Creating a Strong and United Library, and Promoting the Development of Literate, Informed and Participative Societies: Experts’ Discussions on the 84th IFLA General Conference and Assembly

The 84th IFLA General Conference and Assembly with the theme “Transform Libraries: Transform Societies” was held in Kuala Lumpur of Malaysia from August 24th to 30th. Over 3,500 delegates from more than 110 countries attended. IFLA President, Glòria Pérez-Salmerón declared, “We are the motors of change, and we are ready. Ready to move up a gear. It is our duty. And our opportunity. Because societies are better, fairer, stronger and more diverse for being shaped by libraries.” One of the most important achievements was the official release of the IFLA Global Vision Report. IFLA Secretary General, Gerald Leitner said, “No other organization in the field of culture, education and science in the world has been able to launch such an inclusive and democratic process worldwide. The IFLA Global Vision Report is the manifestation of the power and opportunities of a united library field.” A series of reports such as IFLA’s Trend Report and Statement on Copyright Education and Copyright Literacy, were published as well that received a worldwide attention. Sun Yigang put forward his thoughts and suggestions on China’s active participation in the Global Vision projects, more active participation in IFLA initiatives, and enhancement of the discourse rights. Cheng Huanwen introduced the core contents of each trend report, and analysed the influence of Global Vision Report and Library Map of the World. He maintained that libraries have everything they need to survive and thrive in this continuously changing world, and that the key to success lies in how we seize the opportunities to adapt to social changes. Wu Jianzhong proposed that libraries should take the initiative to transform, and that we should study the Global Vision Report to achieve the inclusive development of libraries. Zhang Shali sorted out the status quo of Chinese library colleagues’ participation in IFLA. She suggested that China should actively participate in the work of IFLA committees, and of IFLA annual conferences and sessions, as well as contributing to the IFLA Journal, making China’s voice heard by IFLA.

Our Vision, Our Future: Interpretation and Analysis of the
Core Content of Global Vision Report of IFLA

The Global Vision Report (abbreviated as the Report) was officially released at the 84th annual
meeting of the International Federation of Library Associations and Institutions(IFLA) on August 26, 2018.
This paper makes a general introduction to the Report, and analyses the six questions, two findings, ten
highlights and ten opportunities demonstrated in the Report, as well as its data sources and planning process.
It puts forward some suggestions on actively participating in various projects of IFLA, promoting world
cultural heritage protection and accelerating transformation and reform of libraries.

The Advocacy and Practice of Specialized Libraries in Modern China

The article traces the lack of academic research on specialized Chinese libraries in modern times and inspected the establishment background of the specialized libraries during the period of the Republic of China, characteristics of the library, types of books, professional service and so on.The research objects include: The Library of the Institute of Geological Survey of the Ministry of Agriculture, Shanghai Mingfu Library of China Science Society, the Library of Shanghai Specialized School of the Ministry of Communications, the Education Library of the China Education Improvement Society, the Jiangsu Provincial Library of the Studies of Ancient Chinese Civilization, the Library of the Palace Museum, and Shanghai Hongying Library. With the advocacy of a group of advanced people and the participation of some library scientists, the birth and growth of several well-known specialized libraries have enriched the types of modern Chinese libraries and witnessed the development of the science, education, humanities, engineering and technology of modern China, and even the revival of Chinese traditional culture.

Practice of Reflection on Think-Tank-Type Service of University Library: A Case Study Based on Peking University Library

The development of think tank service in university libraries is not only a response to the national strategy, accommodating the needs of university, but also an urgent requirement for the library’s own transformation. The paper introduces the exploration and practices of Peking University Library in providing service typical of think tanks, such as discipline development support services and periodic research monitoring services. Through analyzing the advantages, significance, difficulties and problems it encounters, the paper puts forward the thoughts and strategy of developing the think tank service in university library, such as the construction of basic database, and the establishment of personnel training mechanism and experts team, in the hope of enhancing the initiatives, improving professionalism, and building high-profile brands. An Analysis of Zhu Shuangyun’s the History of New Opera

The History of New Opera published by Shanghai New Drama & Novel Publishing House in 1914 is the first chronicle of drama in China. The book, which describes the development of the early Shanghai drama in the 16 years from 1899 to 1914, is one of the important existing literature for the study of early drama. Zhu Shuangyun, the author of the book, is not only a former witness, but also a researcher and practitioner of the early drama movement of our country. However, the History of New Opera was written in a hurry and not well composed. the author, in the course of collating the book, referring to other literatures, chronicles the early students’ acting activities, and points out several neglected questions in the book, so as to evaluate Zhu Shuangyun and the History of New Opera objectively in a perspective close to the truth of history.
