Collation of Manifesto of the Communist Party of China
Wu Haiyong
Libraly Journal. 2019, 38 (7): 4-10.
The Manifesto of the Communist Party of China, passed by the 2nd National Congress of
the Communist Party of China, was the first public manifesto by CCP. Because of its importance in the
CCP history, the author collated the current edition, as included in The Political Proposition of the CCP
in the Past Five Years published in 1926, and discovered a lot of differences in sequence number, text and
punctuation. Some discrepancy could distort historical information. In particular, the original document
read that it was written in May 1922, which might be the real time of formulation, rather than a mistake.

Endogenous Development as Another Choice for Sustainable Development of Grassroots Libraries: Theoretical Possibilityand Implementation Method
Liao Wenling, Wang Xuming, Wang Lanwei, Wang Bin
Libraly Journal. 2019, 38 (7): 16-24.
The government-driven development model that the grassroots libraries relies on has
encountered serious restriction, making it necessary for them to find a new kinetic energy. Endogenous
development emphasizes a “people-centered”, comprehensive, holistic and coordinated development. The
grassroots libraries, if adopting the theory of endogenous development guide practice, will not only mobilize
talents and potentials, but also achieve overall balance. This paper attempts to explore the possibility of
endogenous development from the theoretical and methodological perspectives: introducing the concept and
theoretical connotation of endogenous development, comparing the characteristics of government-driven
and endogenous-driven grassroots libraries, analyzing the theoretical relevance of grassroots libraries and
the implementable methods for their endogenous-driven development

Professor Librarians’ Participation in the Creation of ReadingBrand in Colleges and Universities
Jiang Yongfeng
Libraly Journal. 2019, 38 (7): 51-59.
University libraries employ professors, experts and other high-level intellectuals as librarians
to help create their reading brand and the co-reading space marked by “star librarians”, which is of great
significance for the utilization and sustainable development of human resources in university libraries.
Taking the brand building of Yue Reading Forum of Xiangtan University as an example, this paper analyses
the evolution process of professors’ participation in the brand building of university reading, lessons are
learnt for the brand to be recognized and co-created by more stakeholders. First, we need to play the role
of big data to the full, taking “user satisfaction” as the ultimate goal, and fully understanding users’ needs.
Secondly, the professors’ personality charm should be brought into full play, so that these “star librarians”
could attract users and stimulate new demands. To this end, libraries should implement brand design and
communication to create and maintain the brand image of professor librarians. All will lead to the final goal
of improving the brand loyalty of reading in these university libraries.

Liu Fei, Zhang Meiqi
Libraly Journal. 2019, 38 (7): 60-68.
Integrating literature review, online survey and user experience, the paper first compared the
modules and evaluation indexes of InCites platform (including InCites, ESI and JCR) and SciVal. Using
the empirical analysis of environmental science conducted by Beijing Normal University as a case study, it
concludes the focus and disadvantages of each platform from the common perspectives of scientific research
evaluation, namely, evaluation of disciplines and institutions, research frontier, scholars and research teams
assessment, cooperation evaluation and exploration of cooperation potentials, journal submission and
funding institutions.

The Relationship between the Network Structure and Countries of Highly-cited Papers in International Collaboration Network
Tu Jing, Li Yongzhou, Zhang Wenping
Libraly Journal. 2019, 38 (7): 69-75.
This study describes the international collaboration of China based on bibliometric data of
internationally co-authored papers from web-of-science during 2007—2016, from which the international
collaboration network is generated. The global network properties are calculated, indicating the network
is not exactly the same as small-world model or scale-free model. The network structure properties of
countries, including degree centrality, closeness centrality, eigenvector centrality, constraint and tie strength,
are measured. The relationship between the network structure and highly cited papers is tested in negative
binominal regression model. The results of regression analysis are stated as follows: eigenvector centrality
is the most influential factor in promoting highly cited papers, and the next is tie strength; constraint
significantly hampers the output of highly cited papers, and the next is degree centrality; the effect of
closeness centrality is not significant.
