Integration and Transformation: From Strategic Planning to Strategic Management: Strategic Management in Shanghai Library (Institute of Scientific and Technical Information of Shanghai)

Abstract:

This paper attempts to apply the strategic management theory to the subsequent shaping up of a readjusted strategic development policy for Shanghai Library after its horizontal merger with the Institute of Scientific and Technological Information of Shanghai (ISTIS) in 1995. It also tries to analyze and explicate such an empirical implementation of institutional reintegration process at Shanghai Library. The paper argues that the Shanghai Library (ISTIS), after 20 years of exploration, has basically completed the paradigm transition from traditional management to strategic management, with the strategic management thinking and tools gradually penetrated into the management activities. By doing so, it aims to present an objective case study of the strategic management paradigm at a major Chinese metropolitan public library.
