Ten-year Development and Future Prospects of Library in the Tibet Autonomous Region

The library in the
Tibet Autonomous Region has successfully entered the transition periodfrom
conventional library to modern library since its opening in 1996. Especially in
the ten years sincethe 18th National Congress of the Communist Party of China,
the library has developed rapidly. Onthe occasion of celebrating the convening
of the 20th National Congress of the Communist Party of China, this paper reviews the
achievements of these libraries in infrastructure construction, serviceefficiency,
resource construction, reading promotion, digital services, ancient book
protection, academiccollaboration and so forth in the past decade. At the same
time, it deliberates on the obstacles that restrictthe development of the
modern library, and the plans for future development.

Public Value Management: Solutions to “Wicked Problem” in Library

With the deepening
of globalization and the rapid development of social economy duringthe past
forty years, the treatment of “wicked problems” has become the new normal
in management.It makes libraries face great challenges in terms of “what should be done” at the value level and “howto do it” at the path level. In this
complex situation, it will be more and more difficult to try to find therelationship
and law between event factors and establish a model within the traditional
managementframework. The paradigm of public value management is based on the
methodology of pragmatism,activism and evolutionism. It emphasizes the
development of organizational strategies and the selection ofappropriate
management models according to specific situations, which is naturally
applicable to librarymanagement. The solution is to try to construct the
framework of “library public value strategic triangle”from three dimensions of public value, authorizing environment and
operational capacity. This frameworktakes the realization and creation of
public value as the organizational strategic goal; builds an authorizingenvironment
through political authorization and system guarantee to obtain support from
external publicresources; internally integrates administrative resources, and
implements public value creation behaviorsor activities by building operational
capacity. In this process, library managers should always pay attention to and constantly seek the
maximum matching and balance between the three dimensions.

A Review of Methods in Information Practices Research

This study aims to reveal the
application of methods in existing information practicesresearch in China and
abroad, with a view to providing guidance and stimulating discussion of
researchmethods for future information practices. 109 pieces of empirical
research literature were included inthe analysis. The coding analysis was used
through 9 dimensions, including research purpose, researchlevel and research
hypothesis, etc. Four results can be outlined. First, the type of research on
informationpractices is dominated by exploratory research. Second, three groups
- citizens, professionals andstudents-are the subjects of research on
information practices, and information disadvantaged groupshave received
significant attention. Third, the data themes of information practices mostly
focus on theinformation practice activities, while few studies investigate the
effectiveness and results triggered byinformation practices. Fourth,
information practices research focuses on the contextual reality whencollecting
data, and the sensitivity to social context has led to the dominance of
qualitative analysis in thisfield. In the future, more methods could be
integrated to explore the concept, composition, and occurrencemechanism of
information practice. Meanwhile, longitudinal and dynamic research methods
couldalso be used to explore the long-term information practices of different
groups and to interpret people’sinformation
practices based on a more comprehensive perspective.

Changde Library, opened in 1903, is the
earliest public library named as “library” in modernChinese history. However,
due to its short existence and insufficient in-depth research, little detailedand
factual information about its founder Lei Guangyu is available. This paper
makes a detailed textualresearch on Lei Guangyu’s life,
describes his pioneering work in the library industry, as well as hisexperience,
friends and writings, and puts it under the broad background of the time to
observe and studyto reveals his ideological course.

Analysis on the
Application of Generalized AdditiveModel Based on Nesterov Acceleration in
Library LendingPrediction

This paper intends to explore the
implicit law between reader characteristics and borrowingtrends by establishing
a relationship model among reader characteristics, different types of bookcirculation,
and reader borrowing time, so as to provide reliable and rapid prediction and
analysis forthe intelligent management of libraries. This paper innovatively
proposes a three-stage fast fitting modelbased on generalized additive model
(GAM), and uses one-hot coding, linear and nonlinear functions to fitdata, and
establishes a regression model between reader characteristics and book
circulation. Consideringthe hugeness of library data, this paper uses Nesterov
method and power iteration method to acceleratethe regression model, which
greatly improves the speed of the algorithm on the premise of ensuring theaccuracy
of the regression. Experiments on real library data show that the accuracy of
the method in thispaper can be improved by about 70% and the speed is only
reduced by 30% compared with the pure linearmodel. Compared with the pure
nonlinear model, the speed can be increased by about 6 times, and theaccuracy
rate is only reduced by about 15%, which is better for the analysis of
large-scale data in libraries.

Given the lack of information feedback
path in the intelligent consulting model of theuniversity library, this paper
constructed an intelligent consulting model based on the feedback principleof
cybernetics. It examined the case of Nankai University Library. The Nankai
model used the systemdata, such as patrons’ messages, unknown questions, and popular questions, to identify the
real needsof patrons. The system adopted an administrator mechanism to analyze
the user needs and convert theoutput information to input to the system.
Therefore, the model can update the knowledge base, build aknowledge
information circulation system, and use intelligent consulting services to
improve the existingservices. The significance of proposed service feedback
mechanism can solve the information updatedilemma of the intelligent consulting
system to a certain extent, help optimize and extend library services,and
integrate intelligent consulting services into the existing library service
system.

points out that public libraries should establish a complete institutional

elements of the collection, and integrate regionalhistorical culture to form a
distinctive brand with rich connotation in the development of literature-basedcultural
and creative products.

In order to accelerate and improve the
digitalization of newspapers in the Republic of Chinaperiod, this paper, based
on the digitalization practice of Guangxi Daily in the
Republic of China period,studies and discusses the relevant standards and
specifications involved in the digitalization process ofnewspapers in the
Republic of China period. The joint construction of the digitalization of
newspapersat that time requires a unified standard for the digitalization of
newspapers of the period. It is suggestedto revise the original text resource
processing standard GB/T 31219.2-2014, absorb and utilize theexisting practical
experience and standard results to formulate the detailed rules for the
digitalization ofnewspapers in the Republic of China period, and specifically
explain and regulate the paper newspaperand film scanning, OCR identification
and proofreading, metadata description, data classification, andfinished
product data of the newspapers in the Republic of China period.

The purpose of this paper is to sort
out the information technology that can be applied inthe field of reading
service in the age of digital intelligence, and to investigate the research
results ofreading service related to the new generation of information
technology environment at home and abroadin the past three years, so as to
provide reference for the research and development of this field. In thispaper,
CNKI and Web of Science were used to retrieve relevant research results at home
and abroadfrom 2019 to 2021, and 294 target literatures were obtained through
screening. The journal sources andresearch methods were counted, and the
research topics were analyzed and summarized. This papersummarizes several
intellectual times reading service research topics at home and abroad, including
ina new generation of information technology environment of the reading service
system and platform,contents and strategies of reading service, users, service
evaluation and reading service management, etc.By analyzing the similarities
and differences between domestic and international research directions, thispaper
looks ahead at the future research directions in this field.

Recommended bibliography service for
children is not only an important way to promotechildren’s growth and development, but also an
essential part of children’s reading promotion and
servicesin public libraries. This paper respectively selects five well-known
public libraries in China and theUnited States as the research objects,
analyzes the overall situation of recommended bibliography servicesfor children
in Chinese and American public libraries, and compares in depth their service
practicesfrom four types of children’s recommended
bibliography services. The comparative study shows that therecommended
bibliography service system for children in American public libraries is
relatively complete.The services in Chinese public libraries are not mature
yet, but some service practices with brand effecthave been put forward. Based
on the relevant experience and the actual situation in China, this paper putsforward
some suggestions on the optimization of recommended bibliography services for
children inChinese public libraries.

Qiaopi reveals the history of
international migration in modern China and the cross-culturalconnection and
collision between the East and the West. The ontology method provides a
structureddescription scheme for resource content and form, which is the basis
of the semantic construction ofQiaopi. This paper analyzes the characteristics
and value of Qiaopi, systematically investigates themetadata and ontology
scheme and related special collection resources. The ontology of Qiaopi isconstructed
respectively from the perspectives of literature and archive, with the BIBFRAME
2.0 modeland vocabulary as the core, and verified through examples. The
ontology construction of Qiaopi canreveal its content attributes, formal
characteristics and knowledge associations in multiple dimensions,and provides
a semantic-level basic framework for the knowledge organization of Qiaopi and
specialcollection resources, as well as the digital-intelligence construction
and value mining of archivesresources.

such as intelligent Q&A, personalized recommendation,and intelligent
search, supported by knowledge graph technology, expands coverage of nationalinstrumental
music culture, provides a new train of thought for the spread of national
instrumentalmusic culture, and is thus of great significance for the protection
of and inheriting national instrumentalmusic culture. Based on the analysis of
the status quo and problems of the digital protection of ethnicinstrumental
music, this paper focuses on exploring the effective measures of the management
andapplication of digital resources of folk instrumental music. The framework
of intelligent applicationservice system of national instrumental music culture
supported by knowledge graph technology isconstructed. Intelligent application
service is designed from four aspects: knowledge management,intelligent
Q&A, intelligent retrieval and knowledge recommendation. Intelligent
retrieval and knowledgerecommendation can meet the diversified and personalized
participation needs of the public and provideeffective plans for the innovation
and development of excellent national instrumental music culture.Taking Tujia
instrumental music culture as an example, and combining with the
characteristics of folkculture, the intelligent application service system of
Tujia instrumental music culture is developed to showthe unique charm of Tujia
instrumental music culture.

“Desensitized” Digital Natives: A Study of Social MediaUsers’

The issue of privacy protection has
been widely discussed in recent years. Due to thediversity of social media users,
different groups show differentiation in privacy protection behaviors,making it
necessary to take group characteristics into account. This study extends the
frameworkof “Theory of Planned
Behavior” to include psychological traits and negative
experience factors toproposean influence model of social media users’ privacy protection intention while exploring themoderating role of
digital generations. An analysis of a nationwide sample of 4,800 found that: 1.
thedigital native group was aware of more experiences of privacy invasion and
higher privacy protectionfatigue, with the former positively and the latter
negatively influencing privacy protection intentions, andthis neutralization
partially explains the insignificant differences in privacy protection
intentions betweendigital generations; 2. the theory of planned behavior
partially applies to individuals’ privacy protectionintentions,
and subjective norms do not affect individuals’ privacy
protection intentions; 3. digitalgenerations moderate the effects of
self-efficacy and promotion-focus, and digital native groups exhibit“desensitization” characteristics.
Specifically, digital immigrants are more likely to enhance privacyprotection
intentions through increased levels of self-efficacy and promotion focus. The
findings of thestudy inform future research and practice on privacy protection.

A Study on the Zhou Bowen’s Siti Qianziwen Published inJapan

There are two editions of Zhou Bowen’s Siti Qianziwen published in Japan, namely “SakaiBen”and “Honzenji
Ben”. The base books used in these two books were
written by Zhou Bowen for hisdisciple Jiang Mian in the 20th year of the reign
of the Zhizheng Emperor. However, after comparing thedetails of the two
Japanese publications, it is found that there is no direct inheritance
relationship betweenthem. In addition, the existence of the original copy of
the Siti Qianziwen in the early Edo period in Japanbroke the inherent
understanding of the origin of the “Karayo” calligraphy, which proved that at that
time, inaddition to Nagasaki, people in Kinki had begun to learn seal script
and official script. In our country, whenthe editions published in the Yuan
Dynasty have disappeared, the existence of the two kinds of publishededitions
in Japan not only has important reference value for the study of Zhou Bowen’s calligraphy and sealscript thoughts, but also has considerable
value and status in the study of the history of Japanese calligraphyand the
history of Chinese-Japanese cultural exchanges.

Research on the “Xu’s Colletion of Books in Nanling” inthe
Jingshi Library is not the Collection of Xu Naichang’sJixuezhai

“Xu’s colletion of books in Nanling” is one of
the early rare books sources of the JingshiLibrary. After the founding of the
People’s Republic of China, the Beijing Library, which
inherited theJingshi Library’s collection of books,
believed that the “Xu’s
colletion of books in Nanling” was thecollection of Xu
Naichang’s Jixuezhai. According to historical records,
these collections are actually belongto Xu Wenda and his son Xu Naiguang. In
the late Qing Dynasty, Xu Naiguang sold his collection ofpaintings and books to
Duanfang to pay off the public funds owed by the mint. According to the
historicaldata of the late Qing Dynasty and the Republic of China, the details
of the sale of Xu’s collection canbe verified. The
paintings collected by Xu’s family were stored in
Jiangnan Library, and the books weretransported to the Ministry of Education to
prepare for the establishment of the Jingshi Library. The personwho handled the
whole process was Miao Quansun. Xu Naichang is Xu Naiguang’s cousin, and he acts as aliaison in this process. Xu Naichang’s collection of books in Jixuezhai did not gradually spread out
until theWar of Resistance Against Japanese Aggression, and it has no relevance
to the “ Xu’s colletion of
books inNanling” that were collected in the early
period of the Jingshi Library.
