Abstract: The paper analyzes the innovation background from the perspectives of the “moral education” framework and the dilemmas facing library in reading promotion and freshman instruction program. It then puts forward an integrated freshman instruction model in light of foreign freshman programs. Finally, the paper takes the new freshman instruction program held by Shanghai Jiao Tong University Library and Antai College of Economics and Management for an example to discuss the importance of implementing new freshman instruction model in the new situation.
