Promoting Open Data for Open Science

Starting from the “open access” at the beginning of this century to the current “open data”
and “open science”, the “open movement” featuring knowledge sharing has continued to develop in
depth and with ever-increasing popularity. Its significance lies not only in the openness and sharing of
knowledge, but more importantly, it will change the paradigm of scientific research and the ecology of
knowledge exchange, upgrade the capability of technological innovation, and promote economic and social
development. This paper, by way of combing and analyzing the global knowledge openness movement in
the past two decades, discusses the significance of research data management in promoting knowledge
openness and sharing, and puts forward four suggestions: first, to increase publicity and enhance awareness
of open sharing; second, to formulate relevant policies and promote open scientific development; third, to
consolidate various resources and build digital infrastructure; and fourth, to cultivate specialized personnel
so as to enhance data management.

Current Status, Problems and Countermeasures on the “Information Literacy Education” Courses in the Colleges and Universities in Shanghai

The article statistically analyzed the current status of information literacy education in
the college and university libraries in Shanghai, including offered courses, teaching content, teaching
models and evaluation, on the basis of which, the existing problems in teaching were identified and some
countermeasures put forward. Data available for this study came from the online questionnaire surveys
conducted by the “Information Literacy Education Status” project team of Chinese Ministry of Education,
as well as from interviews and investigations of documents and web pages. Since the late 1980s when the
course of “information literacy education” was first set up in the colleges and universities in Shanghai, great
progress has been made. Nevertheless, some problems still exist, which include: (1) course development has
been ignored; (2) teaching content for different levels of students (undergraduates and graduate students)
is basically similar; (3) the course itself failed to be well integrated into different subjects or majors; and
(4) teaching models are predominantly traditional and innovative teaching methods is missing. Several
countermeasures and recommendations were presented accordingly.

Study on the Self-Built Database of Open Access Full-Text
Journals: With a Focus on Sources and Acquisition of Journals

The self-built database of open access full-text journals will play an important role for libraries
to better serve users, to reduce the costs of digital library resources, and to train library professional and
technical team. This paper studies the practice from many aspects, including the connotation and preconditions,
the advantages of resources, sources and evaluation, the integration of web sources and retrieval
methods, network hard disk sources and retrieval methods, QQ group sources and retrieval methods, and
single journal website source and retrieval methods.

Practical Exploration on Corporate Governance Reform in
Pudong Library

Against the backdrop of and upon requirements to promote cultural system reform, corporate
governance structure was experimented in Pudong Library in 2014. External trustees constituted the
majority, and the board was defined as a decision-making body. Professional commissions and the
secretariat were set up. The “negative list” was made, and the internal and external supervision mechanism
established simultaneously. The information disclosure system was perfected, whereas the cooperation and
communication mechanism enriched. A diverse, institutionalized supervision and feedback system was
formed, which helps separate management from governance, integrate all kinds of social resources, realize
multilateral governance, trigger the vitality of library, and play an exemplary role for other libraries. The
construction of service system, expansion of the board’s privilege, perfection of the decision support system
and consolidation of the channels for public participation should be the key points to be implemented so as
to perfect the corporate governance structure in Pudong Library.

Turning Outward: A New Approach to Academic Library Outreach

As vendor approval plans and patron-driven acquisitions become increasingly popular,
traditional role of “bibliographer” diminishes, and libraries are moving towards a model where liaison
work focuses more on interaction and engagement. The Rutgers University Libraries are “turning outward”-
a process to identify the needs and aspirations of our community (users and staff)-using a model developed
by the Harwood Institute for Public Innovation. So far, the Rutgers University Libraries have hosted
community conversations with three key groups: undergraduate student community, graduate student
community, and global community. After the conversations, the librarians took transcripts from all of the
conversations and themed them. Then we used the themes to create a brief summary of what we heard. The
outcomes of these efforts have helped us redefine the roles of our librarians, craft new job descriptions, and
take significant steps towards a new organizational structure for public services. This paper tell about the
process and our resulting actions and outcomes, as well as some future plans.

Review of Preserving and Missing of Encyclopedia of the Ming

The encyclopedia, as a special writing style, has had an important influence on history.
The Ming dynasty is an important period of encyclopedia compilation, how much total compilation of
encyclopedia, how encyclopedia’ preserving and missing, it is necessary to carefully hackle. Take Chinese
Ancient Books Catalogue that description of the most of encyclopedia of the Ming dynasty for example,
there are encyclopedia for 439. But according to the survey shows, in fact, the Ming dynasty has compiled
encyclopedia for 665, 46 of them have been lost, another 180 are still exists but the Chinese Ancient Books
Catalogue not description.
