Abstract: Ancient books are an important carrier of Chinese civilization, and their storage, utilization, grading, and digital protection can all be related to laws. In view of the feasibility and superiority of local legislation, as well as the imbalance of China’s geographical and economic development, this article analyzes the role of local regulations in promoting the protection of ancient books in China based on the relationship between the development of ancient books protection and the demand for legislation. Via the NVivo14 software, the article encodes the retrieved 155 local laws and regulations, and identifies the room for improvement in the fund guarantee mechanism of the local legislation for ancient books protection. It also notices that the management department(s) are unclear, protection methods are imperfect, incentive/penalty measures are vague, and legal responsibility is not corresponding to specific norms. It thus proposes to improve the mechanism for financial assurance, refine the responsibilities of the management body and the items under protection, and finally specify the rewards and punishments.
