Reform and Development of the Board of Trustees of Public Cultural Institutions

Abstract: This paper summarizes the academic exchange of ideas around the decision-making power of the board of trustees of public cultural institutions, as well as the various forms of “decision-making type”, “semi-decision-making type”, “consulting type” and “shape similarity type” shaped by different ideas. It has been found that the current divergence of ideas and forms from the perspective of “decision-making power distribution” has led to an unclear orientation of the board of trustees reform, and a lack of sustainability in its development. It is also entering a bottleneck period. This paper proposes to switch the research perspective towards “high-quality development”, and promote balanced, sustainable, and efficient development of the board of trustees through vertical and horizontal expansion, enhancing government and institutional motivation, and innovating according to local conditions and laws, so as to make it more adaptable. The transformation of ideological concepts will stimulate the motivation for innovation and the willingness to reform, and effectively promote the efficient operation of the board of trustees of public cultural institutions.
