Liu Xuqing, Bao Dong, Yin Wenqing, Jin Shengyong
Libraly Journal. 2026, 45 (2): 4-18.
The quality evaluation standards for ancient books in public libraries serve as an important basis for measuring the level of ancient book work in public libraries. They are of great significance for the development of ancient book protection, the excavation of ancient book content, and the dissemination of excellent traditional Chinese culture. This article provides a comprehensive analysis of the seven national evaluation standards for public libraries at or above the county level, the review and scoring criteria for nationally designated key ancient book preservation institutions, the current standards of the International Organization for Standardization(ISO), and representative standards and guidelines from foreign public libraries. Based on existing theories of ancient book protection, a theoretical framework for evaluating the quality of ancient book work in public libraries is constructed across four dimensions: primary protection, regenerative protection, inheritable protection, and intelligent protection. And a standard system for evaluating the quality of ancient book work in public libraries is established. At the same time, fully considering the current practice of ancient book protection and public library evaluation, a mechanism for evaluating ancient book work, platform statistics, differentiated implementation, and normalized development of evaluation are proposed to promote the implementation and development of quality evaluation standards for ancient books work. Keywords

Xie Ziyue, Chen Ya, Du Jia, Wu Keye, Wang Dan
Libraly Journal. 2026, 45 (2): 19-32.
This study systematically reviews the development trajectory of Chinas public cultural service policies, identifies their themes and evolutionary trends, extracts the underlying logic of policy optimization, and provides a scientific basis for subsequent policy formulation and implementation efforts. It select the policy texts on public cultural service issued at the central and provincial levels between 2006 and 2023 as the research corpus, and use the dynamic topic model(DTM) to conduct topic identification and evolution analysis from both thematic intensity and semantic perspectives. Visualization techniques are futher used to retrospectively trace the trends and trajectories of policy evolution, enabling the precise identification of the optimization logic for public cultural undertakings. The evolutionary analysis of the 13 policy themes identified through dynamic topic modeling reveals that the logic behind the layout of Chinas public cultural service policies follows a cyclical pattern of “constructiondeconstructionreconstruction,” exhibiting structural characteristics of diversity and balance. The framework demonstrates dual advantages of coordinated development and crosssectoral integration, achieves a dynamic equilibrium in the process of optimizing reforms and pursuing sustainable development, while demonstrating a high degree of sensitivity and adaptability to new opportunities and challenges.

Research on Sensitivity Identification and Privacy Measurement of Personal Data Within the Public Security System
Wang Qingfei, Zang Guoquan, Zhang Kailiang, Xiao Yang, Chai Wenke, Li Zhe, Zhang Hengmiao
Libraly Journal. 2026, 45 (2): 69-81.
Chinas Data Security Law regards classification and grading as the basic system for data protection. It stipulates that public security organs should be responsible for the security of data collected and generated in the course of their work. However, the current public security industry standards lack a basis for the classification of public security data security. This study measures the privacy value of personal data within the public security system and provides a quantitative basis for data classification. A privacy text database is constructed by screening four types of privacy texts in the public security field. Semantic elements such as public security data items, core verbs, and degree modifiers, are extracted to establish a public security privacy semantic lexicon. Based on the sensitivity, semantic strength, and textual intensity of privacy vocabulary, a privacy measurement model is constructed to measure the privacy value of personal data items in public security. According to the measurement results, public security personal data are classified into four levels: (1) criminal and economic investigation data, (2) personal information data, (3)basic personal data and public security management data, and(4)traffic management data.

The Triple Logic of the Elementization of Archival Data: Qualitative Evolution, Business Integration and Form Expansion
Yang Peng, Zhang Mingshuo, Balebala Baheti
Libraly Journal. 2026, 45 (2): 82-91.
the era of big data, archival data has grown rapidly and accumulated continuously, becoming a new quality production factor for the construction of “Digital China”. The research of archival data has gradually emerged as a distinct scholarly domain. Focusing on the theme of archival data elements, and utilizing methods such as literature analysis, model construction and theoretical exploration, we aim to reveal the conceptual connotations and practical challenges of archival data as elements, and thereby consolidate a metatheoretical foundation for archival data elements research. From the three dimensions, “qualitative state” as the generative foundation, “industrial form” as the key carrier, and “value form” as the ultimate destination, a logical framework for the elementization of archival data is systematically constructed, and the internal operating mechanism analyzed. Qualitatively, archival data is a fundamental supporting element for the development of new quality productivity. In terms of industrial form, archival data elements require bidirectional empowerment and integration between the archival field and the data field. At the level of value form, archival data possesses the value function of production factors. The study proposes a triangular model of archival data elements value movement, continuously optimizing the spatial ecology of archival data elements value, and promoting the realization of archival data elements value.

Libraly Journal. 2026, 45 (2): 103-111.
In the era of digital intelligence, the development of reading literacy and information literacy has acquired new connotations, while traditional methods of conducting information literacy education exhibit many limitations. This paper aims to explore new pathways for the in-depth development of information literacy education based on reading promotion, with the intention of providing directions for exploration and reflection regarding the future development of information literacy. The concept of “integrating literacy with reading” is proposed, where reading promotion in its rich and diverse forms aids the innovation of information literacy education. By promoting education through reading and integrating teaching with reading, we aim to advance the profound development of information literacy education in the digital intelligence era. Under this conceptual framework, a multifaceted matrix for the innovative information literacy education through reading promotion in the digital intelligence era is further constructed, encompassing six major dimensions: promoting education through tiered reading, booksharing activities, academic lectures, competitive challenges, immersive experiences, and intelligent reading. These dimensions collectively explore pathways for reading promotion to empower the development of information literacy education. Strategies are proposed to further promote the in-depth development of innovative information literacy education through reading promotion, including refining the top-level design of the “integrating literacy with reading” information literacy education model; leveraging the foundational advantages of smart libraries to incorporate new technologies such as AI; strengthening the integration of virtual and real functions in the metaverse to connect various reading spaces and resources; and reconstructing the instructional functions of library as educational institutions to undertake the comprehensive literacy education grounded in the “integrating literacy with reading” approach.
