World Internet Conference held in Wuzhen brought useful thinking and enlightenment to the innovation and development of the library cause, such as the creation of opportunities, quintana revolution,focusing on future development, paying attention to the concern of the library out of bounds.

This paper attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its horizontal merger with the Institute of Scientific and Technological Information of Shanghai (ISTIS) in 1995. It also tries to analyze and explicate such an empirical implementation of institutional reintegration process at Shanghai Library. The paper argues that the Shanghai Library (ISTIS), after 20 years of exploration, has basically completed the paradigm transition from traditional management to strategic management, with the strategic management thinking and tools gradually penetrated into the management activities. By doing so, it aims to present an objective case study of the strategic management paradigm at a major Chinese metropolitan public library.

Using the PEST analysis method, this paper analyses the development environment of the domestic libraries and especially the public libraries in Shanghai from four perspectives: politics, economy,society and technology. Through the case study of the 13th five-year plan of Shanghai Library, it also provides solid foundation and useful suggestions for the implementation practices of public library strategic plan.

Shanghai has set a goal of building an international cultural metropolis by the year 2020.This paper analyses the situation facing Shanghai when building the public library service system, and proposes the strategy for the next stage of development, such as the coordinated development of commonality and individuality, online and offline service co-development, coexistence of extension and basic services, and “the education for all” echoing life-long learning.

This paper takes several representative national libraries and public libraries from US, UK,Japan and New Zealand as examples, and introduces their strategic plans being implemented currently.Meanwhile, it analyses the main characteristics and features of those strategic plans from of the perspectives of methods and contents.

There appear increasing use of Social Q&A (SQA) and declining Virtual Reference(VR) service transactions in foreign countries. Base on the related literature review, this paper explored the competition and challenge the VR services are facing in the changing environment, user reference need and environment change in the VR services. User perception of VR service and SQA as well as users’ preference and satisfaction with VR was also elaborated in the paper. Finally, by comparing the relationship between SQA and VR service, the feasibility of VR service cooperating with the SQA in the new environment was discussed.

QUERTLE is the 3rd generation of semantic metadata search engine, focusing on searching biomedical data. The paper describes QUERTLE’s retrieval technical characteristics in details. It also blends in the medicine novelty retrieval practice experience by using QUERTLE, and hopes to exchange ideas with peers.

With the increase of the database subscription of library, it has been a basic duty for the librarian responsible for the database subscription to understand the status quo of database subscription,analyze the subscription agreement and prevent the legal risk in the subscription agreement. However, after investigating the existing subscription agreements of libraries, we found some defects in the agreements.To reduce the risks, the librarians should make more specific provisions on the formation and enforcement of clauses, the remedies clauses for breach of contract and the subject matter clauses and dispute settlement clauses to reduce the legal risks.

Informatization measurement has gone through three stages. The first stage is from the beginning of the 1960s to the mid-1990s; the second stage from the mid-1990s to about 2005; and the third stage from 2005 to the present. The paper discusses technical and policy background, measure theory and practice, general characteristics of each stage, focusing on the features of new generation of information technology measurement. In a well-designed table, the characteristics of the three stages are summarized.

The EU attaches great importance to measurement theory and practices of the information society. The strategic plan of information society at every stage has a corresponding measurement system.This article discusses the i2010 measurement system, Digital European process (A digital agenda for Europe)and its measurement, 2015 DESI structure, measurement methods and results, as well as the enlightenment to China of new development of EU informatization measurement.

GPT refers to technology playing a key role in economic growth and social development process. GPT may provide a new perspective for the measurement of informatization. The paper discusses characteristics of ICT as GPT from the perspectives of general use, technical improvement, and innovation complementarity. It also analyzes the implications of GPT to the new generation of informatization measurement, its theory and practices.

Resource-centric model of traditional library services is being severely affected by the readercentric Internet model, making the library service model innovation imminent. This paper analyzes the current situation of the library system environment, discovers that the integration of heterogeneous systems can break up the resource-based library model and solve the single service model or the poor experience. It proposes a new library service model centering on readers demand and the internet as a tool. Using the self de-registration (upon graduation) system of East China Normal University library for example, it illustrates the implementation methods, processes and results.

As a leading university in Japan, Kyoto University Library Network has a collection ranking second in the Japanese universities. In addition to the basic library services, Kyoto University Libraries are also committed to research and learning support for teachers, students and community residents. This article introduces the services of the reference department of Kyoto University Main Library such as reference service, library workshops, classroom seminars, library tours, learning commons and learning support counters.

Bibliography compiled by the government has a huge difference with that compiled by the private on writing purpose, principles and expression. Thus, we should distinguish the difference between them when we start a new research in reviewing the classical literature or analyzing the history of academic.Only by this, we can obtain more accurate answers in these fields.

Nowadays, many scholars like to quote the saying that“ The Jianshu is the Best in the World ”to prove the high quality of the books published by Sili Jian of the Ming Dynasty. However, after querying a lot of literature, we find that this saying is quoted from the XiuzhongJin written by Taipinglaoren of the Song Dynasty. In fact, the “Jianshu” in this book means the books published by Guozi Jian of the Song Dynasty, not the Sili Jian of the Ming Dynasty. Therefore, we cannot quote this saying to prove the high quality of the books published by Sili Jian of the Ming Dynasty.
