Abstract: This article elaborates on the development process of Zhangjiagang Library from the completion of the new library building in 2009 to the establishment of a “five-in-one” comprehensive rural information service station covering the whole city in 2012 and the launch of the first 24-hour self-service library in 2013. It focuses on branches management, funding, site selection principles, safety management, and volunteer services to introduce the library.
