Information Literacy Supporting the Social Development:Online Discussion between Librarians of Both Sides of the Straits and Hong Kong & Macao

Information literacy is one of the most powerful means to enhance the social influence of the
library profession, and it is also a hot topic in the development of the librarianship. This discussion invited
librarians and scholars from both sides of the Taiwan Strait and Hong Kong and Macao to express their
opinions and talk about the contemporary value and the direction of development in the field of information
literacy. Wu Jianzhong points out that information literacy education is an important instrument for libraries
to participate in and integrate into the society. It should become a public course in universities and society
and a compulsory course for administrators. In this process, information literacy education itself needs to
be improved and perfected. Joyce Chao-chen Chen believes that the ability to solve complex problems and
the ability for critical thinking is the most important core competence to cultivate in the information literacy
education. She also provides Taiwan's experience in information literacy education by presenting relevant
reform initiatives in Taiwan's primary, secondary and high schools. Peter Sidorko discusses the case of
information literacy project of the Joint University Librarians Advisory Committee (JULAC) of the Hong
Kong Special Administrative Region, and observes that promoting information literacy education will help
to form a social atmosphere that is willing to explore new ideas and focus on new knowledge, and ultimately
create a better world. Zhang Jiuzhen, by discussing the activities and cases at home and abroad, shows that
in the background of big data and AI development, data literacy is becoming an important component
and the direction of information literacy. Huang Ruhua, based on the goals of the UN 2030 Agenda for
Sustainable Development, suggests that information literacy education can play a more extensive role in
promoting social development, and librarians should seize the opportunity of information literacy education
to enhance the transformation of the world. Pan Yantao takes the real cases on the Internet as the starting
point of analysis and emphasizes that information literacy has become a necessary element for all the
people to survive in the digital age. Wu Dan and Dong Jing examines the information literacy research in
the field of library and information science abroad in the past ten years from the perspective of theoretical
research, and suggests that information literacy has always been a subject of special concern in the field of
library and information science. Priscilla Nga Ian Pun believes that information literacy is a multi-faceted
comprehensive ability, and emphasizes critical thinking and independent and lifelong learning, because its
connotation is extending to global perspective, innovative thinking, collaborative development and so on.

Digital scholarship has become one of the development directions of university libraries
at present. Under the circumstance that university libraries in the United States are constructing digital
scholarship centers one after another, the Studio Model for Academic Data Services of New York university
library has provided a new vision for digital scholarship. Digital scholarship is not only a service around
research, but also a bridge between school teaching, learning and research, and a space to support freedom
and independent creation. On the basis of literature research, this paper sorts out the connotation, service
content and service mode of digital scholarship. This paper analyzes and summarizes the development
course and service status of academic data services studio of New York university library by typical case
analysis and website research method. On this basis, this paper discusses the characteristics, significance
and development prospect of “academic data services studios”, and analyzes the advantages of building
digital service studios in university libraries

Establishment and Application of Foreign Journal Database Evaluation Model by Empirical Comparison

Since the beginning of the 21st century, the proportion of databases has been rising greatly
in library resources acquisition. It is of considerable interest to libraries to evaluate the performance of
e-journal databases, the most important e-resources. As a result, databases evaluation has been extensively
studied. After summarizing and analyzing the existing evaluation researches, this paper resolves the model
into three key elements: evaluation indicators, data collection and processing, and indicator weights. Using
the practical experience of Shanghai Jiao Tong University Library, the paper compares evaluation results
by changing the model elements, in order to provide useful reference for the establishment and application
of scientific, reasonable and practical database evaluation models.

the data regarding the input and output of scientific research by colleges and universities of Heilongjiang
Province. Using human resources, research budget, and research projects as input index, whereas scientific
and technological achievements, technology transfer, and awards as output indicators, it conducts an data
envelopment analysis (DEA) of the scientific research data.

Highlights of Edition Elements of Western Old Books

At present, many libraries have a vast and precious collection of western old books; some even
hold incunabula extremely rare in China. However, these western collections which are of great importance
to reveal the exchange history between Chinese and Western cultures have not been catalogued or scholarly
edited; therefore, we need to learn and study these old books, thus laying a good foundation for the cataloging
and editing of them. To learn the appearance and bibliographic knowledge of these books is key to deeper
understanding, cataloging, editing and then development and use of them. This paper deals with the binding,
plates, paper, title-page, initials, and catchwords of western books to demonstrate the bibliographic features
of incunabula and post-incunabula of hand-press period and industrial books, which is essential to dating
western old books, evaluating their historical and aesthetic value and scholarly editing them.
