Abstract: Data literacy has become one of the essential competencies of educators, and is also a critical element to reflect the use of research data. The paper tries to define the concept and describe the basic features of data literacy from the angles of big data, decision making and educators. It generalizes the application on the part of foreign educators in decision making into knowledge point research of data use, education curriculum of data use, and training project of data use. It then addresses the insufficiency of present study by proposing more feedbacks and evaluation, diversified data sources, and attentions to ethical issues.
