Analysis on Legislation History of Public Library Committee System in England
Cao Lei, Feng Jia
Libraly Journal. 2018, 37 (3): 20-25.
Public Libraries Act 1850 established library committee system in England, whereas Public
Libraries Act 1892, and Local Government Act 1933 and 1972 made provisions on this system. Since its establishment, the library committee system has expanded its functions, loosened up on membership restrictions and prioritized legal revisions. Library committee system originated from the British political tradition. It benefits from the traditions of social participation and democratic decision-making, but suffers from the problems of lack of professionalism and operational inefficiency. With the reform of British politics, especially the reform of local governments, committee system is no longer the only model to govern public library. In England, public libraries cannot be separated from politics, especially local
governments.

Literature Analysis on Cultural Finance Research Field in China: Based on Research Papers Indexed by CSSCI Source Journals during 2002-2016
He Da, Gu Jiang
Libraly Journal. 2018, 37 (3): 26-32.
With the rapid development of cultural industry, cultural finance is the emerging field of study.
This paper selects the research papers on cultural finance indexed by CSSCI journals during 2002-2016,
and uses word frequency statistics, visualization method of knowledge map, content analysis and other
bibliometric methods to provide a comparative and comprehensive analysis and evaluation of domestic financial support of cultural industry development at present. Study shows that such studies increase year by year, so do journals and research institutions involved in the studies. With wider range of research, the focus includes the international experience, the theoretical analysis and the empirical analysis. However, at present, the studies suffer form relatively dispersed themes, lack of depth, and want of micro data and model analysis. No analysis is yet made from operational level regarding the establishment of such financial support system, neither is the differentiation analyzed of the concrete industry. These will be the direction for further research.

A Study on Open Data Service of Library for Digital Humanities:Shanghai Library’s Open Data Contest as An Example
Zhang Lei, Xia Cuijuan (Shanghai Library)
Libraly Journal. 2018, 37 (3): 33-38.
Digital humanities are the trend of digital library. Due to the sociality of library and the role of library as knowledge preservation and communication center, data opening is the mission of library, especially public library. Data that is standardized, authorized, and semantic are the basis for libraries to
provide digital humanistic services to researchers and the basis for providing open data services to thirdparty developers on the Internet. This paper starts from the studies of content, platform and service, and puts forward the open data service framework for digital humanities based on platform-based support, content and service model. Using Shanghai Library’s open data application development competition as an example, it tries to provide the domestic library with a case of practical feasibility.

Research on Scholarly Communication of Shakespeare from the Perspective of Digital Humanities
Ran Congjing , Zhao Yang, Lü Yaqi, Huang Haiying
Libraly Journal. 2018, 37 (3): 39-48.
As a rising discipline across computer and humanities, digital humanities take advantage of digital technologies to enrich the research methods and deepen the research contents of traditional arts and humanities. In order to commemorate the 400th anniversary of Shakespeare’s death, this paper, from the perspective of digital humanities, uses statistical methods of bibliometrics and information visualization to analyze the spatial and temporal distribution and content of Shakespeare’s scholarly communication as well as the regional characteristics. The results show that: ①Shakespeare’s research has formed a UKcentric European cluster study and a US-centered North American cluster study, which can be divided into three stages time-wise, with the year 1975 as the turning point; ②The scholarly communication mainly focused on Shakespeare’s works and their themes; ③The scholarly communication bears distinct regional characteristics, such as the stage performance and the version in England, and the American spirit of equality and digital humanities. This paper, as an initial attempt at digital humanities, can provide a new perspective and reference value for Shakespeare’s scholarly communication research.

The Dynamic Evolution Recognition of Altmetrics Based on Associated Topics
Zhao Rongying, Wei Xuqiu
Libraly Journal. 2018, 37 (3): 92-99.
Altmetrics is a new kind of metric methods in the era of Web2.0, which attracts more and more
scholars at home and abroad. In order to provide references for Altmetrics research in China, recognize the international Altmetrics topic dynamics, and discover the international Altmetrics knowledge evolution pattern, this paper uses SciMAT software to draw three knowledge mappings (i.e., the overlapping map, evolution map and strategic diagram) of Altmetrics research literatures from WoS that were published from 2012 to 2015. This study finds that, based on traditional metrology, the theoretical system of Altmetrics contains Bibliometrics, Scientometrics, Informetrics and Webometrics; the contents of topics change from academic influence research to academic influence research and social influence research; and the scope of
measurement data changes from citation data to citation data and social media data. Therefore, Altmetrics has an extensive range of research, application and development. It deserves attention from researchers, especially metrology researchers.
