The 14th Five-Year Plan for the Development of Library Information and Documentation Science

Based on the investigation of library information and documentation science development of
Shanghai during the 13th five-year period, this paper summarized and analyzed the frontier and academic
hot areas at home and abroad, and combined with practical progress and expert advice, formed the 14th
five-year development plan of library information and documentation science of Shanghai. The thesis
aimed to serve the national strategy and Shanghai’s urban development, and accelerate the construction
of philosophy and social sciences with Chinese characteristics. According to the development and
characteristics of library information and documentation science in Shanghai, the article focused on the
requirements of national economic and social development and the construction of international cultural
metropolis. The author explored the objectives and paths of the development of the discipline in the
14th five-year period, laid emphasis on the key research areas, promoted the subject innovation and
development, and enhanced the ecological niche, discourse power and social influence of the subject.

Study on the Public Perceptions of the Value of Public Library as “Place” in the Era of Technology: Text Analysis of the Libraries’ Online Reviews Based on the Public Platform

In the era of technology, the “place” value of library as a physical space is a crucial research
topic related to the future development of library. Exploring the value of library as place from the perspective
of public perceptions can help identify important influencing factors of the development of librarianship.
After systematic analysis, the online reviews on the public platform of the three representative public
libraries—Shanghai Library, Pudong Library and Binhai New District Library—were selected. Python,
Jieba word segmentation, SnowNLP and other data collection and analysis tools were applied to conduct
text mining and analysis on the public perceptions from three dimensions—distribution of high-frequency
words, sentiment analysis and time series. The results showed that public library is still an important “place”
for public reading; the “place” services of public library are very popular, and social evaluation is extremely
positive; promoting the development of culture and tourism integration is a public perception feature of the
value of public library “place”. In the era of technology, public libraries should attach great importance to
the new changes in public perceptions of the value of “place”, and view culture and tourism integration as a
crucial content for the future development to promote the high-quality development of librarianship.

On July 28, 2021, the Seminar on Digital Resource Interests and Rights Management in Big
Data Environment, jointly sponsored by the National Science Library, Chinese Academy of Sciences, the
School of Information Management of Wuhan University and the National School of Confidentiality of
Wuhan University, was successfully held online. The meeting invited experts and scholars in the fields
of LIS and law to conduct a full discussion on the theme of “library digital resource interests and rights
management in the era of big data: key issues and countermeasures”. Taking the conference report and
discussions as the object, and taking into account the research frontier at home and abroad, the authors
point out four key problems as well as solutions on the rights and interests of digital resources in the big
data environment.

Inheritance and Development: From Local Documents to Folk Historical Documents

As an important part of local documents, folk historical documents are the important
materials of Chinese humanities and social sciences, as well as precious cultural heritages. Based on
a large number of folk historical documents that are still scattered in various places at present, public
libraries should inherit the traditional collection methods of local documents, absorb the existing
research results of the academic circle, and collect them systematically through field investigation and
other methods. Field work can not only collect folk historical documents, but also obtain “expansion
of the historical material” such as oral legends and ritual performances. The combination of documents
interpretation and field work has greatly broadened our understanding and vision of local documents.
There are many new representative methodologies for public library in the collection, collation and
database construction of folk historical documents, such as field work methods in literature collection,
the principle of original documents in local preservation, the principle of household belonging and
maintaining the original document system in collation. In terms of database content, the database is
experiencing the “expansion of historical materials” that includes national laws and regulations and
Confucian literature, while demand-oriented way and cross-border cooperation are conducted in the
development of database.

Research on Video Content Production and Network Communication in Public Library during COVID-19: A Case Study of Shanghai Library

With regular epidemic prevention and control, how to improve service efficiency by using
network video is a question that the public library needs to think about in pursuit of higher quality
development. This paper used quantitative methods to analyze the library video data released by the
Shanghai Library on Weibo, Bilibili and Toutiao during COVID-19, and identified the characteristics
of the library’s popular videos. It’s found that the library network videos, which are user-centric, meet
the users’ information needs and emotional needs in content, and integrate with the platform ecology in
form, are easy to be widely disseminated. Finally, it put forward relevant suggestions on video content
production and network communication in public library.

Approaches of “Fostering Virtue through Education” during Reading Promotion

Reading promotion by university libraries can not only directly promote students’ quality
improvement and cultural inheritance, but also bear the sacred mission of “cultivating people by virtue”.
Reading promotion is an effective carrier of internalized “moral education”, and the main ways of moral
education are reading with red themes, reading classics, deep reading and reflection, the impact of real
example people, and educating people in cultural space. In this process, the thought of morality should
be highlighted, the connotation of morality should be explored, and the multi-objective compatibility of
reading promotion should be realized.

Analysis of User Profile Based on Session Identification of User Access Behavior of Electronic Resources in University Library

This research expands the methods and research perspectives of user access behavior
analysis, and provides support for the services and management decision of libraries. This research uses
the 2017-2018 Fudan University Teachers and Students Chinese Electronic Journal Resource Access
Behavior Dataset, constructs user access behavior profiles by data mining techniques and methods,
and explores and discovers users regularities in access time, operating preferences, access patterns, and
retrieval preferences. It draws the conclusion that the active time of users shows a cyclical change of “three
increases and three decreases” within a day, and changes periodically with work, study and vacation
within one year; in terms of operating preferences, users prefer instant and quick short visits; a visit is
often performed alternately between simple retrieval and browsing operations, and users are increasingly
inclined to obtain information through online browsing instead of downloading; in terms of retrieval
methods, users prefer to use the default “subject” as the limiting condition, and directly use the retrieval
box on homepage to perform simple retrieval.

On the Document Exchange Between Tang and Tibet in the Tubo Period

The document exchange between Tang and Tibet was an important form of cultural
exchange and integration between Tibetan and Han nationality in the Tubo Period. Based on the historical
background analysis, this paper systematically investigates the ways and contents of the document
exchange between Tang and Tubo. It was found that there were four main document exchange ways:
intermarriage, dispatching envoys, bestowing rewards and translation. The contents of the document
exchange mainly focused on Buddhism, Confucianism, history and medicine, as well as agriculture,
animal husbandry, calendar, geomancy, etc. Three characteristics were presented in the document
exchange between Tang and Tubo: the political dominance in exchange means, the difference of exchange
direction, and the selectivity of exchange contents.
