The library is an important part of the public cultural service system and an important force
to promote the public reading and enhance information literacy for all. Since the founding of the People’s
Republic of China 70 years ago, libraries in Shanghai have experienced a difficult and tortuous development
process. The library professionals and workers in the city’s public, university, scientific research institute and
trade union libraries and other systems have achieved outstanding success. Reviewing this historical process
can support the in-depth reflection on the transformation and development of future urban libraries.

In the past 70 years, China has made a great progress in bibliographic cause. This paper
reviews and combs the history of bibliographic cause in new China from six aspects, namely, the stages of
bibliographic cause development, national bibliographic control, bibliographic production and evaluation,
bibliographic work organization, bibliography worker training and related bibliographic cause policies, and
also considers the development direction of Chinese bibliographic cause in the new era.

Based on the analysis of Xi Jinping’s reply to the experts of the National Library, this paper
reunderstands the three functions of the public library to inherit civilization and serve the society, that is,
to re-recognize the importance of the public library as an important symbol of culture, to re-recognize the
importance of the public library as an important cultural site, and to re-recognize the public library as a
carrier of cultural innovation, pointing out that the further innovation and development of Public Libraries
during the Fourth Five-Year Plan period will provide ideological and theoretical preparation.

Public cultural services and tourism public services are intersected, connected and different.
The key points for the integration and development of cultural and tourism public services are as follows:
public cultural service facilities are embedded in tourist attractions, routes, residences, transportation
service areas, etc.; the integration of substrate comprehensive cultural service centers and rural tourism
service centers; the development of tourism public information services in public libraries; museums and
intangible cultural heritage sites integrates with Study Tours; public cultural activities create urban cultural
atmosphere and promote urban cultural taste, and symbolic cultural facilities as the tourism route.

The study of intelligence attributes has been going on for a long time, but there is no consensus
achieved. This paper puts forward the new view that fact is the important attribute of intelligence, theoretically
explains the multi-element composition of intelligence according to the factual attribute, and constructs an
integrated view of intelligence. All facts are “empirical facts” perceived by the person. Both intelligence
and fact are epistemological categories, and they are compatible. Fact plays a fundamental and decisive role
in intelligence activities. According to the factual attribute of intelligence, it can be theoretically explained
that intelligence has a variety of manifestations such as fact, information, knowledge, data and other forms,
because they are all derived from facts and reflect different aspects of facts. Therefore, the integrated view
of intelligence can be constructed, with fact as the starting point, intelligence the end, and data, information
and knowledge intermediaries between fact and intelligence.

In modern China, library is one of the existing forms of public sphere, an important concept
defined by Habermas. Its main function is to disseminate knowledge and culture for the public. It also plays
a role in public opinion to some extent. Libraries collecting a large quantity of journals and publishing
themselves librarianship journal are another example of them contributing to the expansion of public
sphere. 

On August 22-23, 2019, a satellite meeting was held by the IFLA Management and Marketing
Section and the Samos Public Library on Samos Island, Greece. More than 30 delegates from 9 countries
attended the two-day academic seminar on how libraries and other cultural institutions can expand new
markets and better serve the new generation through the best media strategies. The conference mainly
includes four topics: innovative library services, new skills of librarians, how to expand the impact of
libraries and the new market for library development.

Over the past 10 years, Jiading Library has been persistently exploring, and the establishment of
a universally equal cultural service system of public library in Jiading has received positive acknowledgement
from all walks of life. Based on the interviews and systematic collection of relevant materials, this case
comprehensively combs various stages of developing the Whole Domain Service of the Jiading Library,
from the initial full coverage of the building space, to innovatively introducing social forces as to extend
public cultural service to a wider social public space, and to the usage of cloud service to complement the
digital space shortage. It elaborates on the various development standards and management mechanisms
used in the formation of the Whole Domain Service. Finally, researchers can draw upon experience and
acquire inspirations from the article for the Whole Domain Service.

In view of the situation of literature collection and utilization in a single university and the
Chinese publishing situation, this study creates publishing comprehensive index, collection utilization
index and collection foundation index based on the conversion of school disciplines into Chinese Library
Method as influencing factors. It works out the ranking of Chinese books suitable for a single university
by AHP. The catalogue of the core publishers of book established this way will thus be useful for library
acquisition. 

The article discusses the current situation of general education in universities, and elaborates
on the advantages and significance of general education conducted by university libraries. By introducing
the cases of traditional Chinese culture promotion in the three “double first-class” university libraries, the
paper analyzes the objective, form, system, target, teacher, strategy, fund, and effect, providing practical
experience.

Library brand is the image capital of the library. This paper starts from the definition of
“branding”, demonstrates the innovative exploration of the “YUE Hangtu” brand of Hangzhou Library, and
defines the connotation of library brand building. Practical content is thus developed for the library brand
infrastructure.

Identifying the future technology opportunities from the perspective of technology convergence
can help enterprises adjust their R&D strategies in time and carry out R&D activities more efficiently.
Therefore, based on the patent data mining technology, this paper constructs a technology fusion recognition
and prediction model. This model constructs IPC co-occurrence network through Apriori algorithm, splits
the network into different technology cluster by Louvain algorithm, and explores the technical themes of
each cluster using LDA topic model. By constructing two indicators, “community fusion potential” and
“technology fusion value”, we evaluate the fusion value of the weak ties between communities. The weak
ties with high fusion value will be assembled to form a prediction network, and the future technological
opportunities can be explored by extracting keywords from the prediction network. Taking the electric
vehicle industry as an example, this paper makes an empirical study on the model.

Xin Xue Wei Jing Kao annotated by Gu Jiegang collected in the Library of Shandong University,
which had preserved a large number of circles and two postscripts of Gu Jiegang, and seven comments made
by Cui Shi that copied by Gu Jiegang, and two collation records performed by Rong Zhaozu. The book was
bought by Gu Jiegang in 1915 and lost during the Anti-Japanese War, accompanied by Gu Jiegang’s golden
period of doubting the ancient and distinguishing falsehood. Therefore, a comprehensive and meticulous
research on Xin Xue Wei Jing Kao annotated by Gu Jiegang will contribute to further study the influences
of Kang Youwei on Gu’s doubting the ancient and distinguishing falsehood, and emphasize the important
values of document and academic history of Xin Xue Wei Jing Kao annotated by Gu Jiegang.

The influence of the Xi Yu Quan Shu on the Tibetan chorography in the Qing Dynasty can be
divided into direct and indirect influences. The directly affected include Xi Zang Zhi Kao, Xi Zang Zhi, Xi
Zang Kao. The title and content of the category of Xi Zang Zhi Kao are almost the same as the original
version of Xi Yu Quan Shu, while the order and contents of Xi Zang Zhi coincide with the supplementary
version of Xi Yu Quan Shu. The indirect influence refers to that Xi Yu Quan Shu affect Xi Zang Ji and Wei
Zang Tu Zhi, etc via Xi Zang Zhi. The indirect influence shows that the compilation of Tibetan Records
takes Xi Zang Zhi as an important reference, or copies Xi Zang Zhi in full, or adds or deletes slightly on the
basis of Xi Zang Zhi, or re-edits the words order, etc
