Construction of National Cultural Information Resources Sharing Project is a pioneering practice of socialist culture construction with Chinese characteristics in the digital era. It has achieved enormously in terms of digitalizing on a large scale traditional culture, developing the promoting model for
passing down traditional culture in a scientific and effective way, creating a platform for cultural innovation,and serving the grass-root people. Compared with the content development of the traditional culture public system, the construction of National Cultural Information Resources Sharing Project is still in its initial
stage, and there are still many problems in the content, working mechanism, project management and so on. At present and in the future, we should firmly establish the “user awareness”, pay attention to the development in accordance to users’ needs, establish and improve the mechanism of resource construction,
increase the capacity of resources, improve the quality of resources, create service brand, and protect the people’s basic cultural rights and interests.

By investigating and researching digital reading in libraries, and comparatively analyzing the digital reading platforms and solutions at home and abroad, this paper first puts forward a frame solution based on metadata integration of varied resources for library’s digital reading usage and analysis,elaborating its target, function, framework and features. Through the case study of Shanghai Library’s Urban Digital Reading Service Platform, this paper then describes the practical ways and application values of the solution as such.

The research focuses on service with mobile reading terminals in the Shanghai Library, and analyzes terminal lending especially from two aspects, namely, user structure and feedbacks. According to the result of investigation, a optimization strategy is proposed for improvement.

At all times in all countries, policy makers seek help from books when they make decision.Through case studies, the author tells us why leaders should read, how to squeeze time for reading, and what to read. This paper suggests that leaders must read more and read good books, and at the same time,share books with team members, so as to promote social progress.

Beginning with the origin and planning of the activities, the paper puts forward the necessity of taking the library as the main driver of reading promotion on campus. Focusing on the reading promotion practices on campus, such as “Time of Happy Reading” and “Qingying Forum”, the present study elaborates the main content of the activities from such aspects as activity texts, dissemination patterns, derivative products and promotion strategies. The paper also introduces the reading promotion effects and their influence on the circulation of the library collections, and summarizes the operation experience and some thoughts.

Currently, the basic research of the theory of knowledge service in libraries is comparatively weak. In view of this, the writers of this article propose to take the theory of tacit knowledge as the theoretical foundation of knowledge service. They believe, as a service model of the libraries’ adaptation to the development of knowledge economy, the fundamental difference between knowledge service and traditional document service and information service lies in the different content of tacit knowledge. Taking the theory of tacit knowledge as the theoretical foundation of knowledge service not only can promote the libraries to better understand the essence, dynamic mechanism and guarantee the implementation of knowledge service but is also conducive to the full and genuine implementation of knowledge service in libraries. Guided by the theory of tacit knowledge, the libraries can promote the realization of the goal of knowledge service through setting resource field, communication field, practice field and system field.

This paper describes the feasibility of the idea of class-based Baidu Encyclopedia knowledge chain model database construction experts, and the advantages of Baidu Encyclopedia entries were analyzed to demonstrate the kind of social media interaction such database construction could enable.Database experts clustering entry is created by scholars encyclopedia mode. Using entries as the very base, the platform could adopt open source software, social media, and build series of quasi interactive content, clustering and class entry database, and knowledge links among the databases, which, in all, serve as as a content publishing platform for experts and scholars. Experts and scholars can thus easily build an interactive network, achieve orderly uploads of content, layout, and display, as well as realizingfunctional modules upload, modification, recording, publishing, evaluation, and sharing. This platform can provide one-stop access to information of experts and scholars, and enable interactions in academic and knowledge circles.

Based on the analysis of the current situation of digital resources service of university libraries,we discussed the characteristics of Qinghai University electronic education system from the perspectives of concept and technology, and concluded that the Qinghai University’s electronic education system made the library involved in the daily teaching activities, which broke through the barriers of interactions between teaching reference system and classroom teaching system.

To share information resources effectively and widen the culture service, adopting the volunteer system in county public library is a good choice. This paper analyses how to construct a normalized mechanism in county public library and to manage it effectively. Eventually, the paper elaborates the achievements of the service work in an electronic reading room in Longhai City Public Library for the past few years.

Based on investigation of status on textiles history literature resources including Chinese and English, and combined with the characteristics of digital humanities, the paper concludes that development of digital textile history literature and library collection in the field can be carried out from four aspects,namely, text mining, GIS technology, text visualization and corpus.

Some of our major booksellers on Chinese Books Catalog subscriptions were analyzed and books from some important publishing houses were found missing on the list. Publishers were found not fully included in the directory itself, neither were all the books of the publishing houses included. Those books not included on the subscription list do not appear on the publishers’ own subscription catalog, either.Also, there is a huge difference between publishers’ subscription lists and the national bibliography. The author analyzed the sampling of books not included in the subscription catalogues and found that many are quite valuable and worth collecting in libraries.

The paper analyzes factors influencing circulation management of RFID technology library from four aspects, i.e., RFID tags, RFID management system, human impact, and the way of book shelving.It makes hypotheses, and conducts an empirical research through questionnaires. The main conclusion of the research is as follows: RFID library circulation management system and the way of book shelving are respectively positive and negative factors influencing the circulation management.

As we enter the era of big data, libraries should pay more attention to technology development and update management system actively. Moreover, for efficient management and optimized function,libraries should explore the next generation of library management system adapted to their actual situation in order to accelerate its restructuring and finally complete the transition from a traditional library to a modern library. From the perspective of library management and service innovation, two new library management systems, Intota and Alma, in current market are compared and analyzed. Why the next generation management system is indispensable and feasible to bringing out innovative library management and service and how to choose a new management system are also discussed.

This article is based on research training in Nanyang Technological University Library (NTUL)and discusses how NTUL adapts to the ever-changing information landscape: NTUL considers librarians as the key to the library mission, and highly values the professional development of librarians, so as to fulfill the mission statement and apply innovative services. These innovative services include scholarly communication and new media services—both are based on the implementation of new technologies.Professional development and innovative library services in NTUL cast some light on the developing way for Chinese academic libraries. The article thus proposes to deepen the qualification standards of subject librarians, introduce and enhance the innovation services, and redesign multi-space facilities for readers.

Zhang Yan’s Shiyu Tupu plays an important role in Ci-poetry stave history and Ci-poetry theory history in the Ming Dynasty. Scholars’ research on its versions needs to be improved. There are 10 kinds of the versions of Zhang Yan’s Shiyu Tupu in the Ming and Qing dynasties at least after investigation.The version published in 1536 is earliest edition which should be the main basis for studying Zhang Yan’s Ci-poetry theory. Compared with the earliest edition, other versions are almost more abridged and coarse.The situation that 8 kinds of the versions in the Ming Dynasty and 2 kinds of the versions in the Qing Dynasty reflects rise and fall of Shiyu Tupu which is as a tool book for writing Ci-poems.

Since 2011, Wencheng County Library and the History Department of East China Normal University, have found a large amount of documents of the She. In this article, the authors plan to show their research value by introducing the collected documents’ quantity and genres first. Furthermore, this article aims to draw people’s attention to the documents from mountainous area and minority groups to promote researches.

The 2nd “Global Perspective· Academic Library Directors” Forum was held at Shanghai University of Finance & Economics from Nov. 18 to 20, 2014. The forum focused on such core issues as organizational change and librarians’ career development in the process of library reengineering. This article gives an overview of more than 10 presentations and summarizes the main academic achievements of the forum and the development trends of academic libraries.
