    70 Years of Research and Practice of Modern library and Information Technology in the People’s Republic of China

    In this paper, we review the development of modern library and information technology in
    New China in the past 70 years. The development of modern library and inf-ormation technology can be
    divided into four stages. We summarize the main research topics and characteristics of each stage. From the
    perspective of workflow, this paper further sorts out the research contents of modern library and information
    technology and reviews the development of key technologies in acquisition, storage, organization, analysis,
    retrieval, service and other processes.

    Research of Policies on Reading Promotion in North American Public Libraries: Based on Word Clustering Amalysis

    Based on 120 policies related to reading promotion of Northern American public libraries, this
    article uses Python and other tools to analyze these policies. Through the high-frequency words statistics,
    the co-word matrix and the dissimilar matrix are constructed. Then cluster analysis and multi-dimensional
    scaling analysis are carried out. The key contents of reading promotion policy texts of these public libraries
    are extracted. The result shows that there are four important elements in these reading promotion policy
    texts, including the self- development, outreach missions, the rights and the needs, and the goals of reading
    promotion.

    Construction of Modern Public Cultural Service System in Rural Areas: Achievements, Problems and Paths Based on the Survey of Xi’an City

    Accelerating the construction of a rural modern public cultural service system is an important
    goal and content of the cultural development with Chinese characteristics in the new era. Taking Xi’an as
    an example, combining the statistical data of public cultural services in 2015 and the survey data of rural
    residents’ public cultural services, this paper analyzes the construction of the rural modern public cultural
    service system in Xi’an from the perspective of government and rural residents. It identified the problems
    such as the imbalance between supply and demand of public cultural services, the uneven development of
    public cultural services, the lack of development of public cultural service projects with “Xi’an
    characteristics”, and the negligence of government in the field of rural public cultural services. In order to
    promote such development, Xi’an should establish a “demand-oriented” rural public cultural service supply
    mechanism, explore public cultural service projects with “Xi’an characteristics”, promote the equalization
    of public cultural services, and strengthen government responsibility in rural public cultural services.

    This paper systematically expounds the new reading view maintained and advocated by the
    author, namely, everyone enveloped in the scent of books, everywhere filled with the scent of books, every
    minute permeated with the scent of books, and the future of “quality books”. It expresses the ideal status
    of “New Reading” based on the “New Educational Practice”, and it serves as the preface to the second
    series of Elegant China ? Nationwide Reading Series published by Shenzhen Haitian Publishing House. It
    is full of humanistic speculation and cultural and educational characteristics, and supplements the content
    of the seventh volume of Zhu Yongxin’s Educational Works collection, My View on Reading, and the eighth
    volume, New Education in China. This paper has certain ideological inspiration and practical value in
    deeper cultivation of nationwide reading, the creation of scholarly campus, the construction of learning
    family, and the further development of elegant China.

    Thoughts and Plans for Building Classics Reading Rooms in University Libraries

    The cultural development of university library is an important part of the university’s cultural
    development. It is the duty of university libraries to create a strong atmosphere for inheriting and carrying
    forward the excellent cultural spirits of China, and guide college students to approach the Chinese classics,
    to read, to appreciate, to love classics, and to strengthen the awareness of the foundation of Chinese culture.
    Classics reading rooms in university libraries will be important carriers of cultural heritage. This paper
    provides reference for the construction of such reading rooms in university libraries through the analysis of
    some excellent cases in China.

    To Know Oneself through Others: On the Construction of Library Biographical Reading Room based on the Concept of“Classified Reading Promotion”

    Based on the concept of promoting classified reading materials, which means promoting
    thematic reading materials according to book classification, this paper suggests that a reading room for
    biographical reading materials should be built in the library, and the reading promotion of excellent
    biographical works should be done well. The library has abundant resources of ancient and modern
    biographical materials, but because of the classification of the Chinese Library Classification and the
    different connotations of biographical characters, those materials are often distributed in different areas of
    the library. Therefore, it is necessary to centralize the collection resources for thematic display and for reading
    promotion. The article agrees that reading excellent biographical books can provide readers with spiritual
    nourishment such as inspiration, gratitude, nostalgia, psychological healing, and recognition of social and
    historical truth. It further holds that strengthening the promotion of biographical books can effectively meet
    the needs of cultural education, improve the effect of reading promotion, and deepen the promotion of
    classical reading. It can achieve the goal of innovating the space construction in the library as well. In the
    construction and operation of the Biographical Reading Room, we should take into account the number of
    book copies, the selection of bibliographies, the supply of book reviews and the rational shelving and other
    details.

    This paper introduces and analyses the content and implementation process of the Library
    Lesson 1 project in Jiaxing Library. Based on the achievements of the central-branch system of the Jiaxing
    Library, the project designs and develops “menu-based” education and experiential practice classes by
    means of pre-interview, research and curriculum design, which deepens the functions of social education
    and reading guidance of public libraries, and provides basic rules for lifelong education, independent
    decision-making and cultural development of individuals and social groups.

    Reading Sociology: Study Based on National Reading, edited by Huang Xiaoxin, the vice
    director of Chinese Academy of Press and Publication, was published by People’s Publishing House in
    2019. This book discusses national reading from the sociological perspective, which is the first book to
    establish a research system of reading sociology in China. This paper studies the role of sociology reading
    in national reading promotion. From the theoretical perspective, the reading of how the society operates
    constitutes a new theoretical basis for reading, which consists of three aspects: reading motivation, reading
    control, and reading guarantee. In terms of practices, reading survey and reading evaluation are the key
    steps in reading promotion projects.

    This paper made a research on the virtual space construction by academic library for
    makerspace in order to provide references for the related researches and practices of domestic academic
    libraries. By means of literature study and internet survey, the case was analyzed from three aspects: content
    framework, element composition and function positioning. Based on the case study and the reality of China,
    this paper put forward some development strategies for domestic academic libraries, including improving
    related institutional construction, giving full play to professional advantages and strengthening data
    management.

    The Renovation, Assessment and Enlightenment of Commons in University of Tennessee Libraries

    The diversified commons have become one of the important parts of academic libraries’
    development. Based on the authors’ personal experience during the visit to the University of Tennessee
    Libraries in the United States, this paper introduces the multi-phased transformation of the Commons in
    the library from the traditional “Information Commons” to modern “Learning Commons”, and the space
    value assessment in 15 years. Finally, the paper puts forward some suggestions on the space renovation for
    university libraries in China.

    This paper investigates the 27 metadata-related courses in School of Information Science
    in University of Illinois at Urbana-Champaign from 2014 to 2018, and analyzes the teaching contents,
    curriculum arrangement and teaching methods. Compared with the status of metadata courses in China, it
    proposes to improve the curriculum system design, adjust the teaching orientation towards students, career
    development, and metadata application, whereas comprehensively utilizing discussion, internship, detailed
    assessment and other teaching methods, so as to enhance teaching materials, information technology
    platforms and faculty development.

    The main existing individual collections of Luo Lun in Ming Dynasty divided in two editions,
    Collected Works by Mr Yifeng Ming Jiajing edition of 14 volumes and Recalibrate Collected Works by Mr
    Yifeng Ming Wanli edition of 10 volumes. It’s Jiajing edition of the master copy used in the Si Ku Quan
    Shu of the Wenyuange, while Wanli edition in Si Ku Ti Yao. The preface to Jingan poetry collected by both
    individual collections of Luo Lun and collections of Mr. Luo Bingyu writtend by Luo Jing, which is worth
    discussing the real author.

    The Bibliography Value and Academic Significance of Wu-an Li-suan Shu-mu

    The entry of the western science especially calendar and mathematics during the late Ming
    and early Qing period, significantly arouses Chinese scholars’ passion for studying science. Mei Wending
    and his study stands for the prosperity of calendar and mathematics among folk scholars in the early Qing
    era. In his old age, Mei Wending creates a title catalogue for the eighty-eight books written by himself,
    including sixty-two on calendar and twenty-six about mathematics, which is named Wu-an Li-suan Shu-mu.
    Wu-an Li-suan Shu-mu is the first title catalogue for personally written works on calendar and mathematics,
    which represents a landmark in the history of bibliography. Besides, it deeply reflects the development of
    calendar and mathematics in the early Qing dynasty as well as the traits of Mei Wending’s thoughts, which
    means quite a lot to the academic history of that period.

    In the early Qing Dynasty, Zhang Chao was a well-known author and publisher, at the same
    time, possessed the businessmen's financial resources and the intelligence of literati, devoted his energies
    to preserving documentation and bringing culture to the masses. “Letters from Friends” and “Letters from
    My Own” collected more than 1500 letters, which related to many aspects of the books market. Zhang Chao
    edited and published the good-sized series with a just and objective attitude, having novel, contemporary
    and practical characteristics. The interlaced communication networks provided him a broad contribution
    source. Various types of comments complemented and contended each other. Keeping the principle of easy
    to publish in mind, the series published one after another. In this process, Zhang Chao regarded readers as
    God, viewed quality as his life, had the brave to innovate. Meanwhile, he subsidized the literati living at
    the bottom of the society, highlighting the cultural dignity. All of these precious records were kept, such as
    publishing expenses, piracy, temporary transfer of copyright, gradual separation of editing and publishing.

    The Study of Textual Bibliography by Mr. Ding Yu, An Excellent Expert in This Field

    Mr. Ding Yu is one of the excellent representatives of the New China’s second-generation
    expert in Textual Bibliography after Mr. Gu Tinglong, Mr. Zhao Wanli and Mr. Ji Shuying and so forth.
    One focus of the interview is the initiating value of the Repair and Binding of Chinese Ancient Books. The
    second is to summarize different cataloging methods of ancient books while compiling Bibliography of
    Chinese Ancient Rare Books. What really counts is how Mr. Ding Yu form his individualistic approach,
    experience and documentation during the period of collecting a large number of ancient books. Not only
    does the article aim to demonstrate Mr. Ding Yu’s rich experience in identifying and compiling Chinese
    ancient books, but it also has a profound influence on the repair of them.

    Research of Five Articles about Ji Yun

    Ji Yun is a famous Confucian under the reign of Emperor Qianlong and Jiaqing of the Qing
    dynasty, but he did not compile his own anthology before his death. After his death, his grandson Ji Shuxin
    edied the Left Work of Ji Wenda, but missed a lot. This collection contains five foreign poems and essays
    for reference and use in relevant research.
