    On the Implementation of the Public Library Law of P.R.China from the Perspective of Post-legislative Evaluations

    This paper applies the general theory and empirical analysis of legislation impact on the
    implementation of the Public Library Law of P.R. China through interdisciplinary perspectives, including
    law, library studies, and management. By describing the uncoordinated structure of the regulatory
    framework in which the Public Library Law positions itself, the paper explores the benefits and feasibilities
    of establishing a “post-legislative” impact assessments scheme and attempts to identify the indicators of
    impact to the Public Library Law. It aims to provide an empirical observation on the enforcement of the
    law, builds a theoretical support for the official phase of post-legislative evaluation after three to five years
    of the enactment, and puts forward the recommendations to the future amendments

    Research on the History and Current Situation of Academic Exchange

    With the rapid development of the Internet and open science, the environment and mode of
    academic exchange are constantly changing. It is necessary to analyze the history and current situation of
    the field in order to improve the policy and efficiency of academic exchange. This paper utilizes citation
    analysis and text analysis to study the history and development status of academic exchanges. The following
    conclusions are drawn: The research and development in this field has undergone three stages, which are
    germination (1267-1950), preliminary development (1950-1980) and rapid development (1980-present),
    with the classical literature in each stage analyzed here. In the last two decades (1996-2017), the research
    topics in this field are mainly on open publishing, social media and network academics, which are closely
    related and interdependent.

    Design and Analysis of College Students’ Entrepreneurship Information Consulting System

    A growing number of college students devote themselves to entrepreneurship driven by the
    motto of “public entrepreneurship and innovation”. However, the success rate is not satisfactory, and the
    entrepreneurial level and performance are far from ideal, making it necessary to evaluate systematically
    these efforts. We conducted a survey among 1 857 college students in 21 colleges and universities nationwide
    and found that the accessibility of entrepreneurial information is an important factor affecting the success
    of college students’ entrepreneurship. Based on the mechanism of information sharing in entrepreneurship,
    this paper addresses the issue of deficiency of information consulting services provided by colleges and
    universities, and proposes to establish the entrepreneurial information system based on five library reference
    sources (i.e., database of talents library, of Q&A, of case studies, of resources, and of consultants). It
    aims to provide customized entrepreneurial consulting services for college students to improve their
    success rate.

    Discussions on the Description of the Authorized Reprinted Edition of Western Language Books under RDA

    Basing on the difference of MARC21 format between the reprinted edition of Western
    language books and the original edition books, this paper attempts to summarize the key rules of the
    description for the authorized reprinted edition of Western language books under RDA. According to the
    various types of title page the paper focuses on clarifying the description modes of Title and Statement of
    Responsibility Area.

    Description source of information is the source of selecting content of the descriptive entries in
    document description. There is a significant difference between Chinese Bibliographical Cataloging Rules
    and RDA in terms of its regulations. RDA defines the related concepts more clearly and specifically, while
    its regulations on the description information source for monograph title and statement of responsibility
    also more reasonable. The author believes that Chinese cataloging should draw upon RDA, therefore.

    The Structured Data of Library’s Special Collection

    This paper advocates that developing digitized special collection and building structured data
    are a feasible way to realize the collaboration and sharing of the national data infrastructure, and that we
    should learn from international practices. It also introduces a next generation of collection management
    system and web publishing platform, Omeka S, and International Image Interoperability Framework (IIIF)
    for digital cultural collection.

    A Study on the Public Libraries’ Crowdsourcing Strategy of the Digital Construction and Service of Characteristic Collection

    Public libraries at home and abroad have introduced the crowdsourcing model into the library
    services. By carrying out the online crowdsourcing projects, public libraries invite and encourage readers
    to actively participate in the digital construction and service of their characteristic collections. It has
    been proved that crowdsourcing projects converge and utilize readers’ cognitive surplus resources and
    thus effectively improve the libraries’ digital service efficiency. This paper introduces the crowdsourcing
    cases carried out by public libraries abroad and takes the crowdsourcing service project of newspapers and
    periodicals in the late Qing Dynasty and the Republic-era of China in Shanghai Library as an example.
    The author emphatically analyses the key factors affecting the successful development of crowdsourcing
    projects, and provides reference for domestic public libraries to carry out crowdsourcing projects.

    The Comparative Analysis on City Open Government Data Portals in China and U.S.

    This article selects eight city open government data portals in China and U.S. as the research
    subject. It adopts quantitative and qualitative methods to conduct a comparative study on the development
    status of Chinese and American city open government data portals from eleven perspectives based on data
    and portal level. It concludes by suggesting that city open government data portals should reinforce the
    management of open data, especially open data about citizens and society; that multiple open data forms
    should be provided and uniform metadata standard promulgated; that user experience should be improved
    and related laws enacted to ensure user rights; that we should use social media and deploy different kinds
    of user interfaces; that we should establish new media platforms and organize various activities about open
    data.

    It is necessary to compress the information which is deduced from mass counter-terrorism
    data to reduce the data volume. According to the demands and features of counter-terrorism intelligence
    analysis, we need to modify the ways of generating the a priori knowledge, deducing frequent item sets and
    filtrating special rules. This method of mining compressed patterns is helpful to reduce the data volume of
    intelligence information and improve the veracity and targeted degree of intelligence in the field of counter
    terrorism.

    Investigation and Analysis of Oral History Work in 10 American University Libraries

    Oral history is a new field of library business and service, which has drawn more and more
    attention from domestic libraries. This article uses content analysis, website visit, Email consultation and
    other methods to investigate the oral history work of 10 university libraries in the United States, elaborating
    on their starting time and mode of operation, the scale of resources and subject distribution, collection
    methods and organizational description, job posting and service content, as well as funding sources and
    research projects. It also summarize the successful experience. When carrying out the oral history work,
    the university library in our country should find the proper positioning, clarify the functions of the library,
    identify the unique characteristic resources, set up the job posts, speed up the construction of the professional
    team, increase the input and broaden the sources of funds

    Interpretation of the Spread of Chinese and Indian Medicine from two Kroraina Medical Documents

    The fragments of SheBeizi San paper documents unearthed at the L.A. site of Loulan were
    originated from Zhang Zhongjing’s Synopsis of the Golden Chamber and spread to the Western regions
    because of the Central Plains army garrisoning Loulan. Doctors spread from east to west. And Loulan L.B.
    site unearthed contains the Linlu language “Dazi Xiangye San” wooden tablets, after Chen Ming’s research
    also found in Kuqa unearthed Sanskrit Powell’s Written Version, Dunhuang unearthed Sanskrit Medical
    Essence and Sanskrit bilingual Sanskrit Jain Book. The author found that “Dazi Xiangye Powder” was the
    “Rhododendron Minister Powder” of Tibetan medicine, which was also found in Mongolian medicine and
    influenced Uygur medicine and traditional Chinese medicine, representing the spread of Indian medicine
    from India to the West and then to the East.

    Textual Research of Qian Qianyi’ Two Missing Articles

    Qian Qianyi is a literary giant between late Ming and early Qing Dynasty, and he is the
    Yushan genre leaders. He had many works, and contacted with many people. Because Qian Qianyi was
    the role serving as officer in two dynasties, his corpus was destroyed in the periods of Qianlong, the lost
    works by Qian were scattered in many places. Therefore, scholars had made corpus addendum of the Qian
    Qianyi since the Qing Dynasty. I found the two articles which were not included in the others’ articles
    and “Qian Muzhai Completed Edition”, and they are missing articles, they are important literatures about
    contaction, mentality and literary criticism of Qian. After Zhang Pu and Chen Zilong, “Shi kuangzhai
    Completed Edition” expressed Renaissance Kogaku and express true temperament, and promoted true
    temperament consciousness of late Ming and early Qing Dynasty. “Reply to Chen Qiaosheng” implied
    mentality of Qian Qianyi in his later years, showed the relationship between Qian and the diehards of Ming
    dynasty

    Distinguishing on Preface of ChunQiuHuZhuanYi in the Complete Works of Qian Muzhai: Compilate Qian Qianyi’s Lost Texts Named Preface of ZhouYiWanCiKunXueJi

    The volume Supplement of MuZhaiJi compiled by Ding Zuyin in the Qing dynasty consists of
    39 lost texts, which is now included in the Complete Works of Qian Muzhai.The perusal and comparative
    analysis of the texts shows that there exist some mistakes in Qian Qianyi’s Preface of ChunQiuHuZhuanYi
    compiled by Ding Zuyin. By perusing the two prefaces of Qian Shijun’s ChunQiuHuZhuanYi written by
    Weng Xianxiang and Qian Qianyi respectively, it can be concluded that the Preface of ChunQiuHuZhuanYi
    compiled by Ding Zuyin are combinations of the first half of Weng Xianxiang’s and the latter half of
    Qian Qianyi’s. In addition, it is discovered that Zhu Yizun’s JingYiKao includes Qian Qianyi’s Preface of
    ZhouYiWanCiKunXueJi, which has not been included in The Complete Works Of Qian Muzhai.

    Gucun Yangcheng Collected Works is a well preserved village history volume. It was compiled
    from the Yuan Dynasty on, during the Ming and Qing Dynasty, it was updated for six times, The copy we
    read today was recorrected in XuanTong of the Qing Dynasty, content rich and detailed, it not only can help
    us learn the history of Gucun, but also has an important literature value.

    A New Research on the Origin and Development of the Edition of the Tianzhongji

    Tianzhongji is a reference book compiled by Chen Yaowen(the Ming Dynasty). Due to its
    great magnitude, the work had been accomplished in quite a long span: from the first draft, first print to
    the additional print; from the fifty-volume edition to the sixty-volume edition; from Tu Long to Chen
    Longguang. Tu long edited and printed the first fifty volumes. Chen Longguang, son of Chen Yaowen, edited
    another ten volumes, revised the mistakes in Tu Long’s work and printed the sixty-volume edtion. Since
    then, the sixty-volume edition including both Tu Long and Chen Longguang’s work had been recognized
    as the complete edition and reprinted.
