There is a difference between the “educational view” and the “neutral view” in perceiving library reading promotion. Such a difference in values originates from a historical clash among thoughts of library philosophy, and is represented by some international organizations in their statements concerning social roles of library. The main goal of reading promotion should be arousing the reading interest of readers. Reading promotion activities can be divided into three categories. Libraries should adopt appropriate value strategies based on the category of reading promotion activities, and adjust the strategies flexibly according to the effect of reading promotion activities.
