIS majors face greater external competition in the labor market. Finally, we provided advice for various interest groups including graduates, universities and the government.

The Folk Application and Cultural Connotation of Suzhou Numerals in Hainan During the Late Qing Dynasty and the Republic of China

Suzhou numerals, a commercial number born in ancient China and originated in Suzhou, has been widely spread all over the country. It is mainly used by the common people with little relevant literature preserved. From the late Qing Dynasty to the Republic of China, 560 Suzhou numerals were found in at least 21 types of stone tablets in Hainan. There were nearly 100 Suzhou numerals records in three pamphlets copied by Hainan fisherman Su Deliu, and 33 pieces of Suzhou numerals in Guihai Nian Gengliubu used by Lin Shujiao, a fisherman of Hainan Province. In addition, he has a Singapore passport and a family tree from the Republic of China, noted with Suzhou numerals. It is strong evidence of the folk heritage of Jiangnan culture in Hainan. The calculation method of Suzhou numerals in Su Deliu’s pamphlet is scientific and accurate, and the calculation results of Suzhou numerals in Genglubu are highly reliable, but there are many mistakes in the interpretation of Suzhou numerals in Jinshi. Combined with the historical background of Suzhou numerals in Southeast Asian countries, maybe we can find a new cultural imprint of Hainan as atransit station in the ancient maritime Silk Road.

Research on the Newly Found Letters of Li Wen from

In Liu Rushi’s Biography, Mr. Chen Yinque quoted two letters from Li Wen, a scholar of the “Yunjian School”, to prove indirectly that Chen Zilong had contacts with Liu Rushi. However, limited to the letters contained in Li Wen’s Collection of Liao Zhai, there are taboo changes in the content, and the names mentioned in the letter cannot be confirmed. Mr. Chen Yinque can only make an inference. In recent years, a new volume of “Li Shuzhang’s Manuscripts” has been found, which can just supplement the lack of manuscripts and unveil that the characters tabooed were two friends from the same society with the author. It has corrected the statement about the writing time and relevant inferences of the two manuscripts in Liu Rushi’s Biography, and speculated the possibility of the early interaction between Yunjian school and Qian Qianyi in combination with many clues in the manuscripts.

Completed in the late period of the Republic of China (1937.11–1941.12), Chinese first feature-length animation, Princess Iron Fan, was a masterpiece in the development of early Chinese animation. Therefore, there are a number of reports recorded about it at the time. Through these documents, we can learn about the various processes that Princess Iron Fan went through from its birth to its release. Although the film has been seen as a work to “call to arms”, a review of the Princess Iron Fan and related documents on Shanghai society reveal that Shanghai, as a concession during this period, was under a multi-layered social structure affected by the colonialism, enveloped in the complex and changing political environment created by various political forces, and the resulting chaos in law and order. It also has disclosed the complicated situations in terms of society, ideology and public security in Shanghai at the time. This paper has analysed and summarised the literature related to the Princess Iron Fan in the period and other animation works of the Republic of China. On this basis, it tries to reinterpret the Princess Iron Fan in the light of the literature related to Shanghai society.
