As one of the important contents of public service, public cultural service has not only the general attribute of public service, but also differs from general public service because of its own characteristics. In the process of public cultural service, the government has been seeking breakthroughs in the aspects of government responsibility, basic guarantee and management culture for a long time, in order to improve the efficiency of public cultural services, but the results are not ideal. With the increasing discourse of state governance and public culture governance, the governance of public cultural services has become a new way to solve the problems such as the low efficiency of public cultural services. The concept, subject, mechanism and content of public cultural service will register important changes, and it will pay more attention to the substantial improvement of citizens’ public cultural life. As a developing proposition, the rationality of public cultural governance is also worthy of discussion and reflection,which will call for more attention from the academic community.

Since the outbreak of COVID-19, biosafety and biosecurity has drawn high attention from countries around the world. Biosafety and biosecurity governance has become increasingly important. The prevention and resolution of biosafety and biosecurity risks require the protection of biosafety and biosecurity intelligence, and the construction of biosafety and biosecurity governance system cannot do
without the support of such intelligence work. Therefore, it is of great significance to carry out research on biosafety and biosecurity intelligent support system for biosafety and biosecurity governance. First of all, the important connotation of biosafety and biosecurity intelligence should be clarified for the governance. Secondly, according to the current situation of biosafety and biosecurity governance, the intelligence support system oriented to the governance was constructed, and the “three major systems” in the intelligence support system were analyzed in depth. On the basis, the operational guarantee of biosafety and biosecurity intelligence support system was described. Finally, the biosafety and biosecurity intelligence support system for biosafety and biosecurity governance was demonstrated by taking COVID-19 epidemic as an example. The research showed that the biosafety and biosecurity intelligence support system can be a key support for preventing and resolving biosafety and biosecurity risk, which is conducive to improving the ability of biosafety and biosecurity governance, and then promoting the modernization of national biosafety and biosecurity governance.

To understand the progress of dissertation citation analysis in China and to promote its development, this study systematically analyzed the dissertation citation analysis in China since the 21st century from three perspectives: methods and tools, indicators, and topics. It found that a lot of research had adopted the quantitative analysis methods, not many had used research tools, and that most had adopted the citation form feature index. Relevant research paid more attention to topics such as the analysis on the literature information resource development and users’ needs, the writing of dissertations and academic norms. Insufficient attention was paid to themes such as the quality evaluation of dissertations and the tool to collect and analyse the citations. This study suggested that we should emphasize and integrate multiple research methods and tools, deepen the research on citation content and utility characteristics, and improve the research on relationship between citations and the quality evaluation of dissertations

Since 21st century, due to the great changes of cataloging environment and the strong promotion of the development of data technology, especially affected by FRBR conceptual model and library reference model based on FR family model, a series of changes in resource cataloguing standards in the field of international cataloging have been triggered, ranging from international cataloging principles,concept models, ISBD consolidated edition to cataloging rules (RDA), bibliographic format (BIBFRAME) have undergone fundamental changes, gradually forming a resource cataloging standard system in the digital age, and the world has entered a new stage of resource description organization and linked data cataloging based on the entity-relationship conceptual model. Libraries based on linked data cataloging will provide strong data support for the transformation of digital libraries to smart libraries, and will effectively improve the visibility and usefulness of libraries in the network environment. This paper focuses on sorting out the main content of the international cataloguing standard system, especially summarizing the development and evolution characteristics and development laws in recent ten years, in order to provide useful reference for the research on resource cataloging standards and the practice of datafication for China.

Cognitive computing is a subject system that perceives and thinks about the information processing process. The cognitive computing system extracts relevant concepts and individual associations from existing bibliographic data, and uses machine intelligence to create bibliographic data models independent of bibliographic format or past learning experience. The new bibliographic description model emphasizes the organic combination of data science, cognitive system and RDA cataloging rules. By analyzing the relationship between “data layer -information layer -knowledge layer” in cognitive computing system and the three groups of entities in FRBR bibliographic world, the problems of complicated data content, dynamic information distribution and knowledge hidden level in document cataloging can be properly handled. With the help of cognitive means such as data mining, visual cognition and natural language processing, the cataloging work of literature resources requires four steps:knowledge acquisition, knowledge coding, knowledge reasoning and knowledge verification. Finally, the informationization of bibliographic data will eventually be realized, which will provide intelligent support for the rational layout of library collection, the innovation of reading promotion and the production of personalized information service.

Omeka S is an open source content management system (CMS) for libraries, museums, and archives to construct the database of special collection. This paper first introduces Omeka S and its typical cases in various fields, then introduces the annual spectrum database platform, and finally describes the process of using Omeka S to build the Chinese Chronology Database Platform in details, in order to provide advice for other domestic institutions to use Omeka S to build a digital collection platform.

The prosperity of audio book industry engenders the growth of massive data. To establish a general, standard and easy-to-operate description scheme of audio book metadata will help to improve the current audio book metadata organization, facilitate users to use, and promote the long-term development of the industry. The paper studies and compares two top platforms of audio books at home and abroad —Audible and Ximalaya FM regarding their catalogues and status quo, With reference to the Dublin Core,the rationality of the existing metadata description as well as the applicability of the Dublin Core Element Set. It then constructs a description scheme consisting of 23 description elements of audio book metadata.It highlights the user tasks, and can be simple and accurate, reusable, extensible, and practical.

This article adopted the survey research method and statistical analysis method to analyze the Tencent WeChat official account of University Library in Ningxia province. The opening time, functions, content, publishing frequency, readers’ interaction willingness, conversion rate of graphics and texts analysis and so forth are considered and compared. The study found that the WeChat official account of university library in Ningxia province had some problems such as late opening, low attention,low frequency of publishing pictures and texts, and non-standard operation and management. Therefore, the promotion strategy for the university library’s WeChat official account on resources and services was proposed, such as standardizing the platform management, strengthening system construction, giving full play to the WeChat platform’s functional advantages, promoting the multiple channels, all-round and coordinated operations, improving the quality and characteristics of graphic content from multiple perspectives, increasing publicity for local culture, introducing electronic resources, strengthening communication with readers and improving the conversion rate of graphics and text, and soon. This paper provides a useful reference for the construction of the WeChat public platform and the improvement of the WeChat service by university libraries in Ningxia province.

The “Marx’s Study Room” of Taiyuan City Library is the first red cultural theme space in China with “Marxism” as the core and with integration of both creativity and humanistic concepts. This article adopts the case analysis method, focusing on the three aspects of theme space design, reading promotion methods and cultural brand building. It analyzes its successful experience in depth, and proposes its future development model from the perspective of the development and utilization of the red literature in the collection so as to provide inspiration for domestic public libraries.

Fairy tales are widely used in psychological prevention, diagnosis, and treatment by virtue of interesting expressions, rich humanistic connotations, and profound educational functions. In order to better explore the effectiveness of fairy tales in the treatment of aggressive behavior, the paper studied an aggressive child who received carefully designed and implemented fairy tale therapy programs. By comparing the child’s behaviors before and after treatments, it endorsed that fairy tale therapy has a better therapeutic effect on children’s aggressive behaviors. This research not only verified the clinical role of fairy tale therapy, but also provided practical experience for future development of children’s mental health services by Chinese public libraries.

China Digital Humanities Conference is one of the leading academic conferences on digital humanities research in China. It is also an important platform to strengthen the exchange and cooperation of scholars, display theoretical and practical achievements, and explore the future development path of digital humanities. From November 6 to 7, 2021, the third session of the conference was held at Nanjin 
University with the theme of “Digital Humanities towards New Liberal Arts”. This paper summarized the expert reports, discussions, youth forum, and case studies in the meeting to introduce the new ideas and achievements in the field of digital humanities. In general, the conference focused on the frontier and hot issues of digital humanities research under the background of new liberal arts development, discussed the production paradigm of digital humanities knowledge in depth, and fully demonstrated the research results in digital humanities. Digital humanities presents the trend of continuous expansion of discipline boundaries, continuous deepening of cross integration, continuous enrichment of research perspectives,and continuous innovation of research technology.

As an information carrier of the history of the Republic of China period, newspapers have a high value in humanistic research. The hidden history and culture of the Republic of China period, in particular, are the hotspots in academic circles. However, the construction and development of newspapers of the Republic of China period by most collection agencies is only at the digital stage, yet to reach the stage of mining and application. This research is based on the modern Chinese newspaper database—the modern newspaper database, which focuses on the content characteristics and external characteristics of the newspapers of the Republic of China period, and combines the metadata characteristics of the database with the characteristics of news events to construct the ontology of the newspapers of the Republic of China period. Using Mei Lanfang, the Peking Opera master, as the empirical research subject, it adopts Gephi visualization tools to construct the knowledge graph of the newspaper of the Republic of China on Mei Lanfang. From perspectives of Mei Lanfang’s cultural diplomacy, charity performance, and repertoire performance in the Republic of China period, it analyzes Mei Lanfang’s achievements recorded in the newspapers of the period so to realize knowledge mining of the legendary figure.

This paper systematically reviews the new measures of cultural institutions in the United States, Japan and other countries in recent years to protect the collection resources and the new methods of public release of digital archives, in order to provide reference for further research and practical exploration in this field. Foreign libraries used to rely on the sign of Creative Commons license to manage the digital resources when providing digital information service. In order to overcome the shortcomings of the Creative Commons license used in the past, some national libraries introduced the Rights Statements logo as a supplement. Dependent on the copyright owners’ works, libraries should adopt different protection methods to serve the purpose of protecting intellectual property rights. This paper compares and evaluates the two marking methods in Creative Commons license and Rights Statements, and exploreshow to apply and improve innovation reasonably in practice.

Tourism service is one of the reader services in public libraries. The paper summarizes the process of developing tourism service in Japanese public libraries based on service connotation, industry concept, policy guarantee, integration advantages and current situation. It studies the four typical cases of the integration of culture and tourism in public libraries, hoping to start further discussion on the issue.

Zhao Shanyu’s Southeast Enterprising Yudi Tongjian is China’s earliest monograph on historical military geography. Although his book was published, it has been rarely circulated. The Song Dynasty’s remnant edition collected in Taiwan is the only one preserved so far. The book not only includes Zhao Shanyu’s reviews and commentaries on the histories of the offensive and defensive battles from the Three Kingdoms Period to Liang Chen Period and related geographical researches, but also preserves a large number of topographical records and drawings from the Southern and Northern Dynasties to the Tang and Song Dynasties. The book has extremely high historical and geographic value.

Wang Zhongmin had sorted and compiled Catalogue des Collections Pelliot A et B at the National Library of France from 1935 to 1939, during which Wang had written to Paul Pelliot to discuss the style and compilation methods of catalogue. The letters, 11 in all, collected in Pelliot’s archives No.Pel.D38 of Musée Guimet, Paris, are not made public so far. By textual criticism and explanation, we can reveal the compilation process of Catalogue des Collections Pelliot A et B, which contains Wang’s life,his cataloguing methodology and important materials. Meanwhile, this textual research offers scholars materials on the specific exchanges between Pelliot and Wang and the academic communication between France and China.
