Research on the Equalization of Basic Public Cultural Services in China: Model Construction and Empirical Analysis

From the perspective of regional equality and outcome equality, and according to the degree of equalization of public cultural resources between regions, this paper constructs the index system of equal evaluation of basic public cultural services, and puts forward an evaluation method involving expert scoring, comprehensive index and Gini coefficient. It then conducts an empirical study on the equalization level of basic public cultural services in China from 2011 to 2016. The results show that 1) the equalization level of basic public cultural services in China is not high, reaching an unbalanced status and showing a downward trend from 2011 to 2016; 2) in terms of public cultural resources, the situation in the east has been the best, followed by western whereas the central region the worst; 3) the serious regional difference of public cultural financial inputs and the worsening regional difference in the supply of public cultural products are the main factors restricting the process of equalization of basic public cultural services. Finally, the advantages and disadvantages of the empirical model are discussed in this paper.

Light Up The Heart: Pudong Library Service for Visually Impaired People

As a social institution that protects the intellectual and cultural rights of citizens, public libraries are obliged to provide equal services to vulnerable groups, including the visually impaired. This article, through in-depth interviews with persons in charge of the Visually Impaired Service Project of Shanghai Pudong Library, traces the origins of the equal service concept and humane care spirit, and introduces the preparation, development and optimization process of the accessible computer training course, including the course setting, selection of lecturers and librarians, etc. It also describes the role of Pudong Library, the media and the community in promoting the service to visually impaired persons.

The Empirical Research on Dongguan Library’s No-Directly Economic Influence Evaluation

In 2014, Information and Documentation—Methods and Procedures for Assessing the Impact of Libraries was issued by ISO, breaking the industrial limitations, adopting the “impact” as an evaluation index for libraries, and thus endorsing library’s contribution to and values to individuals, related organizations, society, and economy. In particular, economic impact is measured in terms of changes in economic growth (output or added value) and the associated changes in jobs (employment) and income (wages). This paper conducts an empirical evaluation on Dongguan library’s economic impact, using the standards, and propose three assessment strategies, namely, ① to use domestic statistical index data or existing data from statistical agencies to integrate them into library assessments; ② collaborate with the statistics bureau and scientific research institutions to develop a library economic impact assessment tool; ③ hire a third-party institution to assess the economic impact of libraries.

Dataset of Chinese Electronic Journals Resources Access Behavior at Fudan University in 2015

The paper uses the ERU system to collect the behavioral data of the Fudan University faculty and students' access to the electronic journal database in 2015.Through the selection of three dimensions of integrity, accuracy and representativeness, the access behavior data of two Chinese periodicals database platform are selected and the privacy information is desensitized, and a total of 10.1million is recorded. The dataset can be used for electronic resources purchasing demand and benefit analysis, overloading monitoring, and can also be used in alternative econometric analysis, hot research spots analysis of subjects and interdisciplinary trend analysis. It has practical value and scientific research value.

Historical Distribution of Baichuan Xuehai by Zuo Gui

In the southern Song dynasty, Zuo Gui compiled Baichuan Xuehai(Lit. Hundred Rivers Reach the Sea of Learning), later praised as the earliest printed collectanea in China. Its first edition is in the possession of the National Library of China. Another old edition of Baichuan Xuehai is stored in the Imperial Household of Japan. This edition was previously appraised as a Ming dynasty print, whereas the author confirms this is totally identical to in printing block, including its frame, style, fonts, and carver’s names. It is difficult to judge the printing time, Song dynasty or Ming dynasty, only by comparison with reproduction, but at least this paper successfully proved the same printing blocks were used in the two editions, and these two are the earliest and reliable edition among all existing editions. Recently, the National Library of China edition was reprinted in the series of Chinese Rare Book Facsimile Reprints, by complementing with the Minkuo period edition for the first volume and nine books which originals are lost in China. By desterilizing another edition in Japan, we can restore the original print of 99 in all the 100 original books of the collectaneam, while the rest is Shengmen Shiye Tu (Illustration of Sacred Member Enterprises), which is lost in the both editions.
