Xiong Yuanming pointed out that the library undertakes an important mission in inheriting Chinese civilization, improving the quality of nationals, and serving economic and social development. At a new historical starting point, we should strengthen the protection and inheritance of excellent traditional cultural classics to ensure the “continuity” of Chinese civilization, promote the activation and utilization of classics to ensure the “innovation” of Chinese civilization, cultivate a sense of the community to ensure the “unification” of Chinese civilization, and promote exchanges and mutual learning among diverse civilizations to ensure the “inclusiveness” and “peace” of Chinese civilization. Chen Chao pointed out that the library should continue to protect the collections of classics, promote the classics to appeal to both refined and popular tastes, and assist in the classics research based on the past and foreign experience, contributing to the promotion of City’s culture brand and cultural soft power. Chen Jianlong shared four new observations on the protection and utilization of ancient books. First, ancient books are precious cultural heritage and an important carrier of Chinese traditional culture. Second, the protection efforts should be scientific and complete. Third, the utilization of ancient books should be precise and aiming towards perfection. Fourth, if we can achieve the all above, it will be highly conducive to the modern civilization development of China. Wang Huijun pointed out that the library shoulders the social responsibility of spreading culture and the historical mission of inheriting the excellent culture of mankind. Sun Yat-sen Library of Guangdong Province will give full play to the role as the provincial ancient book protection center, inherit Lingnan culture, and jointly build a “Humanistic Bay Area”. In the future, libraries will inherit the traditional Chinese culture through development and innovation. Chen Jun introduced the Nanjing Library’s practices and experience in collecting and protecting the historical and cultural classics, and pointed out that the library should strive to respect and rely on talents, seek joint support from all parties, and balance services and research, so as to inherit national culture and get things done. Guo Xinping pointed out that the library should protect the inheritance and make good use of Chinese classics from three aspects. First, we should empower space, integrate resources from all parties, and broaden the creative transformation and innovative development of excellent traditional culture. Second, we should keep the integrity and innovate and use new media, new platforms, and technology to help effectively inherit and innovate the traditional Chinese culture. Third, we should keep pace with the times, focus on regional characteristic culture, and dig deep into the value of local literature to inherit the best of Shanxi culture. Wu Xueyong pointed out that China National Archives of Publications and Culture (Hangzhou), as an important part of the “one headquarters and three branches” system of the Chinese bibliology inheritance project, should focus on strengthening the main business of collecting, optimizing classified protection, and deepening preservation research to make achievements in the protection and preservation of bibliology.

This revision puts forward new normative requirements for the content and technical level of public library services at present and in the future, which provides a policy basis for further effectively guiding public libraries at all levels to carry out services in the new period, and also effective guidance for other types of institutions providing library services to standardize their services. The main content of The Public Libraries Service Specifications (Revised Edition) was discussed in the paper, whereas principles of conformity, foresight and operability as observed by during this revision were analyzed.

In this information age, high-quality safety and security information service is the key to improving public safety and security literacy and building a safer and more secure China. As a high-quality platform, public library can provide safety and security information service that constitutes a beneficial measure to respond to the national safety and security strategy, to adapt to the public safety and security information needs, and to actively take on social duty. Therefore, it is of great significance to carry out a study on public library safety and security information service. Firstly, from a perspective of safety and security informatics, the basic meaning of public library safety and security information service is explained. Secondly, the basic principles of security information service in public libraries are expounded. Finally, a model for public library safety and security information service is constructed and analyzed. The research shows that public library’s safety and security information service is oriented to the needs of users, and it mainly includes safety and security situation information resource service and librarian service. Moreover, its service path is consistent with the safety and security information behavior process of users, in order to ensure the high-speed flow and effective dissemination of safety and security information.

Reform and Development of the Board of Trustees of Public Cultural Institutions

This paper summarizes the academic exchange of ideas around the decision-making power of the board of trustees of public cultural institutions, as well as the various forms of “decision-making type”, “semi-decision-making type”, “consulting type” and “shape similarity type” shaped by different ideas. It has been found that the current divergence of ideas and forms from the perspective of “decision-making power distribution” has led to an unclear orientation of the board of trustees reform, and a lack of sustainability in its development. It is also entering a bottleneck period. This paper proposes to switch the research perspective towards “high-quality development”, and promote balanced, sustainable, and efficient development of the board of trustees through vertical and horizontal expansion, enhancing government and institutional motivation, and innovating according to local conditions and laws, so as to make it more adaptable. The transformation of ideological concepts will stimulate the motivation for innovation and the willingness to reform, and effectively promote the efficient operation of the board of trustees of public cultural institutions.

Research on Library Community Development Empowered by Digital Intellectualization: Taking the Zhejiang Library as an Example

In the face of the problems such as poor interlibrary interconnection, failure to get through the core business data, unbalanced resource construction and utilization, and lack of unified technical standards and norms in the establishment of the public library community, “Digital intelligence” will connect the five elements of the public library community, including the concept, mechanism, readers, resources and technology, and will comprehensively and systematically reshape the institutional mechanism, organizational structure and process means by way of digital technology, thinking and cognition. Zhejiang Public Library seized the opportunity of digital reform, planned the system design with digital thinking, and promoted the service upgrading of public library with digital technology. It built and opened the first document information resources co-construction and sharing platform in China, and achieved remarkable results. In view of the problems of the digital-intelligence-enabled public library community, such as incomplete data sharing, difficult platform expansion, lack of standard system, and derivative legal risks, we need to explore and develop from the aspects of chain revolution, top-level design, system remodeling, system engineering and so on in the future.

After sorting out the development and evolution of “labor education thought” in the CPC’s educational policy, this paper proposes the theory of “labor education” nurtures people. It studies the design and implementation of labor education projects by library, and empirically analyzes and puts forward several strategies in the process: to pay attention to top-level planning, to integrate into the school talent training system, to improve user participation, to strengthen the construction of library and establish the consciousness of moral cultivation in library, to highlight the attributes of voluntary service and cultivate the giving culture of students, and to promote systematic construction and improve the effectiveness of scientific management.

Study on the Guidance Strategies of Children’s Leveled Reading in Chinese from the Perspective of Cognitive Development

Reading levels help to develop children’s ability of independent reading. Through the analysis of the conceptual connotation of reading levels and the interpretation of the theory of children’s cognitive development, the paper describes the main characteristics of children’s reading development stages, discusses the guiding principles of children’s reading levels, and promotes the improvement of children’s independent reading ability by improving the design of reading levels. The essence of reading level is one kind of reading guidance strategy, which can be summarized into three aspects: (1) Child is the reading subject, and independent reading is the goal of children’s leveled reading; (2) We should balance reading cognition and emotional experience based on child cognitive and psychological development stages, and then divide children’s reading development stages into 5 levels, covering 0-12 years old; (3) “Significant Others” plays an important role in reading level guidance. Parent-child reading is dominant in early reading. Peer reading is more acceptable in primary and junior high school. As a special type of “Significant Others”, library not only undertakes the function of reading service, but also plays a role of social support. It plays a more extensive role of “Significant Others” in children’s reading level guidance.

Also, it puts forward some thoughts and suggestions to address the problems of RDMS in domestic university libraries: to improve awareness of RDMS and create research data management policies, to increase investment in RDMS infrastructure to build a RDMS platform, to clearly define the service objectives to expand RDMS service scopes, and to build an expert team to upgrade RDMS service levels.

In order to deepen the understanding of red digital humanities research in academia and industry and to promote the continuous development of red digital humanities research, this paper clarifies its conceptual connotation, sorts out its development status, and proposes construction measures through tracking the domestic research dynamics. Firstly, the basic content of red digital humanities is clarified from the perspectives of technical system, resource system and application system. Secondly, the current situation of red digital humanities research is elaborated in terms of literature review and application scenario. Finally, the specific measures for the construction of red digital humanities are discussed. From the perspective of resource construction, we need to strengthen digital processing work, and realize the integration and organizational management of red digital resources. From the perspective of cultural services, we should conform to the push of technology, deepen content mining, and create an immersive experience space. From the perspective of memory shaping, we can drive the dissemination and development of red digital humanities by strengthening the sense of participation in the national red collective memery. This paper clarifies the concept of red digital humanities, explores the overall picture of red digital humanities research and practice in China more completely and points out feasible research directions for future red digital humanities research.

Research on the Construction of Knowledge Graph of Red Cultural Resources from the Perspective of Digital Humanities

As an important part of red culture resources, CPC history themed art works have more prominent educational and aesthetic functions besides artistic appreciation value. From the perspective of digital humanities, in-depth excavation and analysis of the connotation of art works of such is conducive to the development and utilization of red cultural resources to meet the development requirements of the big data era and to broaden the field of digital humanities research. In this paper, the video resources of History of the Party in Art Classics are used as data source to construct the metadata framework and ontology attribute model of CPC history themed art works. Taking 10 paintings related to the historical event of “Long March of the Red Army” as an example, the ontology modeling and instance filling are carried out with the help of Protégé ontology editor to realize visualization. Finally, Neo4j graph database is used to store ontology knowledge and construct knowledge graph, so as to realize fine-grained analysis and three-dimensional association of knowledge units of party history themed art works. The study lays a foundation for semantic organization and digital humanistic application of red culture resources.

In recent years, with the increasing awareness of literature conservation of the Republic of China era, the research on their collections, conservation cases and protection methods has received extensive attention. Due to the complexity of paper degradation, the conservation methods based on its degradation process are worthy of in-depth study. This paper sorts out the protection methods in the conservation of the Republic of China era from the perspective of Chinese journal articles. On this basis, it analyzes and summarizes the reasons for the degradation and deterioration of paper and the technological protection methods. Through the analysis of the year distribution, the main institution distribution, the sources of the literature and keyword distribution of journal articles, it is found that relevant research is mainly rooted in libraries and universities, and the main achievements can be divided into several aspects: protection systems, original protection measures and regenerative protection measures. The original protection measures can avoid or slow down the aging and degradation of paper fibers by improving the preservation environment, deacidification treatment and restoration work, so that the preservation life can be prolonged. The regenerative protection measures reduce the continuous damage caused by the circulation of the original documents through micro technology, digitization and photocopying publishing, so as to protect them and strengthen their utilization. The reasons for the damage are complex, and effective conservation is very important. This study provides a reference for the in-depth and multi-dimensional scientific and technological research of the literature conservation of the Republic of China era.

According to the assessment published by the United Nations Educational, Scientific and Cultural Organization in 2010, the disappearance rate of old records around the world is about 3% every year. As a valuable traditional audio document spanning over a century, it is necessary to carry out digital rescue and protection. Taking the practice of digitized old records in Shanghai Library as an example, this paper makes a comprehensive statistical analysis of the distribution of old records, and elaborates on the process of digital collection and production of old record. The paper thinks that it is necessary to strengthen the professional technical guidance on digitalization, enhance the audio collection and data management of old records, and increase the researches on and disclosures of old records.

A Study on the Origin of “Small Annotate” in Traditional Chinese Laws

“Small annotate” is a unique way of commenting on the law in traditional Chinese legal codes and existed in Tang, Song, Ming and Qing legal codes widely. It originated from Zhang Fei and Du Yu in the Jin Dynasty annotated Taishi Law, but at that time, the annotations of Zhang and Du were not published together with Taishi Law. The Yongming Law in the Nanqi Dynasty was the first time to publish the law and annotation together, but it was not officially promulgated. Liang Law inherited the compilation experience of Yongming Law, became the first officially promulgated legal code with a combination of law and annotation. The legislation of the Northern Dynasties was influenced by the Southern Dynasties, it can be annotated and interpreted legal code skillfully. Judging from the Tang Dynasty handwritten Tang Law which was unearthed in Dunhuang, the annotations of the legal code had appeared in the form of “small annotation”. So the statement that the small annotation was appended in Tang Law by people in the Song Dynasty is not correct.
