Abstract:

Informatization measurement has gone through three stages. The first stage is from the beginning of the 1960s to the mid-1990s; the second stage from the mid-1990s to about 2005; and the third stage from 2005 to the present. The paper discusses technical and policy background, measure theory and practice, general characteristics of each stage, focusing on the features of new generation of information technology measurement. In a well-designed table, the characteristics of the three stages are summarized.
