Endogenous Development as Another Choice for Sustainable Development of Grassroots Libraries: Theoretical Possibilityand Implementation Method

Abstract: The government-driven development model that the grassroots libraries relies on has
encountered serious restriction, making it necessary for them to find a new kinetic energy. Endogenous
development emphasizes a “people-centered”, comprehensive, holistic and coordinated development. The
grassroots libraries, if adopting the theory of endogenous development guide practice, will not only mobilize
talents and potentials, but also achieve overall balance. This paper attempts to explore the possibility of
endogenous development from the theoretical and methodological perspectives: introducing the concept and
theoretical connotation of endogenous development, comparing the characteristics of government-driven
and endogenous-driven grassroots libraries, analyzing the theoretical relevance of grassroots libraries and
the implementable methods for their endogenous-driven development
