70 Years of Research and Practice of Modern library and Information Technology in the People’s Republic of China

In this paper, we review the development of modern library and information technology in
New China in the past 70 years. The development of modern library and inf-ormation technology can be
divided into four stages. We summarize the main research topics and characteristics of each stage. From the
perspective of workflow, this paper further sorts out the research contents of modern library and information
technology and reviews the development of key technologies in acquisition, storage, organization, analysis,
retrieval, service and other processes.

Construction of Modern Public Cultural Service System in Rural Areas: Achievements, Problems and Paths Based on the Survey of Xi’an City

Accelerating the construction of a rural modern public cultural service system is an important
goal and content of the cultural development with Chinese characteristics in the new era. Taking Xi’an as
an example, combining the statistical data of public cultural services in 2015 and the survey data of rural
residents’ public cultural services, this paper analyzes the construction of the rural modern public cultural
service system in Xi’an from the perspective of government and rural residents. It identified the problems
such as the imbalance between supply and demand of public cultural services, the uneven development of
public cultural services, the lack of development of public cultural service projects with “Xi’an
characteristics”, and the negligence of government in the field of rural public cultural services. In order to
promote such development, Xi’an should establish a “demand-oriented” rural public cultural service supply
mechanism, explore public cultural service projects with “Xi’an characteristics”, promote the equalization
of public cultural services, and strengthen government responsibility in rural public cultural services.

of “New Reading” based on the “New Educational Practice”, and it serves as the preface to the second
series of Elegant China ? Nationwide Reading Series published by Shenzhen Haitian Publishing House. It
is full of humanistic speculation and cultural and educational characteristics, and supplements the content
of the seventh volume of Zhu Yongxin’s Educational Works collection, My View on Reading, and the eighth
volume, New Education in China. This paper has certain ideological inspiration and practical value in
deeper cultivation of nationwide reading, the creation of scholarly campus, the construction of learning
family, and the further development of elegant China.

To Know Oneself through Others: On the Construction of Library Biographical Reading Room based on the Concept of“Classified Reading Promotion”

Based on the concept of promoting classified reading materials, which means promoting
thematic reading materials according to book classification, this paper suggests that a reading room for
biographical reading materials should be built in the library, and the reading promotion of excellent
biographical works should be done well. The library has abundant resources of ancient and modern
biographical materials, but because of the classification of the Chinese Library Classification and the
different connotations of biographical characters, those materials are often distributed in different areas of
the library. Therefore, it is necessary to centralize the collection resources for thematic display and for reading
promotion. The article agrees that reading excellent biographical books can provide readers with spiritual
nourishment such as inspiration, gratitude, nostalgia, psychological healing, and recognition of social and
historical truth. It further holds that strengthening the promotion of biographical books can effectively meet
the needs of cultural education, improve the effect of reading promotion, and deepen the promotion of
classical reading. It can achieve the goal of innovating the space construction in the library as well. In the
construction and operation of the Biographical Reading Room, we should take into account the number of
book copies, the selection of bibliographies, the supply of book reviews and the rational shelving and other
details.

Reading Sociology: Study Based on National Reading, edited by Huang Xiaoxin, the vice
director of Chinese Academy of Press and Publication, was published by People’s Publishing House in
2019. This book discusses national reading from the sociological perspective, which is the first book to
establish a research system of reading sociology in China. This paper studies the role of sociology reading
in national reading promotion. From the theoretical perspective, the reading of how the society operates
constitutes a new theoretical basis for reading, which consists of three aspects: reading motivation, reading
control, and reading guarantee. In terms of practices, reading survey and reading evaluation are the key
steps in reading promotion projects.

This paper investigates the 27 metadata-related courses in School of Information Science
in University of Illinois at Urbana-Champaign from 2014 to 2018, and analyzes the teaching contents,
curriculum arrangement and teaching methods. Compared with the status of metadata courses in China, it
proposes to improve the curriculum system design, adjust the teaching orientation towards students, career
development, and metadata application, whereas comprehensively utilizing discussion, internship, detailed
assessment and other teaching methods, so as to enhance teaching materials, information technology
platforms and faculty development.

Study on Zhang Chao’s Engraving Career in the Early QingDynasty: Focuing on Zhang Chao’s “Letters from Friends ”and “Letters from My Own”

In the early Qing Dynasty, Zhang Chao was a well-known author and publisher, at the same
time, possessed the businessmen's financial resources and the intelligence of literati, devoted his energies
to preserving documentation and bringing culture to the masses. “Letters from Friends” and “Letters from
My Own” collected more than 1500 letters, which related to many aspects of the books market. Zhang Chao
edited and published the good-sized series with a just and objective attitude, having novel, contemporary
and practical characteristics. The interlaced communication networks provided him a broad contribution
source. Various types of comments complemented and contended each other. Keeping the principle of easy
to publish in mind, the series published one after another. In this process, Zhang Chao regarded readers as
God, viewed quality as his life, had the brave to innovate. Meanwhile, he subsidized the literati living at
the bottom of the society, highlighting the cultural dignity. All of these precious records were kept, such as
publishing expenses, piracy, temporary transfer of copyright, gradual separation of editing and publishing.
