    Research on the Equalization of Basic Public Cultural Services in China: Model Construction and Empirical Analysis

    From the perspective of regional equality and outcome equality, and according to the degree of equalization of public cultural resources between regions, this paper constructs the index system of equal evaluation of basic public cultural services, and puts forward an evaluation method involving expert scoring, comprehensive index and Gini coefficient. It then conducts an empirical study on the equalization level of basic public cultural services in China from 2011 to 2016. The results show that 1) the equalization level of basic public cultural services in China is not high, reaching an unbalanced status and showing a downward trend from 2011 to 2016; 2) in terms of public cultural resources, the situation in the east has been the best, followed by western whereas the central region the worst; 3) the serious regional difference of public cultural financial inputs and the worsening regional difference in the supply of public cultural products are the main factors restricting the process of equalization of basic public cultural services. Finally, the advantages and disadvantages of the empirical model are discussed in this paper.

    The Interpretation of Mapping Report of PCC Standard Record to BIBFRAME

    The mapping of PCC standard record to the BIBFRAME mapping is done based on the mapping of standard record to the RDA, thus reflecting the mapping of RDA to BIBFRAME. The mapping report summarizes the mapping situation and presents 16 issues and recommendations. It also demonstrates specific issues of concern: emphasis on machine-actionableness in the linked data environment, modeling and relationships, administrative metadata, and the description of series. The interpretation of the mapping report helps to understand the development trend of RDA and BIBFRAME, and promote its theoretical research and practical exploration

    A Study on the Mapping and Conversion between CNMARC and BIBFRAME

    This paper attempts to establish a mapping between CNMARC fields and the class and property of BIBFRAME 2.0, so as to address the lack of semantic relations of CNMARC and to finally realize the linking and opening of CNMARC bibliographic data. Based on the vocabulary and the model of BIBFRAME 2.0 published on the website of BIBFRAME and the conversion tool from MARC21 to BIBFRAME, the mapping between CNMARC fields and BIBFRAME 2.0 class and attribute is attempted by means of metadata mapping and conversion, and then the BIBFRAME model of CNMARC is constructed by taking a CNMARC record as an example. Based on the conversion between MARC21 and BIBFRAME, the conversion between most fields of CNMARC and BIBFRAME can be realized. Meanwhile the vocabulary of BIBFRAME 2.0 is built on the basis of MARC21 fields, so in the process of the conversion, there are some fields of CNMARC that can not be converted directly, making it necessary to add some classes and properties to complete the conversion.

    Light Up The Heart: Pudong Library Service for Visually Impaired People

    As a social institution that protects the intellectual and cultural rights of citizens, public libraries are obliged to provide equal services to vulnerable groups, including the visually impaired. This article, through in-depth interviews with persons in charge of the Visually Impaired Service Project of Shanghai Pudong Library, traces the origins of the equal service concept and humane care spirit, and introduces the preparation, development and optimization process of the accessible computer training course, including the course setting, selection of lecturers and librarians, etc. It also describes the role of Pudong Library, the media and the community in promoting the service to visually impaired persons.

    The first Symposium on the Collection Development and Performance Management of University Libraries, sponsored by Academic Library and Information Committee of Shanghai and the University Library Union of Yangtze River Delta, was held in Shanghai Jiao Tong University Library from November 23 to 24, 2017. Based on the goal of being “Double First-rate” in colleges and universities, the symposium focused on the subject information resource construction, collection evaluation and performance management of the libraries. It discussed the main problems and challenges in the development of information resource in the new era, as well as innovated related theories and practices in the digital environment. It thus helps university libraries of the Yangtze River Delta region to strengthen collection development performance, and obtain a consensus in the construction of first-rate information resource.

    The transformation of university library has become a focus in the new era with new policies. Against the background of striving to be “Double First-class”, Chongqing University Library launches a series of transformation policies which combined the national “13th Five-Year plan”, including reading promotion into business workflow. The study of the think tank of the scientific academic genealogical literature is a key transformation project for reading promotion on academic papers.

    The Empirical Research on Dongguan Library’s No-Directly Economic Influence Evaluation

    In 2014, Information and Documentation—Methods and Procedures for Assessing the Impact of Libraries was issued by ISO, breaking the industrial limitations, adopting the “impact” as an evaluation index for libraries, and thus endorsing library’s contribution to and values to individuals, related organizations, society, and economy. In particular, economic impact is measured in terms of changes in economic growth (output or added value) and the associated changes in jobs (employment) and income (wages). This paper conducts an empirical evaluation on Dongguan library’s economic impact, using the standards, and propose three assessment strategies, namely, ① to use domestic statistical index data or existing data from statistical agencies to integrate them into library assessments; ② collaborate with the statistics bureau and scientific research institutions to develop a library economic impact assessment tool; ③ hire a third-party institution to assess the economic impact of libraries.

    A Study on the Reading Literacy of College Students and Its Influencing Factors in New Media Era

    Digital reading has gradually become the major way of reading among college students. At present, reading promotional activities mainly involve the introduction of books and magazines, whereas the library has not intervened with its users’ professional reading. This study uses scientific experiment and interview to compare the reading literacy of college students towards new and old media, in the hope of exploring the impact of new media on reading literacy. The study finds that while new media has no correlation with reading literacy, reading via new media is more likely to reduce reading efficiency. The paper analyzes the influential factors of reading literacy in new media environment, and then puts forward the reading suggestions.

    Discussion on the ABET Accreditation Framework of Library Supporting College

    Getting the ABET accreditation is of great significance for the development of the engineering subject. In the process of the ABET accreditation, what services can be provided by the library? Firstly, the standards for the library services in the ABET accreditation was analyzed through the ABET Criteria. In view of the library support materials of Yale University and Purdue University, the Shanghai Jiao Tong University Library ABET certification framework was established, and a case study was carried out. The results showed that the library services provided strong support for the ABET accreditation, and the framework could be a template for other colleges’ related services.

    Education resources can guarantee and maintain the healthy development of colleges education. Reasonable distribution will determine the scale and speed of education development. This paper studies the seven Tibetan college libraries as the main research object. It gained a comprehensive understanding of the current education resources in the seven collages through long-term on-the-spot investigation. Based on the data statistics and analysis, it points out main problems existing in the colleges library, and analyzes the causes of problems. Some suggestions are given in the end to solve the problems.

    In order to cultivate and improve the innovative ability of graduate students, and to correct the errors in intelligence analysis of graduate students, the paper puts forward and introduces in detail a new method of intelligence analysis: academic characteristics comparison method. In “Integrated Skills and Experiment Class for Graduate Students in Crop Science”, the method is adopted for training, which greatly enhances their ability to identify problems, and helps stimulate independent thinking, innovation consciousness and the subjective initiative, as well as improving scientific research innovation ability. It is believed to provide a new way for college students to cultivate the innovation ability of scientific research.

    The paper uses the ERU system to collect the behavioral data of the Fudan University faculty and students' access to the electronic journal database in 2015.Through the selection of three dimensions of integrity, accuracy and representativeness, the access behavior data of two Chinese periodicals database platform are selected and the privacy information is desensitized, and a total of 10.1million is recorded. The dataset can be used for electronic resources purchasing demand and benefit analysis, overloading monitoring, and can also be used in alternative econometric analysis, hot research spots analysis of subjects and interdisciplinary trend analysis. It has practical value and scientific research value.

    The dataset of Chinese Electronic Journals Resources Access Behavior in the Field of Natural Science of Fudan University was collected through the ERU system. The data processing procedure includes data cleansing, data desensitization, and format conversion. The dataset contains 225,644 records with 12 data files, and has rich value in both practice and research. The data can be used in supporting decisions on electronic resource purchase, analyzing users’ information behavior and academic behavior, and exploring research hotspots and conducting interdisciplinary trend analysis.

    Explorations on Resource Description and Access (RDA) in Korea and Its Enlightenment to Korean Literature Cataloging in China

    Korean library circle has always been keeping a close eye on the development of RDA. They have translated the final draft of RDA into Korean version, organized the education and training activities, revised Korea Machine Readable Cataloging, revised Korean Cataloging Rules, revised KERIS Union KORMARC Guide and done research on RDA. All the practices indicate that Korea has actively explored RDA and has a tendency to implement RDA. Because the union cataloging of Korean literatures in China has shared Korean source data of KERIS, RDA practices of Korean library circle have a great impact on the union cataloging of Korean literatures in China. Therefore, it has been required to trace research on the change of Korean cataloging standards, make detailed rules on Korean literature description, and enhance the education training of Korean literature cataloging in China.

    The later professor of University of Hong Kong Ma Jian’s personal book collection was established during his more than 30 years long scholarly career. The more than 18000 volumes collection covers traditional four categories of Chinese scholarship, reflected his teaching and research interests as well as a traditional Chinese scholar’s test. It was started when he first taught at Yanching University in 1925, then in 1936 moved to University of Hong Kong where he taught Chinese literature and history. After his retirement at 1950, he sold about 8000 volumes to University of Malaya in Singapore. In 1960, the rest of the collection was sold to University of Virginia in the United States. This article rediscovers this famous collection’s content and the past and current situation, thus provides a typical case for further study on fate of a Chinese scholar’s library in the 20 century of China.

    Historical Distribution of Baichuan Xuehai by Zuo Gui

    In the southern Song dynasty, Zuo Gui compiled Baichuan Xuehai(Lit. Hundred Rivers Reach the Sea of Learning), later praised as the earliest printed collectanea in China. Its first edition is in the possession of the National Library of China. Another old edition of Baichuan Xuehai is stored in the Imperial Household of Japan. This edition was previously appraised as a Ming dynasty print, whereas the author confirms this is totally identical to in printing block, including its frame, style, fonts, and carver’s names. It is difficult to judge the printing time, Song dynasty or Ming dynasty, only by comparison with reproduction, but at least this paper successfully proved the same printing blocks were used in the two editions, and these two are the earliest and reliable edition among all existing editions. Recently, the National Library of China edition was reprinted in the series of Chinese Rare Book Facsimile Reprints, by complementing with the Minkuo period edition for the first volume and nine books which originals are lost in China. By desterilizing another edition in Japan, we can restore the original print of 99 in all the 100 original books of the collectaneam, while the rest is Shengmen Shiye Tu (Illustration of Sacred Member Enterprises), which is lost in the both editions.

    The Precious Value of Ming Dynasty’s Transcript of Shuofu Collected in Shanghai Library

    The original manuscript of Shuofu compiled by Tao Zongyi has been lost for a long time. Current prevailing edition is one-hundred-volumes Shuofu edited by Zhang Zongxiang. Shanghai Library has Ming Dynasty’s transcript of Shuofu. The data value of Han Feizi in the transcript is far better than the Zhang Zongxiang’s recension, because from the transcript we can know that Tao Zongyi used Song Dynasty's edition of Han Feizi which is better than other rare books of Han Feizi.

    The History of Quality which compiled by Wang Zhu only have transcript and edition during the reign of Jiajing emperor of the Ming dynasty. In the edition system, the National Library one existences many incompletes, which are found after a man tampering through a photocopy checking in Taiwan Dahua Bookstore , those involves the Yuan dynasty and barbarians have all been buried.
